Major discussion points included: 1. Importance of a robust engagement process which will include a variety of methods to engage with our diverse community and their different perspectives. Just as important as the initial engagement is to follow -Lip to share recommended opportunities and strategies of the Plan with the community for additional feedback and resident alignment. 2. Understanding the existing assets within the community and any gaps/opportunities by doing an asset inventory and Strengths, Weakness, Opportunities and Threats ("SWOT") analysis. a. Leveraging existing assets such as the natural environment and the Northern Colorado Regional Airport. b. Utilize and leverage existing work and partnership from the Fort Collins Downtown Development Authority. c. Understanding transportation and short-term rental impacts related to tourism, 3. Be aware of the work our peer cities and neighboring communities have implemented and their impact to the Plan. a. This should also include future capital projects within the City such as the Whitewater Park. b. Opportunities within sports tourism. 4. Keep moving forward and keep Council informed. Staff presented Council the final draft of the FoCo Creates Arts and Culture Master Plan. Staff reviewed the updated Vision Statement and Goals of the Plan following recent public and stakeholder feedback. Discussion points included: • Inclusion and Equity — how is the City defining these terms; is definition consistently used in City documents ® Equity is not the same as equal; prioritize providing experiences for underserved, populations • Fort Fund Program and the Arts in Public Places Program, evaluation and outcomes should reflect and engage the entire community • Performing arts center - evaluate the gaps in regard to current assets and needs and potential impact as an economic driver • Possible dedicated tax, look to regional partnerships • Importance of resourcing the plan and integrating it into the organization to ensure success. Option of a mid -cycle budget request to fund Community Programs Manager and programming support Next steps: ® Update Creative Industries definition in the Plan • Add City Give to Goal 4 in the Plan • Edit Action item 1.3 d in the Plan to be more inclusive and not specific • Conduct an inventory of how "inclusion & equity" is defined in City documents • Schedule item for Council adoption at the May 21, 2019 City Council meeting
