RE: May 8, 2018 Work Session Summary – Local Solar Goals, Policies and Business Models
Attendees
Kevin Gertig and John Phelan participated in the Work Session. All Councilmembers were present. Staff presented an
update on local solar adoption, discussed related opportunities and challenges and summarized the financial results
of representative business models.
Discussion Summary
Councilmembers expressed support for the development of a Distributed Energy Resource Roadmap, for
local solar as a contributor to energy and climate policies, and also noted that changes may be necessary in
recognition of financial impacts to Utilities.
Councilmembers commented that this issue will be dynamic and changing, which will necessitate robust
planning and communications.
Details were discussed regarding distributed generation, including the impact of the Time of Day rate
structure on existing and potential solar customers, the status of electric utility policies and building code
requirements for energy storage, the basis for solar sizing limits, buy-back pricing and policies for solar
exports, and the basis of the current 2% local solar goal.
Other topics noted included interest in exploring the utility owned rooftop model (in front of the meter) and
the importance keeping a heterogeneous view of distributed energy, including other forms of generation,
storage and active load management.
Councilmembers discussed the importance of alignment with Platte River Power Authority and the need to
understand the roles of both local and utility scale solar in meeting the community’s goals.
Follow-up Items
Staff will follow up in a future Thursday packet on the following items:
Summary of customer feedback and staff analysis on the impacts of the Time of Day pricing structure on
existing and potential solar customers; anticipated in December 2019, a year after TOD has been
implemented.
A framework and timeline for the proposed Distributed Energy Resource Roadmap, including analysis
needed on benefits, costs, opportunities and challenges of various tactics; anticipated third quarter 2018.

RE: May 8, 2018 Work Session Summary – Climate Action Plan and 100% Renewable
Electricity Update
Attendees:
Jeff Mihelich, Tim McCollough, and Lindsay Ex participated in the Work Session. All Councilmembers
were present. Staff presented the updated progress since the goals were adopted and key initiatives
in the electricity, natural gas, transportation, and waste sectors as well as innovative and community
engagement initiatives.
Discussion Summary:
Councilmembers expressed overall appreciation for the progress made with the initiatives and
overall climate action effort, while also recognizing the significant partnerships and community
engagement established in the past three years.
Councilmembers appreciated the amount of community and private sector dollars that have
been leveraged for various initiatives, and also discussed the need to scale these investments
even further.
Significant discussion focused on how the data (Attachment 3) are presented and the need to
find simpler ways to be equally as transparent, as well as emphasizing reliability and core
services.
Councilmembers expressed that staff could continue to be more explicit about specific
initiatives, e.g., wasteshed and transportation, as well as the opportunities for integration.
Councilmembers noted that Fort Collins is showing leadership in this space and should
continue to show leadership into the future.
Platte River Power Authority was noted as a key partner and Councilmembers encouraged
ongoing collaboration with Platte River in the City’s planning efforts.
Follow-up Items:
Staff will follow up with additional information in a future Thursday packet on the following
items:
o Amount invested in the Key Bank LED light conversion;
o How long electric buses take to charge and run once fully charged; and
o Whether the inventory can and should be adjusted to account for the growth
management area
