Staff present: Karen Cumbo, Pete Wray, Clark Mapes. Staff presented an overview of Phase 1 activities, regarding neighborhood character and context, including the extent and nature of concerns about change. What comments does Council have on the remaining process, or schedule? Main points of discussion:  Council appreciated the Phase 1 Report and the work it represents.  Council recognized enough concerns and issues in the public engagement process to warrant moving to Phase 2, to develop strategies per the study outline.  Council expressed a concern about the amount of time spent in the process, and particular interest in calendar dates for bringing solutions to Council for adoption.  Council appreciated the focus on context and higher level of understanding about complexity of character.  Council appreciated the information about focusing on certain limited situations and supports that approach to solutions. Next Steps:  Staff will formulate and conduct Phase 2 of the study.  Council Work Session on November 27 to review strategies and direct implementation actions.
