Staff's presentation focused on the City's role and the need for partnerinig to address this
community wide issue.
In
I summary, Council provided the following guidance:
• Council was generally in favor of continuing to explore all options presented by staff.
Staff was directed to continue to work with partners such as Colorado State
University, Habitat for Humanity, fai:th-based partners and others for a holistic
approach to this community issue. Staff will include community -wide data when
available. The next iteration of the Affordable Housing Strategic Plan will be
oriented community wide as well.
• There was support for exploring an impact fee study.
• Support was offered for a partnership with Elevations Community Land Trust.
• Support was expressed for mobile: home park preservation and for exploring
residents' rights regulations.
• There was some caution, expressed for the Inclusionary Housing option.
• There was interest in exploring the relationship of minimum wages to affordable housing
neeght of the expanded statutory authority for cities to regulate in this area.
• Staff was directed to analyze how utility rates apply to residents of mobile home parks
and how seasonal rates for master meters and other utility rates interact with current
park practices.
A question was asked about the amounts of prior budgeting for outcome offers that were not
funded:

Conclusion
Council generally supports the use of policy, funding, programs and initiatives to stimulate the
production and preservation of affordable housing including mobile home parks. Council would
