Present: Councilmen Johnson, Carson, McMillan, Bennett and Kruchten. City Manager Coffey, City Attorney March and City Engineer Fischer. Motion was made by Councilman Carson, seconded by Councilman Bennett, that the reading of the minutes of the last regular meeting held December 9, 1965, be dispensed with. Roll was called resulting as follows: Ayes: Councilmen Johnson, Carson, McMillan, Bennett and Kruchten. Nayes: None. The President declared the motion adopted. The following resolution was presented and read at length: RESOLUTION OF THE COUNCIL OF THE CITY OF FORT COLLINS GIVING PUBLIC NOTICE CONCERNING A PROPOSED ORDINANCE CHANGING THE ZONING MAP OF THE CITY OF FORT COLLINS AND AMENDING ORDINANCE NO. 46, 1965, COMMONLY KNOWN AS THE ZONING ORDINANCE WHEREAS, a written petition has been presented to the City Council requesting that the zoning classification for the property more particularly described in the "Notice of Public Hearing" attached hereto be changed from "RL" Low Density Residential District to "RM" Medium Density Residential District, and WHEREAS, the Planning and Zoning Board has made a study of said zoning request and has held a hearing and made a report and recommendation thereof, all in accordance with the provisions of Section XXI of Ordinance No. 46, 1965, and WHEREAS, the City Council desires to hold a public hearing on said rezoning request as required by Section 21.1 (2) of Ordinance No. 46, 1965, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that January 6, 1966, at 1:30 P.M. or as soon thereafter as the matter may come on for hearing in the Council Chambers in the City Hall of the City of Fort Collins is hereby set as t he t] and place for a public hearing on said rezoning request; and BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to publish a notice of said hearing as provided in Section 21.1 (2) of Ordinance No. 46, 1965, in the form attached hereto. The following resolution was presented and read at length: RESOLUTION CP THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE TERMS IN AGREEMENT TO BE ENTERED INTO WITH JAMES P. HOFFMAN WHEREAS, James P. Hoffman has offered to contract with the City for the removal Of sludge from the City Sewage Plant and whereas the said James P. Hoffman has further Offered to purchase from the City the sludge hauling tank and truck owned by the City and Presently used for hauling such sludge, and WHEREAS, it is the opinion of the City Council that it is in the best interests Of the City to contract with James P. Hoffman to remove sludge from the City sewage plant and the sludge hauling tank and truck presently owned by the City will not be needed by the City to sell said truck to James P. Hoffman at its fair market value which is $1,600.00 and WHEREAS, an agreement has been prepared by the City Attorney providing for James P. Hoffman hauling sludge from the city sewage plant at the rate of $2.80 per load and Providing further for the sale of the sludge hauling tank and truck to the said James P. Hoffman for $1,600.00, and WHEREAS, said agreement has been approved by the City Manager. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the terms of the agreement between the City of Fort Collins and James P. Bennett, Deputy State Librarian, prepare a study of library needs of the City of Fort Collins and the surrounding area and that he had prepared a letter requesting this study and would like to have the Council approve the request. He stated that the State Library would carry on this study without any cost to the City and would make suggested recommendations that would be necessary to bring the City library up to standards. The Zoning Board of Appeals, at their regular meeting of December 14, 1965, requested the approval of a $10.00 processing fee. The following communication was presented and read at length: December 15, 1965 To: Tom Coffey, City Manager From: Stan Case, Director of Utilities, Subject: Leave of Absence for Kathryn BI-ack Mrs. Kathryn Black, Clerk Typist II in the Utility Office of he City of Fort Collins, has submitted a resignation caused by a promotional transfer of her husband who is employed at Woodward Governor. In discussing this with Mrs. Black, it has been determined that her husband is being transferred from Fort Collins to the home plant in Rockford, Illinois for a one-year' training program, and upon completion, will return to the new plant in Fort Collins. Mrs. Black started her employment with the City May 15, 1958, is an excellent career employee, and one that should be encouraged to return to City employment following the one year's leave. Attention is called to the attached photocopy of employee evaluation report of May 27, 1965. Rule X, Section 12, of the Personnel Rules for the Municipal Service, states, "Regular employees may be allowed leave without pay for a period not to exceed three months upon recommendation of the Department head and approval of the City Manager. Leave may be extended beyond the three months only upon approval of the City Council."
