privilege for the public disclosure of the May 6, 2016, confidential
memorandum from the Boulder City Attorney's Office reporting the
results of its investigation concerning the Greeley Municipal Court
Judge presiding over a Fort Collins Municipal Court case under an
intergovernmental agreement between the Cities of Fort Collins and
Greeley that provided for the exchange of judicial services in
conflict-of-interest circumstances.
