HomeMy WebLinkAboutMINUTES-04/13/1965-Regular206 MINUTES OF A REGULAR MEETING OF THE COUNCIL OF THE CITY OF FORT COLLINS, Held Tuesday, April 13, 1965, at 1:30 o'clock P.M. Present: Councilmen Johnson, Colwell, McMillan, Guyer and Councilwoman Quinn. City Manger Boos, City Attorney March and City Engineer Fischer. The Mayor called the meeting to order and stated that the purpose of this meet- ing was to induct the new councilmen into office. Thomas S. Bennett and Karl E. Carson were sworn by the City Clerk and were sea as members of the Council. The next order of the business, with the City Attorney presiding, was the elect- ion of the Mayor for the ensuing two years. Motion was made by Councilwoman Quinn, seconc ed by Councilman McMillan, that Harvey G. Johnson be nominated for the office of Mayor for the ensuing two ,years. The City Attorney asked if there were any more nominations, and being none, roll was called resulting as follows: Ayes: Councilmen Carson, McMillan, Bennett and Councilwoman Quinn. Councilman Johnson, abstaining. Nayes: None. The Presic declared the motion adopted. The meeting was then turned back to Harvey G. Johnson, as Mayor and he called for nominations for office of Assistant Mayor. Motion was made by Councilwoman Quinn, seconded by Councilman McMillan, that Thomas S. Bennett be nominated as Assistant Mayor. The Mayor asked if there were any further nominations and being none, roll was called resulting as follows: Ayes: Councilmen Johnson, Carson, McMillan and Councilwoman Quinn. Councilman Bennett, abstaining. Nayes: None. The President declared the motion adopted. The following resolution was presented and read at length: RESOLUTION OF THE COUNCIL OF THE CITY OF FORT COLLINS COMMENDING ROLAND L. COLWELL AND JAMES W. GUYER FOR THEIR SERVICES AS MEMBERS OF THE COUNCIL OF THE CITY OF FORT COLLINS WHEREAS, Roland L. Colwell has served the City of Fort Collins as a member of the City Council from April 11, 1961, to April 13, 1965, and WHEREAS, James W. Guyer has served the City of Fort Collins as a member of the City Council from March 12, 1964, to April 13, 1965, and WHEREAS, during their terms of public office, t he said Roland L. Colwell and James W. Guyer perf6rmed their official duties and promoted the welfare of the City of Fort Collins in a most valuable, efficient,and courteous manner, and WHEREAS, such services of Roland L. Colwell and James W. Guyer are highly deserv- ing of having appropriate recognition thereof made; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Roland L. Colwell and James W. Guyer be and they are hereby commended for their valuable services to the City of Fort Collins in their official cap&city as members of the City Council; BE IT FURTHER RESOLVEE that this official commendation be spread upon the records of the City of Fort Collins and that a certified copy of the same be delivered to Roland L. House Clerff The Mayor announced that the City Manager had a pleasant duty to perform and requested that retiring Councilman Colwell and Guyer approach the Council Chambers and the to City Manager presented/each of them a plaque in appreciation of their services on the Council. The Mayor stated that before adjourning that in order to acquaint the new council which men with the rate ordinances in water and sewer, / would be presented on second reading at the meeting of April 15, 1965, that Mr. J. T. Banner, the consulting engineer on the water 207 April 13, 1965 and sewer projects, gave a brief outline on the two ordinances and how the rates in same were arrived at. Mr. Banner gave a brief resume of the study and investigation carried on in order to determine the rates that would be necessary to retire the bonds and operate the water and sewer departments in the future, and then explained the rates as set up. He advised the Council that there was one item overlooked in preparing the rates and that was a a.credit against the plant investment fee for flat rate users where water/meter was in use, and that the ordinance should be amended to include a mbedule for plant investment fees for flat rate users. The City Attorney was instructed to prepare thesuggested amendments to both the water and sewer ordinances before the final passage of these ordinances on April 15, 1965. Motion was made by Councilwoman Quinn, seconded by Couancilman Bennett, that the Council adjourn. Roll was called resulting as follows: Ayes: Councilmen Johnson, Carson, McMillan, Bennett and Councilwoman Quinn adopted and the Council adjourned. ATTEST: Nayes: None.
