Present: Councilmen Johnson, Colwell, McMillan, Honstein and Councilwoman Quinn. City Manager Boos, City Attorney March -and City Engineer Weiss. Motion was made by Councilwoman Quinn, seconded by Councilman McMillan, that the reading of the minutes of the last regular meeting held October 3, 1963, be dispensed with. Any hotel or apartment hotel, or multiple dwelling resident unit, shall pro- vide one off-street parking space for each living unit. 5. Any nursing home, retirement home, or rest home, shall provide one-half square foot of off-street parking space to each square foot of building area. 6. That in the event of the erection of a nursing home, rest home or retirement home on the above described property, or similar operation, the owner or operator thereof shall accept no patients or residents under agreement with any State Mental Hospital, nor shall they accept any patient or resident who has been committed to any State Mental Hospi- tal. 7. Any violation of the above covenants shall subject the violator to liquidated as in the sum of $100.00 per day so long as said violation continues. 8. The following ordinance was presented on second reading: 173 October 10, 1964 ORDINANCE NO. 36, 1963 BEING All ORDINANCE RELATING TO THE VACATION OF AN EASEMENT IN THE FIFTH FAIRVIEW SUBDIVISI IN THE CITY OF FORT COLLINS, COLORADO, ACCORDING TO THE RECORDED PLAT THEREOF Motion was made by Councilman McMillan, seconded by Councilwoman Quinn, that Ordi- nance No. 36, 1963, be adopted and become a law upon passage. Roll was called resulting as follows: Ayes: Councilmen Johnson, Colwell, McMillan, Honstein and Councilwoman Quinn. Nayes: None. The President declared the motion adopted. This being the date of the hearing on the budget, the matter was opened for dis- 6ussion. Mr. Ronald Strahle, representing the Library Board, objected to the reduction of $700.00 made in the final budget for the Library, however, after some explanation that Capital expenditures would be available from the fund per capita expenditure, he withdrew his main objection. The following resolution was presented and read at length: RESOLUTION OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING A BUDGET OF THE EXTIMATED AMOUNTS RE- QUIRED TO PAY THE EXPENSES OR CONDUCTING THE BUSINESS OF THE CITY GOVERNMENT FOR THE FISCAL YEAR ENDING DECEMBER 31, 1964, AND FIXING THE MILL LEVY FOR SAID YEAR PURSUANT TO THE PRO- VISIONS OF ARTICLE V OF THE CITY CHARTER. WHEREAS, the City Manager has heretofore prior to the first Monday in October, 1963, submitted to the Council a proposed budget for the next ensuing budget year with an explanatory message pursuant to the provisions of Section 2, Article V of the City Charter, and WHEREAS, the Council thereafter within the 10 days after the filing of said budget estimates set October 10, 1963, as the date for a public hearing thereon and caused notice of such public hearing to be given by publication pursuant to Section 3, Article V of the City Charter, and WHEREAS, a public hearing on the proposed budget was held on October 10, 1963, pursuant to said public notice, and WHEREAS, Section 4, Article V of the City Charter provides that the Council shall adopt the budget for the ensuing fiscal year and shall fix the tax levy after said public hearing and before the last day of October of each year. Motion was made by Councilman McMillan, seconded by Councilman Colwell, that Ordi- Inance No. 42, 1963, be considered favorably on first reading and ordered published this loth day of October, A. D. 1963, and to be presented for final passage on the 24th day of October A. D. 1963. Mrs. Duane Barnhart and Mrs. Joseph Weitz, representing the League of Women voters, appeared before the Council commenting on their appreciation of the long range planning and zoning. The following resolution was presented and read at length: RESOLUTION OF THE COUNCIL OF THE CITY OF FORT COLLINS GIVING PUBLIC NOTICE CONCERNING A PROPOSED ORDI- NANCE CHANGING THE ZONING MAP OF THE CITY OF FORT COLLINS AND AMENDING CHAPTER 19, CODE OF ORDINANCES OF THE CITY OF FORT COLLINS, COLORADO, 1958, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE WHEREAS, a petition has been presented to the'City Council of the City of Fort jCollns, requesting that the following'described'property, situate in the County of Larimer, ,State of Colorado, to -wit: Lot 1 of Lessens Subdivision in the'City of Fort Collins, Colorado, according to plat filed May 8, i947, except the North 50 feet thereof; be changed from "B" residential District to "D" Commerdial District, and WHEREAS, Section 19-13 of the Zoning Ordinance provides that the City Council may, from time to time, on its own action, after public notice and hearing as provided by law, amend, supplement or change the regulations of said Zoning Ordinance, and WHEREAS, the City Council is of the opinion that a change should be made in the Zoning Ordinance re-classifying a certain area of the City of Fort Collins as is more parti- cularly specified in the Notice of Public Hearing herein contained, and is further of the opinion that public notice of said proposed change should be given so that the public gener- ally may have an opportunity to be heard. The following resolution was presented and read at length: RESOLUTION OF THE COUNCIL OF THE CITY OF FORT COLLINS CHANGING THE NAME OF MCHUGH STREET IN THE 1400 AND 1500 BLOCKS THEREOF; TO LONGS PEAK DRIVE WHEREAS, the Council of the City of Fort Collins desires to correct an inconsistent which has come to its attention, concerning the naming of streets, and WHEREAS, McHugh Street in the 1400 and 1500 blocks thereof, in no way ties in or rt sembles a continuation of McHugh Street in the 1000 and 1100 blocks thereof, and there are nt present plans for a joining of said two portions of McHugh Street, and WHEREAS, a petition has been presented to the City Council by all of the owners in the 1400 and 1500 blocks on McHugh Street to change the name thereof to Longs Peak Drive. The following resolution was presented and read at length: RESOLUTION IOF THE COUNCIL OF THE CITY OF FORT COLLINS REQUESTING THE STATE OF COLORADO DEPARTMENT OF HIGHWAYS TO PROVIDE DIRECT ACCESS BETWEEN INTERSTATE HIGHWAY NO. 25 AND THE SITE OF THE NEW FORT COLLINS - LOVELAND AIRPORT WHEREAS, the Cities of Fort Collins and Loveland, Colorado, are jointly acquiring an airport site and plan to construct an airport facility on said site located between said ,Cities and adjoining the present U. S. Highway No. 87, which highway will. become Interstate .Highway No. 25, and I WHEREAS, said airport facility when constructed will provide service to both the (Cities of Fort Collins and Loveland, Colorado, and all of the surrounding area, having now a population in excess of 50,000 and will in the future provide service to -may more indivi- duals and to businesseslocated in the area, and WHEREAS, in the opinion of the Council of the City of Fort Collins it is impera- tive that direct access beavailable both north and south between said airport site and said Interstate Highway No. 25. The City Attorney reported on the request of Bartran Homes, Inc., for a vacation of easements in the Seventh Fairview Subdivision. He reported that he had checked with Mr. ddows in reference to the light and power lines and the City Engineer on the water and sewer lines and saw no reason why the vacation could not be granted. The City Attorney also reported that he had been contacted by the bond Attorney s and they were preparing the necessary proceedings for changing the charter. Boos ity Manager ity of Fort Collins, Colorado ar Sir: Reference is made to the petition submitted to the City Council on October 3, 1963, requesting angle parking and 2 hour parking i n the 200 and 300 Blocks on South Howes Street. I would recommend that the request for angle parking be denied. Our traffic acci- dent record indicates a much higher accident rate in angle parking areas than in parallel parking areas. Also, we have a heavy vehicle traffic count on Howes Street in this area and four lanes of roadway are needed during the peak hours to carry the traffic. Angle parking at the curb would permit only two lanes of traffic. I would see no objection to the 2 hour parking being initiated on a 90 day trial basis. I would like to point out that the 2 hour parking would apply to the residents of the area, as well as the other motorists. Also, the restriction in this area will tend to move the parking problem a block further away from the business area and will create the same problem for those residents. 183 October 10. 196� Yours very truly, Isl G. Boos, City Manager City of Fort Collins, Colorado Dear Sir: I would like to present a proposal for traffic control lights at the intersection of Canyon, Oak and Howes. A pole with mast arms would be installed at each of the four (4) corners. There would be two signals facing each traffic movement, with one signal being attached to the pole and the other signal on the mast arm. All red signals would use the 12 inch len se. Howes Street would have a set time on the controller and would be tied in with the traffic light at Mountain and Howes. Oak Street and Canyon Avenue would use the remain- der of the time on the controller. The light facing Canyon Avenue would be red at all times until actuated by the traffic. Oak and Canyon would share the time, when Canyon Actuates the controller. At other times, Oak would use all of the time allocated to the side streets, which would equal that of Howes Street. I would estimate the cost of installation to be $80000.00. This installation would meet tie requirements of the new National Manual on Uniform Traffic Control Devices for Streets and Highways. The proposal as submitted would be lights on the four corners at an approximate cose of $8,000.00, the lighting in the center would cost in the neighborhood of approximately $6,900.00, but not be as effective control as the green arrow light and walk light. Motion was made by Councilman Colwell, seconded by Councilwoman Quinn, that the report of the City Engineer be accepted. The City Manager advised the Council that it would be necessary to delay this lighting until January of 1964 when funds for same might be available. The Fort Collins Building Corporation, ch o are erecting the Rocky Mountain Bank and Trust Company at Canyon and Oak Street, presented a plat requesting certain curb cuts, one on Meldrum 18 feet to the parking lot, 8 feet on Canyon and on the south end of the parking lot of 21 feet. After discussion, motion was made by Councilman McMillan, seconded by Councilman Colwell, that the curb cuts be approved as requested. The City Manager advised the Council that he wished to attend the conference of the International City Manager's Association Monday, Tuesday and Wednesday of next week. He advised the Council that he had appointed Mr. R. S. Baker as his representative during his absense. Motion was made by Councilman Honstein, seconded by Councilwoman Quinn, that the request of the City Manager to attend the I.C.M.A. meeting in Denver, be approved.
