COUNCIL OF THE CITY OF FORT COLLINS, COLORADO
Council - Manager Form of Government
Adjourned Meeting - 1:00 P.M.
An adjourned meeting of the Council of the City of Fort Collins
was held on Tuesday, February 8, 1977 at 1:00 p.m. in the Council
Chambers in the City of Fort Collins City Hall. Roll call was
answered by Councilmembers Bloom, Bowling, Reeves and Wilkinson.
(Secretary's Note: Councilman Russell arrived at 1:05 p.m.;
Councilman Suinn arrived at 1:10 p.m.; Councilwoman Gray arrived
at 1:15 p.m.)
Staff Members Present: Brunton, Lanspery and Lewis.
Absent: City Attorney Arthur March, Jr.
Consideration of Construction Manager
for City Hall Project Scheduled
for February 15, 1977
City Manager Brunton requested this item be deferred to February 15,
1977 to allow the bidders time to read over the report.
Mayor Wilkinson announced this item would be on the February 15, -
1977 agenda.
ADnOintments to Boards and Commissions _.
1. Mayor Wilkinson announced the first item would be the appoint-
ment to the Citizen's Tax Committee; ten applications had been
received. A majority vote of the Council would be required
to make the appointments.
Councilmembers then considered the number to be appointed.
Councilman Bowling made a motion, seconded by Councilman Bloom
that Council appoint five people to this committee. Yeas:
Councilmembers Bloom, Bowling, Russell and Wilkinson. Nays:
Councilwoman Reeves.
Council then made the following selections:

Jack E. Cermak
Leslie Fraley, Jr.
Roger G. Gunlikson
M. S. McLaren
John E. Sundstedt
Councilman Bloom made a motion, seconded by Councilman Suinn
to appoint Jack E. Cermak, Leslie Fraley, Jr., Roger G. Gunlikson,
M.S. McLaren and John E. Sundstedt to the Citizen's Tax Committee.
Yeas: Councilmembers Bloom, Bowling, Reeves; Russell and
Wilkinson. Nays: None.
(Secretary's Note: Councilwoman Gray arrived at the meeting at
this time.)
Mayor Wilkinson then called for discussion on the appointment
to the Airport Board; there were six applicants.
Councilman Bowling read the following portion of Paul Huszar's
letter of resignation into the record:
"In parting, I would like to make several comments. First, I
do believe it is appropriate for the City toreduce its financial
support of the airport. The service provided by the airport is
mostly private rather than public and, therefore, should not be
paid for by the general public but by the direct beneficiaries.
Moreover, City payments to the airport represent a subsidy to a
business in competition with a similar private business within
Fort Collins.
Secondly, I am not convinced that the Airport Board can efficiently
manage and plan the facility. Perhaps the Board's function
should only be advisory on matters of great importance, with the
routine and financial matters of the airport being handled within
the City structure as are the parks, streets, etc.
Finally, the long -run financial viability of the airport is
dependent upon its commercial development. In light of evolving
community environmental and economic objectives, the public
financing of expansion at the airport may be questionable. At
least, it should be examined."
Councilman Bowling stated he wholeheartedly agreed with
Mr. Huszar's letter.
Councilmembers then selected Lowell S. Gleason to serve on .the
Airport Board.
3. Mayor Wilkinson then called for discussion on the appointments
to the Parks and Recreation Board and read into the record a
portion of the minutes of December 14, 1976 of the. Parks and
Recreation Board at which a letter from Donald Peters was read;

therefore, two appointments would had:e to be made. Mayor Wilkinson
stated 15 applications had.been received.
Council then made the following appointments: 1. Charles W.
Basham, and 2. Kenneth W. Nelson to serve, -until July 1,1978.
Council will make these appointments by resolution on February 15,
1977.
There being no further business, Mayor Wilkinson declared the
meeting adjourned at 1:35 p.m.
