Adjourned Meeting - 1:00 P.M.
An adjourned meeting of the Council of the City of
Fort Collins was held on Tuesday, May 23, 1978, at
1:00 p.m. in the Council Chambers in the City of Fort
Collins City Hall. Roll call was answered by the fol-
lowing Councilmembers: Bloom, Bowling, Gray, Russell,
Suinn and Wilkinson.
Absent: Councilman St. Croix.
Staff Members Present: Arnold, Lanspery, Sanfilippo,
Bingman, Smith and Krajicek.
Also: City Attorney Arthur March, Jr.
Bid for Construction of Improvement
District #73 Awarded to Sterling Paving
Following is the City Manager's memorandum on this item:
"on May 9 we received bids for the construction of Improvement District No. 73. The
total base bids are:
Sterling Paving $189,893
Flatiron Paving 197,250
Engineer's Estimate 201,131
The Water and Sewer Utilities DeparbTent requested additional water system improve-
ments in Mason Street, and the low bidder agreed to include these improvements at
the unit prices shown on the bid. Ttv fire hydrants were also suggested for inclusion,
and unit prices for these are $1,550 each.
Our Water and Sewer Utilities Department feels this price is acceptable. Total cost
of the water system improvements is $9,700. This will be paid by the Water and
Sewer Utilities as a system improvement.
The total contract construction cost for Improvement District No. 73, including water
system improvements, will be $199,593."
Councilman Bloom made a motion, seconded by Council-
woman Gray to award the contract for construction of
Improvement District #73 to the low bidder, Sterling

Paving. Yeas: Councilmembers Bloom, Bowling, Gray,
Suinn and Wilkinson. Nays: None. (Councilman Russell
out of the room.)

Agreement for Sandblasting and Painting
of Community Center Pool Discussed
Following is the City Manager's memorandum on this item:
"This is the agreement that we have been negotiating for the sandblasting and
repainting of the Community Center Swimming Pool.
Under this proposed agreement, Plastall, the painting contractor for
Chester Pools, will sandblast and repaint the entire pool. The cost of
this work will be $6,500 and the City will pay $3,500 of this cost, with
Chester to pay the remaining $3,000. At the same time, Plastall will
provide anodic protection for the pool. This will be done at the City's
expense. After the work is completed and accepted, the City will pay over
to Chester the remaining funds owed on the original job. Chester will have
no further responsibility for the pool, but the paint contractor will guaran-
tee the work on the pool for a period of one year.

City Manager Arnold informed Council that he would be
executing the contract for the sandblasting and re-
painting of the pool and that no formal action was re-
quired by Council.
Councilman Bloom asked if dates had been scheduled for
the closing of the pool and whether public notice had
been given.
City Attorney March responded that the closing would be
almost immediate, and that notices had already been
published.

Mayor Suinn made a motion, seconded by Councilman Wil-
kinson to adjourn the meeting to May 30, 1978, at 1:00
p.m. Yeas: Councilmembers Bloom, Bowling, Gray, Rus-
sell. Suinn and Wilkinson.
