An organizational meeting of the Council was called to order. by Mayor Suinn at 10:00 a.m. in the City of Fort Collins Coun- cil Chambers on Tuesday, April 10, 1979. Roll call was answered by the. following Councilmembers: Bloom, Bowling, Gray, St.. Croix, Suinn and Wilkinson. Absent: Councilman Russell.. Staff Members Present: Arnold, Lewis,.Liley and Department Heads. City Clerk, Verna Lewis, presented. the canvass of election, then administered the oath of office to the newly elected Councilmem- bers (Kross, Reeves and Wilmarth). New Councilmembers then took their seats and Mayor Suinn turned the gavel over to Assistant Mayor St. Croix. Assistant Mayor St. Croix called for roll call which was an- swered in the following order: Reeves, Bowling, Gray, St. Croix, Kross, Wilmarth and Wilkinson. Assistant Mayor St. Croix then called for nominations for the office of Mayor. Councilman Wilmarth placed in nomination Charles Bowling; there being no further nominations from the floor, Councilwoman Gray moved that nominations cease. Councilman Wilkinson moved that a unanimous ballot be cast, seconded by Councilwoman Gray. Assistant Mayor St. Croix declared Councilman Bowling the newly .- elected Mayor and turned the gavel over to Mayor. Bowling. Mayor Bowling then called for nominations for the office of As- sistant Mayor. Councilwoman Reeves nominated Councilwoman Gray. There being no further nominations, Councilman Wilkinson moved that a unanimous ballot be passed, seconded by Councilman Kross. Mayor Bowling ' called for all those in favor as follows: Gray, Kross, Reeves, St. Croix, Wilkinson and Wilmarth. Nays: None. -334- . April 10, 1979 ' Mayor Bowling declared Councilwoman Gray the newly elected Assistant Mayor. Mayor Bowling asked City Manager John Arnold whether the seat- ing arrangement should remain as is or be changed. Leaving this up to the Council, it was decided and agreed upon that seating arrangements would remain in traditional alphabetical order, effective 1 p.m. at the adjourned meeting of the Council. Mayor Bowling stated that the dates of the retreat.City Manager John Arnold is planning need to be confirmed. City Manager John Arnold stated that this would be discussed in full at the afternoon adjourned Council meeting. One retreat discussed was the availability of Councilmembers to meet for discussion before or after the Colorado Municipal League Regional Group meeting being held Saturday, April 21, in Estes Park. A decision was made_to tentatively schedule the meeting Friday evening, April 20, and if not convenient for the City Manager's office to reschedule. Mayor Bowling asked that the Council consider the appointments of the Urban Services Committee, the Finance Committee and an alternate to the Larimer County Council of Governments. Under other business, Councilman Wilkinson passed out copies of a proposal for downtown parking and asked for the Council's n commets after reviewing. Mayor Bowling declared the organizational meeting closed and stated the adjourned meeting of the Council would convene at 1:00 D.M. Ma or ATTEST: ' -335-
