An adjourned meeting of the Council of the City of Fort Collins was held on Tuesday, February 13, 1979, at 1:00 p.m. in the Council Chambers in the City of Fort Collins City Hall. Roll call was answered by the following Council - members: Bloom, Bowling, Gray, St. Croix, Suinn and Wilkin- son. Absent: Councilman Russell. Staff Members Present: Arnold; Lanspery, Mabry, Straayer, Waido, Smith, Balok, Deagle, Feld- man, McGraw, Burns, Lee, Liley and Lewis. City Manager's Report (a). City Manager Arnold stated Council had a letter from Mr. Jack Kinslinger of the Highway Department. The Admin- istration will follow through on this item and report back. (b). City Manager Arnold then reported that Council would be getting a safety report from Fixed Base Operator Pat Martin. (c). City Manager Arnold then reported an alternative X, on the Land Use Plan. The memorandum from Planning and Develop- .__me.nt Director, Chuck --Mabry,.- indicates --- that the recommenda- __tion-will_include__a_comprehensive__set._of_.policies that will-1 ress t_he__contro1-of-Growth., _.the_Direction_of._Growth.and_�_ !_.-the_-Comrunities_abili.ty ---- to abs.o.rb-_and-_pro.fit__from_Growth., and the balancing of all of these factors to.maintain the quality of life in Fort Collins. Completion of the Recommendation is set for March 15th. (d). Councilman Bowling inquired if the City Manager intend- ed to give a financial report on the airport. Council- woman Gray also indicated Mr. Herb Carlson had expressed ' major concerns about the airport. --- — -268 February 13, 1979 Councilman Bowlin" stated he would like to have Council. ap- point members of this Council to a special committee and to have the City of Loveland to address the airport problems. Council concurred in this recommendation. Consolidated Communications Grant Following is the City Manager's memorandum on this item: "Dave Feldman and Dennis Bruns of the Police Department have prepared a grant 'application for LEAA funds for upgrading equip- ment and training necessary to meet our consolidated communi- cation goals. This application was submitted to the Larimer-Weld COG for their review. Attached is a letter just received from them with suggested revisions and additions to the grant applica- tion. The deadline for submission is February 15. Copies of the final grant incorporating these changes will be ready Tues- day. Total funds are $49,139. Federal funds are requested in the amount of $44,225 (90%) with a State buy -in of $2,457 (5%), and a City buy -in of $2,457 (5%). There is sufficient money in the Police Communications Equipment Budget to pay this amount. ' This is strictly a one-year grant with no continuing financial obligations and would be an excellent help to us in solving some current communication system problems. Staff recommends approval." I Dave Feldman of the Police Department reported on the equipment needs, and that the County had also submitted a grant for this purpose. i Councilman Wilkinson made a motion, seconded by Councilman Bowling, to approve the Consolidated Communications Grant application. Yeas: Councilmembers Bloom, Bowling, Gray, Rus-.' I sell, St. Croix, Suinn and Wilkinson. Nays: None. THE MOTION CARRIED. Lease Agreement for Garage Facility Approved i Following is the City Manager's memorandum on this item: -269- ' February 13, 1979 ' "The Equipment Division is currently leasing a garage until the new repair facility is completed in July of 1979. The current lease expires February 15 and we are requesting a 6- month extension until August 15. Staff recommends approval." Councilman Bowling made a motion, seconded by Councilman St. Croix, to approve the lease and authorize the City Manager and City Clerk to execute the agreement. Yeas: Councilmem- bers Bloom, Bowling, Gray, Russell, St. Croix, Suinn and Wil- kinson. Nays: None. THE MOTION CARRIED.
