An adjourned meeting of the Council of the City of Fort Collins was held on Thursday, September 14, 1978, at 6:30 p.m. in the Council Chambers in the City of Fort Collins City Hall. Roll call was answered by the following Council - members: Bloom, Bowling, St. Croix, Suinn and Wilkinson. Absent: Councilman Russell. Secretary's Note: Councilwoman Gray arrived at 6:40 p.m. Staff Members Present: Arnold, Sanfilippo, Harmon, Griep, and Lewis. .Also: City Attorney Liley. I 1979 Proposed Budget Reviewed City Manager Arnold called Council's attention to the Bud- get Summary and commented briefly on various aspects of the budget, particularly the inability to provide a property tax roll back, in not totally funding pensions, resulting in a general fund balance that is not as strong as the ad- ministration would like. The Manager enumerated the 'issues Council needed to address in the 1979 budget: (1) Pensions. We have to move to fund the liability. The question is how best to do that. (2) Lemay Extension. We need the roadway, but can we reduce the costs? Perhaps we can look at two-laning some segments and four -lane if money's avail- able according to bids. Bonding might be looked at. -22- September 14, 1978 (3) Property Tax Reduction. We would like to develop a program to phase out City property tax. Is there a reason- able way to do it? (4) Capital Improvements. We have additional high cost needs and the existing capital improvements sales tax ex- pires in 1980. Whether to ask the public to extend the sales tax for these is a ques- tion soon needing decision. (5) Operational and Maintenance Costs of New Programs. Our new, sales -tax -funded physical facilities have substantial O&M costs that are squeezing the budget. We need to provide money for these costs. Councilwoman Gray made a motion, seconded by Councilman Wil- kinson to receive the 1979 proposed budget and schedule the public hearing for October 3, 1978. Yeas: Councilmembers Bloom, Bowling, Gray, St. Croix, Suinn and Wilkinson. Nays: None. THE MOTION CARRIED. ' Park Land Acquisition September 14, 1978 Approved City Manager Arnold reported that Council, at its preceding executive session, had authorized the purchase of Tract "C" in the Overland Trail Farm Subdivision. Councilman Bloom made a motion, seconded by Councilman Bowl- ing to authorize the purchase of Tract "C", Overland Trail Farm Subdivision for $70,000 and authorize the administration to close on the purchase. Yeas: Councilmembers Bloom, Bowl- ing, Gray, St. Croix and Suinn. Nays: None. THE MOTION CARRIED. Secretary's Note: Councilman Wilkinson had been excused at the executive session and was not in at- tendance. Settlement of Claim with Taft Associates Approved City Attorney Liley had presented the request for settlement with Taft Associates on a sewer repay agreement, which pro- vided that the city would assess a charge against other bene- fited properties as they tapped onto the line in order to re- imburse the subdivider for some of the cost of the main. These assessments had not been made, and attorney Liley is now re- questing authorization for the city to settle with Taft Associ- ates for $4,000 and extend the ten-year period of the Agree- ment. (Additional ten-year period to commence on August 19, 1980 and to terminate on August 19, 1990.) Councilman Bowling made a motion, seconded by Councilman Bloom to authorize the settlement with Taft associates for $4,000, authorize the City Manager and City Clerk to execute the agree- ment and extend the ten-year period of the agreement. Yeas: Councilmembers Bloom, Bowling, Gray, St. Croix and Suinn. Nays: None. THE MOTION CARRIED. P -24- 'Blue Ribbon Task Force September 14, 1978 on Air Quality Approved Mayor Suinn had briefed Council on his suggestion for form- ing a Task Force on Air Quality the makeup suggested could include individuals representing various segments of the Com- munity which could come up with solutions. For example, Colo- rado State University Student Representatives, Representatives from the High Schools, Representatives from major industries and Apartment Complexes. Mayor Suinn requested Council's concurrence of a city initi- ated task force. Councilmembers, while in agreement with the concept, stated perhaps this should be a county wide task force or at least a task force of nearby communities, such as LaPorte, Love- land and Wellington as well as Fort Collins. The Administration will bring back a report on this recommen- dation on the implementation of this Blue Ribbon Task Force on Air Quality.
