Present: Cowicil members Bowling, Fead, Gray, Lopez, Preble, Reeves and Russell. Staff members present: Brunton, DiTulli.o, F.i.ngran, Cain, March and Lewis. A special meeting of the Council was to conduct a hearing on a pro- posed zoning; plan for the South College Avenue area, between Horsetooth and Harmony Road. The purpose of the hearing is to present the plan and explain the various aspects of it, and to hear cGii:!ilents iron property own0r5 regard- ing the plan and the future of this area. Bingran, stated the South ' 1 College area is one that the City is hoginning to receive requests for annexation, particularly from Harompy Road an! Horsetooih Road. The City is atnopt:ing to arrive at an over-all comprcknsive dCvelOg�illP.11t Policy, as it is jDportant to City ani County Sevelopment. The area is complicated by file fact that Saii".il Col.lo;a Avenue is both a state and federal higynony, also, the location of the University. The Planning Staff has l.00l:ea at some planning alternatives in this mile as viewed by the Planning and Zoning Board. Director of planning, l.'illian Kale, spoke to the Horset.00th Second kinexation petition and Vilvi.sta rjnexation and the three alternatives below: Alternative A I<l:ich would apply tilt City JIB zone to the area currently zoned in the County T - Tourist Zoning District a -lid the City P.-P zone to the area currently zoned in the County P-A - Farming Zone. Alternative B which would introduce the City R-H, high density resi- dential zone and the City B-P, planned business zone to the area in addition to the City I1-B and R-P zones. Alternative C which would introduce significant amounts of planned ' residential zoning to the area with the City R-L-P, lot} density planned residential, and I:-P, planned residential zones, in audition to the City H-P and B-P zones. 28 24 Terrell Knight of the planning staff presented slides of the mile area; explained the County planninv,, the existing land uses translated into the City Plamling use i.n this area. Planning Director, William Kane, spoke to the analysis that voluntary . annexation would be requested and the atteli.pt to balance the land use. Councilman Lopez Aquired if the proposed zoning followed the lot lines, and how many businesses wouid be non -conforming. Mayor Preblc called on anyone to speak in favor of Plan "A". No one spoke in f.vor. She next called on anyone to sneak in opposi- tion to Plan "X,. 1Jr. John I;clldri,cl:s spoke in favor of Plan AT, adding he did not think - it desirable to live between a major hlgh'',:ay and a railroad and allied ' philosophical v].ews. .. Council.v.oman 1:e0ves spoll:c to roll back zoning. Air. Bob Skitt, representing property owners represented by Air. Bei.lcman, stated the City had nothing to offer the land u-ners in the area. Dr. Karl Carson stated perhaps the Council should consider relocating ' the railroad, the need for cooperation effort between the landowners, the City, County and the State in solving this problem. The frontage road and limited access questions were also discussed by Dr. Carson. in 3 if City Attorney March stated Council could consider relocating, the rail- road, but that it h,iould be dxpensive; also, the railroads might be looked at as a means of mass -transit. Councilman Bowling spoke to the apartment complexes built south on the' Valley }ligixray, and other areas between a railroad and a highu:ay. Mr. Charles Gathers, of Charles Gathcrs and Associates, stated lie would like to speak in general to the area in question. Ile represents about S5 individual owners. hh•. GLtrhers spoke to the percentage of growth to the north, south, cast and west, the nwnber of: traffic and a possible Plan "IT. Mr. Norris }Iersmeyer spoke to properties at the corner of Ilarmony and College, and stated that: no-ither of tlLe three plans proposed i•:ould adversly affect the property values of his clients. Mr. George I]alter stated he owned three properties with frontage on South College, adding the City was to bla:ae for the fonnati.on of the two water districts and the sanitation district, by not serving pro- perties in this area. Mr. Dick Fugoa spoke to the need to find alternate routing of traffic, other than College Avenue, and suggested the extcnsion of 1"lason Street and Remington Street. Counci.l.r:omen Proble, Gray and Reeves stated they were in favor of a plan resembling Plan "C" City Manager Brunton spoke to -clue deed to have developers confer with the City at an early stage of develop!:ient plans especially since this development had only surfaced during the last four or six months. Councilman Russell stated lie wished to reserve reconumondation on any plan until. the developers presented a plan for him to base a judgment. Councilman Lopez stated the Planning Staff should continue to n,'orK with the developers in this area. Councilman Bowling made a motion, seconded by Councilman Fead, that the Council request the County Comiissioners take no formal action on this area until a meeting between the City and County can be arranged. 1 1 30 Ycas: Councilmembers Powling, Fead, Gray, Lopez, Preblo; Reeves and Russell.
