COUNCIL OF THE CITY OF FORT COLLINS, COLORADO
Council - Manager Form of Government
Special Meeting - 7:00 P.M.
A special meeting of the Council of the City of Fort Collins
was held on July 12, 1977 at 7:00 p.m. in the Council Chambers
in the City of Fort Collins City Hall. Roll call was answered
by Councilmembers Bloom, Bowling, St. Croix, Suinn and
Wilkinson.
Absent: Councilwoman Gray. (Secretary's Note: Councilman
Russell arrived at 7:15 p.m.)
Staff Members Present: Lanspery, Phillips, Krempel, Bott,
Jones, Taylor, Johnson, Wallace,
Hilgenberg and Lewis.
Also: City Attorney Arthur March, Jr.
Mayor Bloom stated the purpose of the meeting is to review
the Water Board's recommendation of July 8, 1977 relating
to the possible imposition of water restrictions.
Interim City Manager Lanspery stated there was in addition
to the agenda material a memorandum from Parks and Recreation
Director H.R. Phillips on the impact that water restrictions
would have on the Parks and Recreation Department. He then
requested Water and Sewer Utilities Director Roger Krempel
give an update on where the City is in terms of water supply.
Roger Krempel and Tom Hays presented an oral report and then
spoke to the Water Board's recommendation to allow watering
everyday but limit the hours from 4:00 p.m. to 10:00 p.m.
and from 4:00 a.m. to 10:00 a.m. and the staff recommendation
for once a week watering by areas.
Mr. Sid Campell, Larimer County Extension Agent for Larimer
County, spoke to the recommended watering for lawns, trees
and shrubs.
Parks and Recreation Director H. R. Phillips inquired if Parks
and Recreation would come under water restrictions as these
restrictions would require many changes in employees' work
schedules. City Attorney March responded that Council should
provide for a permit system for hardship cases.

The following persons spoke to hardship cases in having
apartment complexes and open space areas to water:
1. David Luplow, Promar Property Services, Inc.
2. Wayne Bolts
3. Kevin Layman, Bath Landscaping Inc.
City Attorney March stated again that Council could not
address individual cases but rather that the water utility
should set up a permit system.
Mr. Tom Teaton inquired into violations and what penalty
would be imposed. City Attorney March stated he felt the
administration could provide enforcement and violations
would go to Municipal Court.
Councilman Bowling made a motion, seconded by Councilman
Suinn that City Council restrict yard watering to the
following: Property to the north of LaPorte on Monday;
property between LaPorte Avenue and Prospect Street on
Tuesday; property between Prospect Street and Drake Road
on Wednesday; property south of Drake on Thursday; no
watering on Friday; property north of Prospect on Saturday;
property south of Prospect on Sunday; all watering to be
prohibited between the hours of 10:00 a.m. to 6:00 p.m.
and from 12:00 p.m. and 4:00 a.m. and that special permits
be allowed for hardship cases. Yeas: Councilmembers
Bloom, Bowling, Russell, St. Croix, Suinn and Wilkinson.
Nays: None.
There being nothing further to come before the Council, the
Mayor declared the meeting adjourned at 8:30 p.m.
