HomeMy WebLinkAboutMINUTES-08/02/1977-Work SessionWORK SESSION ' Summary Minutes 5:15 p.m. - August 2, 1977 Present: Councilmembers Bloom, Bowling, Suinn and Wilkinson Absent: Councilmembers Gray, Russell and St. Croix Staff Members Present: Waido, Deibel, Rodenbeck, Kaplan, Jones, Liley, Lanspery, Wood and Dowell. Also: City Attorney Art March, Jr. Discussion of Larimer County Land Use Plan Mayor Bloom stated the purpose of the early session was to discuss the Larimer County Land Use Plan and the letter to Council from the Planning and Zoning Board. Larry Timm and Dennis Swain of the County Planning Staff were present to I answer any questions from the Council. Mr. Timm stated that the changes which have been made since the Council last reviewed the plan have been editorial changes and the substance of the plan has not been changed. Les Kaplan, Director of Planning, commented that the two critical areas of Fort Collins will be changed due to annexations which are now in process, one a high -density residential area and the other a commercial development. Mr. Kaplan also stated that as he understood the procedure there were five elements to the Comprehensive Plan and that none of the elements would be used as a planning device until all were adopted. The five elements are: a Policy Plan, Land Use Plan, Housing Plan, Goals and Objectives, and an Open Space Plan. Councilman Bowling stated he felt that alternative D was the best solution for a County Land Use Plan. He does not feel that the Land Use Plan should be adopted before the urban service plan is complete and also feels that the 208 plan, the urban service plan and the land use plan need to be co- ordinated. Finally, he feels that this plan should be held until the other two plans are ready. Councilman Suinn stated that he agreed with the previous statements regarding the withholding of approval until there is further input; two possible areas of consideration would be to ask that the Land Use Plan not permit any de- velopment sponsored by the County three miles north of Loveland, and 3 miles south of Fort Collins, holding that space closed momentarily from proposed ' development and secondly that no high density development be allowed to occur within a 5 mile radius of Fort Collins. 475 WORK SESSION - August 2, 1977 ' Councilman Wilkinson stated that he felt that Plan D was the better plan. He supports the points brought out that the 1041 and 208 plans have a direct bearing on the implementation of the Land Use Plan. J Mayor Bloom stated that after reviewing the letter from the Planning and Zoning Board, he felt that the same letter with an additional paragraph stating the concerns of staff and the co-ordinating of the 208 and 1041 studies with the Land Use Plan. The Mayor set up a meeting for Wednesday, August 3, 1977, at 8:00 a.m, with Les Kaplan, Paul Lanspery and himself to draft a letter to the Commissioners. . 476
