OF THE
COUNCIL OF THE CITY OF FORT COLLINS
July 26, 1988
8:00 P.M.
An adjourned meeting of the Council of the City of Fort Collins was held on
Tuesday, July 26, 1988 at 8:00 p.m. in the Council Information Center in
the City of Fort Collins City Hall. Roll call was answered by the
following Councilmembers: Estrada, Horak, Kirkpatrick, Mabry, Maxey,
Stoner, and Winokur.
Staff Members Present: Burkett, Krajicek, Roy
Executive Session Authorized
Councilmember Mabry made a motion, seconded by Councilmember Estrada, to
adjourn into Executive Session to discuss personnel matters relating to the
mid -year performance appraisal of the City Manager.
Councilmember Horak stated he believed the timing was not good for this
' review and stated- he would have preferred a mid -year report to base the
review on. He stated he did not believe this session would be productive.
Councilmember Estrada agreed with Councilmember Horak's comments and added
he would have preferred that City Manager Burkett address Council's earlier
concerns and prepare a report for Council's response.
Mayor Stoner stated he intended this review to be an informal session to
provide feedback to City Manager Burkett and hear verbal responses from the
City Manager.
Councilmember Mabry stated he believed the mid -year review was appropriate
since Council agreed to mid -year evaluation at the time of the annual
review. -
Assistant Mayor Winokur expressed the need for subjective criteria for the
performance appraisal.
The vote on Councilmember Mabry's motion to adjourn into Executive Session
was as follows: Yeas: Councilmembers Kirkpatrick, Mabry, Maxey, and
Stoner. Nays: Councilmembers Estrada, Horak, and Winokur.
THE MOTION CARRIED.

Adjournment '
At the conclusion of the Executive Session, Councilmember Mabry made a
motion, seconded by Councilmember Estrada, to adjourn the meeting. Yeas:
Councilmembers Estrada, Horak, Kirkpatrick, Mabry, Maxey, Stoner, and
Winokur. Nays:_ None.
The meeting adjourned at 9:40 p.m.
