COUNCIL OF THE CITY OF FORT COLLINS, COLORADO
Council - Manager Form of Government
Adjourned Meeting - 7:00 P.M.
A joint meeting of the City of Fort Collins, City of Loveland,
- and Larimer County Commissioners was held in the Rocky Mountain
High School Auditorium, for the purpose of considering the
Loveland -Fort Collins Corridor Plan.
There were present: Councilmembers Bowling, Gray, Kross, Reeves
and St. Croix.
Absent: Councilmembers Wilkinson and Wilmarth.
Staff Members Present: Mabry, C. Smith, Deagle, Woods,
Chianese, and Lewis
Also Present: County Commissioners Thayer, Hotchkiss and
Weitzel;
Loveland City Councilmembers Kester, Bilderback
and Noack.
Chief Planner Curt Smith made a presentation of the Growth
Management Plan following opening comments by Larimer County
Commissioner Nona Thayer, Fort Collins Mayor Charles Bowling
and Loveland Mayor Harold Kester.
The following citizens made comments relating to. the Plan:
1. Loren Bruns, property owner.
2. Dr. Karl Carson, Chairman of the Citizens Advisory
Committee.
3. Judy Sorbie, representing the League of Women Voters.
4. Ira Miller, representing the East Larimer County Water
District and the Boxelder Sanitation District.
5. Harold Fisher, Developer.
6. Phyllis Wells, Chairman of the City of Fort Collins
Planning and Zoning Board.
7. Dr. Wayne Allard, representing the Public Affairs
Committee of the Loveland Chamber of Commerce.
8. Robert L. Moeller
9. Gary Cassell, President of the Fort Collins Chamber
of Commerce.
10. Buddy McBroom
11. Bob Everitt
12. Harry Deines
13. Bob Shields

Their concerns ranged from total support to total lack of
support, need for specific criteria for implementation,
definition of who will be the 203 Management Agency, and
requests to adopt the plan immediately to requests to table
the adoption for from 30 - 90 days.
Mayor Bowling requested the Joint Body hear the recommendation
from the City of Fort Collins Administration.
Planning and Development Director Charles Mabry made the follow-
ing recommendation:
The City Administration endorses the concepts of the plan;
and recognizes that it is a concept and needs more detail
prior to implementation; the administration however can-
not justify spending more taxpayer monies to develop
details, until the Joint Body accepts or rejects the con-
cepts. The Fort Collins City Administration further recog-
nizes that the concepts include numerous compromises.
Approval of the concepts is looked upon as Step One in
establishing a positive, practical and realistic working
arrangement between the Cities and the County. It is
hoped that consideration of these concepts pays careful
attention to the interrelationships of the various con-
cepts and that if changes to the concepts are considered,
that you (this Joint Body) understand the impact those
changes might have on some or all of the other concepts.
T'he Administration recommends the endorsement of the con-
cepts as proposed.
Mayor Bowling then requested discussion from the Fort Collins
City Council. At the conclusion of this discussion, it was the
consensus of the Council to place this item on the September 4,
1979 City Council Agenda for adoption.
Commissioner Thayer then requested input from the Loveland City
Council who also agreed to place this item on their agenda for
September 4, 1979.
Following this discussion, further discussion was had by the
County Commissioners.
Commissioner Hotchkiss made a motion, seconded by Commissioner
Weitzel that we (County Commissioners) accept the Loveland -
Fort Collins Corridor Area Growth Management Plan, the intent
and concept, knowing full well there are many details to be
resolved by these governmental entities and their staffs, and
knowing full well that this is only a recommendation to the
Larimer County Planning Commission who must take final action
on this recommendation.

This/'motion was later rephrased as follows:
That we (County Commissioners) accept the Loveland -Fort Collins
Corridor Area Growth Management Plan, the intent and concept,
knowing full well that there are many details to be resolved
by the three governmental entities and their staffs. And that
this recommendation be forwarded to the Larimer County Planning
Commission requesting their consideration.
Chairwoman Thayer put the motion which was unanimously adopted
by the Larimer County Commissioners.
