A Special Meeting of the Council of the City of Fort Collins was held on Tuesday,
May 31, 1994, at 4:30 p.m. in the Council Information Center in the City of Fort
Collins City Hall for the purpose of adjourning into Executive Session to conduct
mid -year performance reviews. Roll call was answered by the following
Councilmembers: Apt, Azari, Horak, Janett, Kneeland, McCluskey, and Smith.
Staff Members Present: Burkett, Krajicek and Roy.
MID -YEAR PERFORMANCE REVIEWS
OF THE MUNICIPAL JUDGE, CITY ATTORNEY,
AND CITY MANAGER, Adopted
The following is staff's memorandum on this item.
"EXECUTIVE SUMMARY
This special meeting has been called to consider adjourning into Executive
Session to conduct the mid -year performance reviews of'the Municipal'Judge,' City
Attorney, and City Manager."
Councilmember McCluskey made a motion, seconded by Councilmember Smith, to
adjourn into an Executive Session for the purpose of mid -year performance reviews
of the Municipal Judge, City Attorney and City Manager.
Councilmember Horak asked why this meeting was not being cable cast.
Mayor Azari stated there was a misunderstanding through ICS and the meeting could
not be broadcast.
Councilmember Horak stated he would not support the motion because the
performance reviews should be open to the public. He stated most of the
information discussed regarding the evaluations is informational and usually does
not involve personnel actions.
Councilmember Kneeland stated the primary purpose of these meeting is to evaluate
the individuals who hold these position.
Mayor Azari stated the evaluations should take place in an Executive Session and
information regarding the performance of the various departments needs to be
addressed at a worksession.

The vote on Councilmember McCluskey's motion to adjourn into Executive Session
was as follows: Yeas: Councilmembers Azari, Kneeland, McCluskey, and Smith.
Nays: Councilmembers Apt and Horak.
NOTE: Councilmember Janett was not present for the vote.
THE MOTION CARRIED.
The special meeting adjourned into Executive Session at 4:45 p.m. At the
conclusion of the Executive Session, the special meeting was adjourned.
Adjournment
The meeting adjourned at 7:25 p.m.
