A Special Meeting of the Council of the City of Fort Collins was held on
Tuesday, November 23, 1993, at 5:30 p.m. in the Council Information Center
in the City of Fort Collins City Hall for the purpose of reconsidering
previous Council action relating to the appropriation of funds for fiscal
year 1994. Roll call was answered by the following Councilmembers: Apt,
Azari, Horak, Janett, Kneeland and McCluskey.
Councilmembers Absent: Councilmember Winokur.
Staff Members Present: Burkett, Krajicek and Roy.
EMERGENCY ORDINANCE NO. 152, 1993
OF THE COUNCIL OF THE CITY OF FORT COLLINS_
AMENDING ORDINANCE NO. 139, 1993,-.,
BEING THE ANNUAL APPROPRIATION ORDINANCE FOR
THE FISCAL YEAR 1994, adopted as amended
At its November 16 meeting, Council added language to the Annual
Appropriation Ordinance (Ordinance No. 139, 1993) to "freeze" appropriations
for the four Service Director Area positions. At its November 20 meeting
with the Executive Leadership Team, Council informally agreed to reconsider
this action. It was decided that the best method for "unfreezing" the
balance of the 1994 appropriations for the four Service Area Director
positions would be to amend the Annual Appropriation Ordinance. Two options
were presented to "unfreeze" the appropriations. Option A was a "regular"
amending ordinance that would amend the Annual Appropriation Ordinance in the
usual fashion and would require two readings. Option B was an Emergency
Ordinance which would be approved on final passage on first reading. Staff
recommended Option B.
Councilmember McCluskey made a motion, seconded by Councilmember Kneeland,
to adopt Emergency Ordinance No. 152, 1993 (Option B).
Councilmember Janett made a motion, seconded by Councilmember Apt to amend
Emergency Ordinance No. 152, 1993, by adding a 7th Whereas clause as follows:
"WHEREAS, the City Manager has agreed to provide such report
evaluating the current administrative structure and describing
alternate administrative structures on or before March 1, 1994;

The vote on Councilmember Janett's motion to amend Emergency Ordinance 152,
1993 was as follows: Yeas: Apt, Azari, Horak, Janett, McCluskey. Nays:
Kneeland.
THE MOTION CARRIED.
The vote on Councilmember McCluskey's motion to adopt Emergency Ordinance No.
152, 1993, as amended was as follows: Yeas: Councilmembers Apt, Azari,
Horak, Janett, Kneeland and McCluskey. Nays: None.
