6:15 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on
Tuesday, October 26, 1993, at 6:15 p.m. in the Council Chambers in the City of
Fort Collins City Hall. Roll call was answered by the following Councilmembers:
Azari, Horak, Janett, Kneeland, McCluskey and Winokur. Nays: None.
Councilmembers Absent: Apt
Staff Members Present: Krajicek
Councilmember Kneeland made a motion, seconded by Councilmember McCluskey, to
adjourn into Executive Session for the purpose of conducting the annual
performance review of the City Manager.
Councilmember Horak questioned why the meeting was not being held publicly.
Mayor Azari spoke of the reasons for holding the evaluation privately. She
' clarified the public would be informed of the evaluation results.
Councilmember Horak stated he did not believe that the City Manager's self
evaluation contained anything confidential and stated it would .be helpful for the
public to be informed.
Councilmember Horak opposed the motion.
Mayor Azari stated it was important for employees to be able to speak with their
employer in confidence.
Councilmember Winokur asked the City.Attorney for advise regarding discussing
confidential materials in a public meeting.
City Attorney Steve Roy clarified state law prohibits public inspection of
personnel files and spoke of Code provisions regarding disclosure of information.
Councilmember Horak stated he believed citizens should be allowed to participate
in the City Manager's evaluation.
The vote on Councilmember Kneeland's motion was as follows: Yeas:
Councilmembers Azari, Janett, Kneeland and McCluskey. Nays: Councilmembers
Horak and Winokur.
