For questions that were not able to be answered during the meeting, the answers to the majority of those will be included in this memo. Some questions may require additional time to adequately research and respond. /sek Attachment Page 2 of 13 September 28th Council Member Requests re: Budget Outcome: Transportation 1) Request from David Roy and Kelly Ohlson Please provide a complete list of roads that we are going to leave in a failed state. Response from Darren Moritz and Larry Schneider There are two attachments to the memo addressing your request. The first is a list showing the City roads in failing condition listed by classification and by road segment so as to show pavement condition score (below 50 is bad). The second is a corresponding map showing failing road links. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 2) Question from Kelly Ohlson What policy changes have been made to support that we are only replacing curbs on an as needed basis? Response from Darren Moritz and Larry Schneider The Pavement Management Program was transferred to Streets this year, and we have generally replaced curbs based on the following criteria: • trip hazards • drainage issues • severe spalling (top layer of concrete deteriorating) and fractures • concrete settlements • pooling of water • safety concerns • installation of ADA compliant access ramps Currently, the Pavement Management Program does not have a formal policy regarding concrete repairs. We are in the process of developing a concrete procedure manual that will outline the specifics regarding the marking, measuring, quantifying and repairing of concrete issues throughout the City. Once the procedure specifics are outlined, inspectors will receive training yearly to ensure consistency and accuracy on all concrete projects. In addition, this policy will be reviewed yearly by PMP Staff and updated accordingly. We are committed to continual improvement through research and implementation of cost-effective treatments, best practices and new technologies. Staff is also developing procedures for communications prior to and during concrete projects. Communication methods will include media blasts, web updates, videos, and pictures that address common concerns & questions regarding pavement management projects. This will help educate citizens and explain what the policies and procedures are for concrete projects as well as the Pavement Management Program as a whole. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Page 3 of 13 Outcome: Culture, Parks and Recreation 3) Request from Kelly Ohlson Please provide a summary of what Lincoln Center employees are doing during the renovation. Response from Jill Stilwell The Lincoln Center normally carries approximately 70-80 part-time hourly employees to help run events, including technical crew, box office staff, gallery crew, and conference room set up teams. During the renovation, Lincoln Center has reduced its roster to approximately 6-10 hourly employees. These employees help provide Box Office and technical services that the Lincoln Center will continue to provide for arts groups performing at alternate venues. Lincoln Center retained its 10.62 classified FTEs. These individuals are overseeing the renovation, providing box office services, running tech crews, completing project work, and promoting, booking, and scheduling the building for reopening. Several staff also provide support to the Cultural Resources Board and Art in Public Places Board, and are involved in other City activities like the Employee Committee and Plan Fort Collins. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 4) Question from David Roy What would be the cost and amount of time to turn Mulberry Pool back on-line A) if it was closed containing water and minimal maintenance and B) completely drained? Response from Ken Mannon A - With water left in the pool and power on in the building and space temperature at a minimum, it would cost between $20,000 and $40,000 to bring the pool back to operational mode. This would take 20 to 30 days to complete. B - With water drained out of the pool and all power off in the building it would cost between $80,000 and $120,000 to bring the pool back to operational mode. This would take between 35 to 50 days to complete. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 5) Question from Kelly Ohlson What is the City subsidy to the Lincoln Center compared to similar facilities in benchmark cities? Response from Jill Stilwell When compared to our neighbors, including Aurora, Greeley, Lakewood, Arvada, and Loveland, the Lincoln Center is performing at a much higher level of cost recovery. These Front Range municipal performing arts centers fall into the national average range of 40% - 60% subsidy from their respective city. The Lincoln Center receives approximately 25% of its funding from the City’s General Fund with 75% cost recovery. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Page 4 of 13 6) Question from Ben Manvel What is the amount of the utility and operation services related costs avoided in the closure of the Lincoln Center during the renovation? Response from Tracy Ochsner and Ken Mannon In 2011, there are no savings over budgeted amounts related to the closure of the Lincoln Center. During the final stages of construction, it is important to keep the building at proper temperatures in order to apply finishes (e.g. drywall, paint, flooring, etc). Also, no additional money was budgeted for utilities to cover the renovation extra square footage, so we anticipated using any savings to cover that increased cost. The Lincoln Center project is expected to be completed in the spring of 2011. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Outcome: Safe Community 7) Question from Kelly Ohlson What are the PFA development fee (capital expansion) collections, how have they been used historically and are we collecting enough to cover the cost of building Station 15? Response from Dee Toplyn & Mike Freeman The Capital Expansion Fee collections for PFA are shown in the following table. In addition to the fee, interest earnings are added each year. Historically the fees have been used for Station 14 ($1.9 M) and the Headquarters Building Expansion ($1.4 M). Currently, the fees are used to make debt payments for Station 4. Debt in the amount of $3,160,000 was issued for Station 4 and the last payment on the debt is in 2027. We are not collecting enough revenue to cover the cost of building Station 15 and make the debt payments on Station 4. Response from John Mulligan Firefighters are very dedicated to their jobs and throughout the history of PFA have pursued opportunities to improve their knowledge, skills and abilities outside of our department. Firefighters have used their own time and money (or both) to attend conferences, the National Fire Academy, training classes and training with subject matter experts. We have managed the budget to maintain in-house training hours delivered to our firefighters, but we have eliminated our budget for elective training except in instances where we send an individual out to be trained in a particular area and then bring that training back to the entire department. Over the past several years PFA firefighters have used approximately 1,000 off-duty hours, vacation hours, and time trade hours to attend non-PFA required classes and training sessions. These classes include swift water training, ropes courses, urban search and rescue training, and auto extrication classes. In addition, the firefighters have paid approximately $21,000 out-of-pocket in tuition for the above mentioned classes. Approximately $11,000 of equipment has also been purchased out-of-pocket. This includes items such as flashlights, swift water rescue gear, rope rescue bags, wildland boots and gear, rope, and clown gear for Public Education. Swift water rescue gear consists of personal protective equipment such as helmets, vests, wetsuits, and personal floatation devices. Fifty- nine PFA employees have received swift water rescue certification. The PFA provides all necessary required training to PFA firefighters on an ongoing basis to meet the service level established by the PFA. Our Training Division has a two year rotational training calendar that is used to maintain the knowledge, skills and abilities required by firefighters. Year-to-date 2010 the 36 fire companies have participated in 22,704 on-duty hours of training, or an average of 150 hours per firefighter. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ 9) Question from Aislinn Kottwitz How much time and money did the City spend on contract negotiations with the Fraternal Order of Police in 2009? Response from Wendy Williams Legal and staff costs: $74,044. This includes paying a Chief Negotiator and half the cost of a mediator. Regarding Animal related calls, whether Barking Dogs or any thing related to animals, in calendar year 2009, police officers responded to 253 calls. In 2010 year-to-date, we’ve responded to 195 Animal calls. Response from Brian Janonis The grant and bond issue for the AMI/Smart Grid project reduced the 2010 electric rate increase from 9.5% to 7.42%. The 7.42% was implemented in January 2010. Without the grant and bond funding, the AMI project would have also required a projected 2.08% rate increase. The proposed 2011 rate increase of 6.5% does not include any funding for the AMI project. The contributing factors for the 2011 rate increase are as follows: Purchase Power Pass Through 4.7% 2 nd Year of Energy Policy Implementation 1.8% Total Electric Rate Increase 6.5% ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Page 8 of 13 14) Question from Kelly Ohlson What has been done to change the life cycle costs of fleet (focus on what has been done over the last 6 years)? Response from Ken Mannon Lifecycle costing for vehicles and equipment is defined as the purchase price plus operations and maintenance minus salvage price, and then divided by the number of miles driven or hours used. The economic life cycle costs of vehicles and equipment for the City of Fort Collins is lower than it has been in the past. In the past 6 years, we have done the following to lower our overall lifecycle costs: Increased the replacement mileage Purchased more fuel efficient vehicles Evaluate downsizing the vehicle when it was due for replacement Extended service intervals Each vehicle or piece of equipment is evaluated for replacement annually. The replacement criteria used are age, utilization, maintenance cost, downtime, physical condition, and obsolescence. The criteria we use is similar, if not more stringent, than other similar government fleets. It’s worth noting that most of our vehicles and equipment are used in a severe duty application, except for a few staff cars. These vehicles should not be compared to normal passenger cars or pickups. The following represents the replacement criteria that we are using for 2011-2012. Light Duty vehicles – 95,000 – 100,000 miles Mowers – 4,000 hours Utility Trucksters – 5,000 hours Small dump trucks – 120,000 miles Tandem Trucks – 150,000 miles Backhoes / Loaders – 8,000 hours Trailers - 10 years + condition Transit Buses – 500,000 miles Other equipment – case by case basis Fleet utilization also has significant impact on cost effectiveness and efficiency in our fleet. We have recently undergone an extensive effort to “right-size” our fleet. This means we either sell off vehicles and equipment that are under-used. We may also move them to another department to replace a higher mileage vehicle. In the past two months, we have sold about 85 pieces of equipment or vehicles at several auctions. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Page 9 of 13 Outcome: Neighborhood Livability 15) Request from Lisa Poppaw Please provide a list of where human services dollars are spent Response from Joe Frank Appendix A contains a list of projects (highlighted in gray) that the City has expended Human Services Program (HSP) funds on from 2008-2010. The HSP funds are allocated during the annual Spring Competitive process. Council has the final approval of all expenditures of HSP funds. The attached information also includes expenditures of CDBG, HOME and Affordable Housing Funds for the same time period. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Outcome: Economic Health 16) Question from the public – SAR 3231 What is the budgeted amount for downtown flowers for 2011-12? (please separate out into above and below the line offers) Response from Marty Heffernan In 2011-2012 the budgeted amount for flowers in Old Town Square is $50,000. This budget is split evenly between the City, the Downtown Development Authority (DDA) and Progressive Old Town Square, Inc. Consequently, the City’s share is $16,666. Funding for these flowers is currently above the line. The budget for the remaining flower beds, pots and hanging baskets through out the rest of the downtown area, Oak Street Plaza and City buildings is $100,000. Funding for these flowers is currently below the line. These budgets include funding for the flowers, staffing and supplies to plant, water and maintain flowers through out the growing season, and fall clean up of beds, pots and hanging baskets. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Outcome: Environmental Health 17) Question from David Roy How much money is PRPA contributing for energy efficiency programs? Response from Brian Janonis Platte River Power Authority’s budget for energy efficiency programs is $1.9 million in 2010 and is expected to be $1.9 million in 2011. Since 2002, Platte River has invested $9.4 million on DSM/energy efficiency programs of which 60% has been spent on Fort Collins customers. Beginning in 2010 Platte River will limit the allocation to Fort Collins customers to 47%, the City’s equity share in Platte River. Platte River’s incentive funding is paid directly to the customer and does not pass through the Utilities’ budget. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Page 10 of 13 18) Question from David Roy What is the schedule for closing out all remaining RECs? Response from Lawrence Pollack and Mike Freeman For several years the City has put a significant focus on reducing discretionary expenses like food and meals. In 2010, after the original budget was adopted, the City put into effect a meal policy eliminating food for employee-only meetings. The impact of this policy is reflected in the 34.7% reduction in Meals – Business, Non Travel in the table below. There is also a reduction, albeit not as significant in Food & Related Supplies which includes coffee, tea and all supplies like napkins, plates, etc. for all City building offices and work areas.
