Adjourned Meeting - 6:30 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on Friday, June 9, 1995,
at 6:30 p.m. in the Council Chambers of the City of Fort Collins City Hall. Roll Call was answered
by the following Councilmembers: Apt, Azari, Janett, Kneeland, McCluskey, Smith and Wanner.
Councilmember Absent: None. (Secretary's Note: Councilmember Apt arrived at 6:50 p.m. and
joined the Councilmembers in the Executive Session).
Staff Members Present: Ann Tumquist.
Also: City Manager candidate, John Fischbach
Executive Session Authorized.
' The June 6 regular meeting was adjourned to this date and time to allow the Council to consider
adjourning into Executive Session to consider personnel matters relating to the City Manager search
process.
Councilmember McCluskey made a motion, seconded by Councilmember Wanner, to adjourn into
Executive Session to consider personnel matters relating to the City Manager search process. The
vote was as follows: Yeas: Azari, Janett, Kneeland, McCluskey and Wanner. Nays:
Councilmember Smith.
THE MOTION CARRIED.
Meeting Reconvened.
At the conclusion of the Executive Session, the meeting reconvened at 7:55 p.m.
Councilmember Smith expressed concern about keeping the process open and about providing
information to the community. He stated there should be a goals and expectations setting session
with John Fischbach after he begins employment. There should also be a public process designed
to allow the new City Manager to interact with the community.
Mayor Azari suggested scheduling a town meeting for the new City Manager to hear citizen input.

Mayor Azari stated all Councilmembers assume there will be successful negotiations with John I
Fischbach. She asked how Councilmembers would like to proceed with the negotiations.
Councilmember Janett made a motion, seconded by Councilmember McCluskey, to have the Mayor,
City Attorney and Human Resources Director enter into negotiations with John Fischbach and keep
Council informed of the progress and involved in the decision making.
Councilmember Apt stated he would like to see the negotiations based on total compensation. He
asked that the information about comparable total compensation be released to the public.
Councilmember Janett stated staff salaries are set using public and private data and on a total
compensation basis. She stated the process for setting John Fischbach's total compensation package
will be similar.
The vote on Councilmember Janett's motion was as follows: Yeas: Councilmembers Apt, Azari,
Janett, Kneeland, McCluskey, Smith and Wanner. Nays: None.
John Fischbach stated he looked forward to the negotiations and to a successful relationship.
Councilmember Kneeland stated Councilmembers take this decision very seriously because they are .
concerned about taking care of a very good city.
Mayor Azari asked that a press release be prepared with information about the negotiations. She
stated Council assumes the appointment will be considered on June 20.
Adjournment
Councilmember Wanner made a motion, seconded by Councilmember McCluskey to adjourn the
meeting. The vote was as follows: Yeas: Councilmembers Apt, Azari, Janett, Kneeland,
McCluskey, Smith and Wanner. Nays: None.
THE MOTION CARRIED.
The meeting adjourned at 8:05 p.m.
