COUNCIL OF THE CITY OF FORT COLLINS, COLORADO
Council -Manager Form of Government
Special Meeting,- 6:00 p.m.
A special meeting of the Council of the City of Fort Collins was held on Tuesday, April 14, 2009,
at 6:00 p.m. in the Council Chambers of the City of Fort Collins City Hall. Roll Call was answered
by the following Councilmember: Hutchinson, Kottwitz, Manvel, Ohlson, Poppaw, Roy and Troxell.
Staff Members Present: Atteberry, Krajicek, Roy.
City Clerk Krajicek administered the oaths of office separately to newly -elected Councilmembers
Ben Manvel, Aislinn Kottwitz and Kelly Ohlson and to newly -elected Mayor Doug Hutchinson.
Mayor Hutchinson stated the Council would elect a Mayor Pro Tem to act as Mayor in the absence
or disability of the Mayor. Councilmember Manvel made a motion, seconded by Councilmember
Roy, to nominate Councilmember Ohlson as Mayor Pro Tem.
Councilmember Manvel noted Councilmember Ohlson has a long history of involvement in City
issues and his experience is invaluable for City leadership.
Councilmember Roy stated Councilmember Ohlson has served the City both as Councilmember and
Mayor for a number of years. He is devoted to making Fort Collins a better place to live.
Mayor Hutchinson stated it is traditional to choose the Mayor Pro Tem to represent the diversity of
the Council.
The vote on the motion was as follows: Yeas: Hutchinson, Kottwitz, Manvel, Poppaw, Roy and
Troxell. Nays: None.
THE MOTION CARRIED.
Other Business
Councilmember Troxell asked for a delay in Council consideration of trash services regulatory
changes that are currently scheduled for the May 5 regular meeting until the process of gaining input
from the local trash haulers is completed. City Manager Atteberry stated staff plans to bring a
resolution for Council consideration at the May 5 meeting that will authorize a study for a pilot trash
district. The trash haulers will have concerns with any study or proposed changes and it is time to
move forward with this issue and he did not want to remove the item from the May 5 agenda. Mayor
Hutchinson stated the Leadership Team will make the decision about this item on Monday, April 20.
