HomeMy WebLinkAboutMINUTES-04/05/2022-Regular11.Resolution 2022-042 Expressing the Council’s Support for Ukraine.(Adopted) The purpose of this item is to express support for Ukraine in the face of the destruction and loss of life they are experiencing.This item was requested through the Mayor and Mayor Pro Tem at Leadership Planning Team. •CONSENT CALENDAR FOLLOW-UP Councilmember Ohison requested written follow-up regarding the design fees related to Item No. 8,First Reading of Ordinance No.037,2022,Appropriating Prior Year Reserves and Authorizing Transfers of Appropriations for the Midtown Infrastructure Projects Thirty Percent Design Project and Related Art in Public Places.He also requested information as to whether the environmental health component could be increased and how tree policies could be included in the environmental health component. •COUNCILMEMBER REPORTS Councilmember Pignataro reported on the local news and civic ecosystems panel presented by CSU and on her participation in the Generous 2 deliberation.She announced the Colorado Unify Challenge on April 30. Councilmember Gutowsky reported on visiting Family Housing Network facilities and on the Larimer County partnership with AmeriCorps to replace light bulbs and toilets in homes.She also reported on attending the Fort Collins Symphony’s Lost in Space performance and encouraged others to support the Symphony. Councilmember Peel reported on attending the Light of Hope luncheon for CASA of Larimer County and on meeting with Poudre Fire Authority Chief Bergsten and Matt Parker to assess the fire danger in her district given the number of open spaces.She encouraged residents to frequent Linden Street businesses given the street closure and reported on attending the Accessible Smart Cities event and the mask exhibit at the Fort Collins Museum of Art.She announced an April 30 listening session. Mayor Arndt reported on attending the National League of Cities conference in Washington,D.C. where the City was invited to present on the EPIC homes program and on the LGBTQ work done with City staff. •CONSIDERATION OF ITEMS REMOVED FROM CONSENT CALENDAR FOR INDIVIDUAL DISCUSSION 12.Second Reading of Ordinance No.034.2022,Appropriating Prior Year Reserves from the Light and Power Fund for Use in the Connexion Account to Complete the Connexion System Construction and Customer Ramp Up and Providing for Future Cost Recovery.(Adopted as Amended on Second Reading) This Ordinance,unanimously adopted on First Reading on March 1,2022,appropriates prior year reserves from the Light &Power Fund for use in completing the Connexion system construction and customer ramp up.Updated construction cost and timing estimates were completed in late 2021 which indicated a funding need of approximately $20 million to build out the network by mid-2022.Staff has evaluated the financing options available to meet this funding need and proposes to use $20 million from available Light &Power reserves to allow for completion of the network buildout.These funds will be reimbursed to the Light &Power Fund (including interest)from the cash flows generated by the Connexion operations.Staff met with the Council Finance Committee on February 4,2022 and received support for this proposaL The Ordinance has been amended between first and second reading to reflect that this appropriation will not lapse at the end of this fiscal year since it is an appropriation for a capital project.Article V, Section 11 of the City Charter provides that Council may designate in an ordinance making an City of Fort Collins Page 173
