RE: Work Session Summary – December 14, 2021: Connexion Update
All Councilmembers were present for the work session. Staff provided background and updates
related to the Connexion buildout and business plan.
Questions included:
x Items missed in the original business plan especially related to boring.
o It was clarified that this boring line item is not tied to the network buildout by AEG
but is directly related to commercial and multifamily dwelling installations.
x Take rate and “full absorption” clarity.
o While Connexion anticipates potential higher take rates than listed in new
projections it also realizes that there is a cost to additional installations that
needs to be factored in.
o Full absorption date is taking into account that multifamily dwellings and
commercial in general require approval of property owners and securing right of
entry agreements can take additional time.
x Concern on additional funding needed.
o Staff expressed confidence that the project would not need more than what is
requested based on having the bulk of design and boring work completed.
o The requested funding was developed based on business need and is within
what the voters initially approved for Connexion.
o Additional funding discussions will occur at Council Finance and with the full
Council. Any potential impacts and trade-offs will be identified.
Next steps:
x Initial funding conversation will start at Council Finance meeting in February.
