RE: May 24, 2022 Work Session Summary - Halligan Water Supply Project Update
Utilities staff provided an update on the Halligan Water Supply Project. A presentation was given
that provided background information on the need for the project, as well as an overview of project
impacts and benefits, permitting status, design work, cost, and projected schedule. All
Councilmembers were in attendance. Staff was seeking input or questions about the project and
how to best inform City Council in quarterly reports and other communications.
Several questions were asked on topics including: the enlargement of Halligan Reservoir as the
best alternative; improving flows below Halligan Reservoir now; whether total project estimated
costs include legal costs; whether the City’s (pending) 1041 regulations would apply to the project;
difference in water conservation goal and planning demand level values (130 vs. 150 gallons per
capita per day); ownership of North Poudre Irrigation Company shares; addressing impacts to
wetlands and Preble’s meadow jumping mouse habitat; and the City’s involvement with Roberts
Ranch. Most of these questions were addressed by staff during the work session. One
Councilmember requested one-page follow up memorandums on the following, which will be
provided in the June 2, 2022 City Council packet:
x The City’s use of raw water on parks, cemeteries, and golf courses; and
x Information on large contractual (industrial) demands referenced in the materials.
Next Steps
City staff will continue work on the project, including related permitting, design, outreach, etc.
An updated project cost estimate will be provided in early 2023, which is also when the U.S. Army
Corps of Engineers is expected to release the project’s Final Environmental Impact Statement.
Staff will continue to provide updates to City Council as the project progresses.
