RE: Temporary Housing Relief Work Session – January 11, 2022
Summary
The purpose of this memo is to provide a summary of the January 11, 2022, City
Council Work Session regarding Temporary Housing Relief for residents impacted by
the Marshall/Boulder County Fire. Except for Mayor Arndt, all Councilmembers
participated.
General Direction Sought and Specific Questions for Council
What questions do Councilmembers have about the housing relief efforts in Boulder
County?
Do Councilmembers wish to advance a regulatory housing relief solution, and if so, what
feedback do Councilmembers have on the options and next steps?
Key Discussion Points
The following is a summary of discussion points from the Work Session:
The summary of housing relief efforts, connections, and matchmaking services provided by
Jim Byrne, Director of Emergency Preparedness and Security for the City.
The potential regulatory barriers that would prevent households in Fort Collins from hosting
evacuees; with specific emphasis on the Occupancy Regulations limiting household
size/configurations.
Councilmembers discussed the considerations of employing different mechanisms.

Council Direction
Councilmembers shared different perspectives in guiding next steps and feedback:
Council expressed appreciation for staff’s quick work to pull information together and for
updates on current relief efforts.
Some Councilmembers aligned around employing prosecutorial discretion in the short term,
specific to the Marshall Fire.
Some Councilmembers also guided staff to incorporate a lasting solution into Phase 1 of the
Land Use Code Update.
There were also questions about whether there is a need to do anything and a preference
to monitor before action.
Councilmembers also advised the next step provide clarity/assurance this is not a way to
dismantle or avoid occupancy and to consider a solution that would include Homeowners
Associations.
This item was brought forward at the January 18 Regular Council Meeting for further
consideration.
