Councilmembers Present: Mayor Arndt, Mayor Pro Tem Francis, Gutowsky, Pignataro, Canonico, Peel, Ohlson Presenting Staff: Travis Storin and SeonAh Kendall DIRECTION SOUGHT: 1. What additional questions does Council have about the State ARPA funding application process? 2. Does Council have feedback on the preliminary regional ideas for the State ARPA funding application? DISCUSSION SUMMARY: Council’s discussion covered the following points: x Concern about the tight timeline of January 13, 2022 for application and Council’s ability to share feedback. o Staff will explore opportunities to bring this back to Council for further discussions. x Identified that residents, businesses and organizations that were already challenged before the pandemic have continued to see negative impacts. x Encouraged transformational projects that don’t already have dedicated funding but could fill gaps, have significant positive impacts and collaboration opportunities. x Topic areas discussed included: behavioral health facility and service acceleration, transportation/connectivity, air quality; support for transformational services for those experiencing homelessness/near homelessness and potential undergrounding of electric poles.         NEXT STEPS: ƒ Continued exploration and collaboration with regional partners on the state ARPA funding application. ƒ Explore opportunities to continue the two-way communication with Council, in a timely manner, on the application.
