RE: Work Session Summary – September 7, 2021: Council Priorities-2021-2023
All Councilmembers were present for the work session. Staff provided background, additional
information related to each Priority, and a calendarized workplan for each from Q4-2021 to Q2-
2023. Council reviewed each priority individually. The following priorities had additional
clarification or questions:
#4: Improved Traffic Compliance
Would like this to include vehicle noise. Modified mufflers and excessive engine noise
were mentioned.
#5. Advance Regionalism
Once a comprehensive list of current efforts is compiled articulate more tangible actions.
Add Open Space protection.
#8: Attract and Retrain Competitive and Diverse Talent
Consider utilizing the Ad Hoc Council Compensation Committee and making the
committee permanent.
#9: Help Bird Species Recover
Pursuing designation is not enough. Consider stronger cat off-leash enforcement, more
tree canopy, and programs like Nature in the City.
#12: Districted System for Trash, Recycling, and Compost
If additional resources are needed bring as a mid-cycle appropriation. Consider
franchising and the possibility of a ballot referral.
#16: Reduce Plastic Pollution
Staff is currently reviewing the State bill and any implications to our local ordinance and
efforts. Council update via memo once analysis complete.
#17. Improved Air Quality
Like that outdoor burning is included. Also consider the relationship between commuting
and housing near employment. Including metrics along these lines could help.
#18. Real Progress on Road to Zero Waste
Support for a demolition ordinance.
#19. Xeriscape
Building and Land Use Code are critical to this priority, and both should reflect a need for
water conservation (commercial and single-family homes.) Want to see incentives and
regulations/enforcement. Look at internal City operations to ensure water conservation
efforts.
#20. Enhanced Recycling Efforts
Focus on techniques and mechanisms to ensure residents know what they can and
cannot recycle to both encourage recycling and limit contamination.
#25. Accessible Childcare
Legislative Review Committee may want to look into state hurdles to childcare.
#28. Improve Tree Policies
Suggestions include: Look at whether other communities require tree removal permits,
assess equity of tree canopy across the community, utilize Economic Health to correlate
value to tree canopy to economy.
#29. Tree Planting Subsidy
Consider reduce cost sales and rebate program. Apply equity lens throughout program.
Recognized need for tree planting assistance and education (possible volunteer
opportunity?)
General Thoughts:
x Appreciation for the priority detail and implementation tracking plan.
x Strong desire to not let progress push and stack up at end of term.
Next Steps:
x Staff will note and address suggestions above and incorporate any related action items
into the quarterly calendarization.
x Involved staff roles and responsibilities around progress updates and reporting will be
solidified.
x First update memo to Council anticipated in October (and every other month after.)
