OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPOINTING A CITY REPRESENTATIVE TO THE LARIMER
EMERGENCY TELEPHONE AUTHORITY BOARD OF DIRECTORS
WHEREAS, in the interest of protecting and preserving public safety and welfare, it is
desirable that the citizens of the City be provided with emergency telephone service to aid the timely
provision of other emergency services; and
WHEREAS, Articles 1 and 11 of Title 29, C.R.S., authorize the City to contract with other
governmental agencies to establish a separate legal entity to provide for the joint exercise of lawfully
authorized activities and, in particular, for the administration of emergency telephone services; and
WHEREAS, in 1990, the City entered into an intergovernmental agreement (the
“Agreement”) with other governing bodies located within Larimer County to create the Larimer
Emergency Telephone Authority (“LETA”) in order to establish and maintain an emergency
telephone service system offering Enhanced 911 capability in Larimer County; and
WHEREAS, the Agreement, as amended in July, 2009, provides that one member of the
LETA Board of Directors shall be appointed by the City Council to represent the City, and that such
representative shall be an employee, elected official, or resident of the City; and
WHEREAS, the resignation of Police Chief Dennis Harrison has created a vacancy on the
LETA Board of Directors; and
WHEREAS, the City Council wishes to appoint Fort Collins Polices Services employee Rita
Davis to replace Dennis Harrison; and
WHEREAS, the City Council is also desirous of delegating to the City Manager the power
to make future appointments to the LETA Board of Directors.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That Rita Davis, Fort Collins Police Services Project/Public Information
Manager, is hereby appointed as the City of Fort Collins representative on the Larimer Emergency
Telephone Authority Board of Directors with a term to expire December 31, 2012, or at such other
time as a new appointment may be made pursuant to Section 2 below.
Section 2. That, effective June 1, 2011, the City Manager is authorized to make future
appointments to the Larimer Emergency Telephone Authority Board of Directors on the City
Council’s behalf, in accordance with the provisions of the Agreement, and with the understanding
that the selected representative shall be a person having judgment, experience, and expertise needed
to participate in decisions of the Board regarding the installation, operation and maintenance of the
emergency telephone services enumerated in the Agreement.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 17th
day of May A.D. 2011.

Resolution 2011-049 Appointing a City Representative to the Larimer Emergency Telephone Authority Board of
Directors.
EXECUTIVE SUMMARY
In 1990, the City entered into an intergovernmental agreement with other governing bodies located within Larimer
County to create the Larimer Emergency Telephone Authority (LETA). The agreement, as amended in 2009, provides
that one member of the LETA Board of Directors shall be appointed by the City Council of the City of Fort Collins to
represent the City of Fort Collins, and that such representative shall be an employee, elected official, or resident of
the City of Fort Collins. Former Police Chief Dennis Harrison served as the City’s representative on the LETA Board
until his resignation in April 2011.
This Resolution appoints Rita Davis, Fort Collins Police Services Project/Public Information Manager, until December
31, 2012, or until such time as a new appointment is made.
In addition, this Resolution authorizes the City Manager to make future appointments to the LETA Board.

Staff recommends adoption of the Resolution.
