EXECUTIVE SUMMARY
The purpose of this item is to appoint three individuals to fill vacancies on various boards and commissions
that exist due to the resignation of previous members.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
This Resolution appoints three individuals to fill vacancies on various boards and commissions.
These appointments will begin immediately with terms to expire on December 31, 2020 (filling the remainder of
one-year terms per Council discussion at the December 10, 2019, work session).

Recent and/or relevant work experience (please include dates) I have worked in both the private and public
sector and now help manage Whitewood, a limited partnership with business interests in Colorado and other states.
Previously, I led the government affairs team for Xcel Energy in Colorado, working on state energy policy, including the
Clean Air Clean Jobs Act and Renewable Energy Standard. I have also worked as a reporter, in media relations, and in
the communications offices of Governor Jim Doyle and Senate Majority Leader Tom Daschle.
Recent and/or relevant volunteer experience (please include dates) I have extensive volunteer experience, much
of it working with low-income populations. I serve on the Board for the Center for Work Education and Employment
(CWEE) in Denver. CWEE fosters personal and professional transformation for low-income families through
confidence building, customized skills training, and career advancement. I serve in management for the Junior League
of Fort Collins, whose mission is to create opportunities for women and children to thrive in Northern Colorado.

Why do you want to become a member of this particular board or commission? I want to get involved
on the local government level to help make a positive impact on reducing barriers to self-sufficiency and improving
the overall quality of life in our city for low- and moderate-income individuals and families.

I met with Serena Thomas. We spoke about the work of the commission and the CDBG funding process, including changes that
were made to the process over the last year. We discussed the current commission members and how they interact with each
other and within the larger city government structure. I am applying with a strong understanding of the commission work and its
impact on the community.
List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this
board or commission:
I have several key skills and abilities that are applicable to the work of the Commission including: relationship building;
communication; strategic thinking; collaboration; government experience; board leadership; respect for individuals and families in
poverty and an understanding of the issues they face; and a deep appreciation of the work that non-profit organizations do in our
community

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Fort Collins has a strong need for additional affordable housing options. Many who work in our community
are forced to commute to surrounding locations where the housing costs are not as high. In addition
to diminishing the socioeconomic diversity of our community, these twice daily commutes increase air
pollution and wear and tear on our roads.
2) The high cost of quality childcare in Northern Colorado can make it very difficult for parents to reach
their educational or employment goals. According to WomenGive, the average cost of full-time, center-based
childcare in Larimer County is $1,183.56 per month, per child. For single parents or those who are working
at minimum wage jobs or those on the lower end of the pay scale, this can be out of reach. Our community
needs more affordable, safe childcare options.
3) Access to mental health services is a critical need in Northern Colorado, as in much of our state and
nation. Mental health issues can be crippling to individuals on their path to self-sufficiency and without
access to appropriate services, they cannot achieve their goals. The new county mental health facility
will help but local non-profits and other agencies also need resources to continue their work in this
area.

my future goals and hopes in engaging with the Fort Collins Government. He ultimately pointed me to this commission, suggesting

and National Advanced Youth Leadership Experience)-Frequent Volunteer (2,000+ hours total the past four years)
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Inclusivity- It is imperative that this commission consider the diverse community of Fort Collins and
how each funded group would serve a different portion of the community. In this way, the commission
must be careful to always consider the inclusivity of any funded organization, so as to best serve as
many members of the Fort Collins community as possible. This can be addressed through regular discussions
on which community each organization serves, as well as their practices for deciding eligible members.
2) Affordable Housing- Affordable Housing is a growing issue in the Fort Collins area, and is one that
is frequently cited as important to community members. therefore, the commision must ensure that in
choosing which grants to approve, they consider which grants in particular will assist in development
of affordable housing. While many issues are critical to community health and security, the board should
continue to place a high emphasis on funding organizations that focus on housing solutions.
3) Transparency- As a part of the city government, the commission must be transparent in their entire process,
showing the community and applicants that the process is being completed in a fair, unbiased manner.
This is important to ensuring continued trust in the government and commission, and to hold both accountable.
The easiest way to accomplish this is regularly publishing meeting minutes and process notes, as well
as communicating openly with applicant organizations.

Why do you want to become a member of this particular board or commission? Transportation is at
the beginning of a fundamental transformation in several different ways, related to electrification, and to alternative
transportation compared to traditionals autos. I'd like to see the city cope with these changes positively.

I attended a board meting last year as a representative of the Energy Board, to encourage this board to consider standards
for Metro Districts. I thought it was a good discussion.
List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this
board or commission:
I'm quite familiar with energy issues, which will be important as we see more EVs on the road. And I like cycling.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The combination of climate change and improving economics will drive electric vehicle growth. The city
needs to both encourage this trend and be prepared for it. And it can happen quickly once EVs start
to take off, so it's great that the city has an EV Readiness plan. That's a good start, but we'll need
to adjust as conditions evolve -- the pandemic will probably be a big test of that :-)
2) If we could replace every car on the road tomorrow with a Tesla, that would be great for dealing with
climate change, but would do nothing to address traffic congestion. But there are other modes of transportation
that do address these. The city has done a lot to encourage biking, but as a frequent cycling commuter,
it was always a tough sell when it was going to be too hot, or too cold, or raining. What else can
we do to make alternative modes of transportation safe and convienent?
3) We need to be inclusive in our policies. To use a federal example of what does not work: Non-refundable
tax incentives to buy EVs do not help me as a retired person, they do not help anyone not making enough
money to pay a large amount in income taxes. And they reinforce the idea that EVs are for rich folks.
So when we come up with ideas for improving transportation in Fort Collins, it has to be better for
everyone.

1) Communication or community involvement is the most important issue. Having consistent and constant meetings
that the community can learn about.
2) Transparency is the second most important issue. Especially now, online or virtual events, recording
meetings are all solutions.
3) Financial Management/Technology Expertise. Having consistent audits and speaking to other communities
about best practices ensures that technology is being used, and financial goals are realistic.

a professional I analysed the environmental impacts related to surface transportation projects.

Project Development Specialist with the Federal Highway Administration (FHWA) for 20+ years, dealing with the social-economic-env
impacts related to surface transportation projects. Duties included: coordination with outside staff/stakeholders regarding
review/comment on environmental documents; providing review/comment/approval at the Federal level for project documents;
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Issue: Seek to provide improvements for residential mobility in/around Fort Collins.- Improved modal
choices, e.g. pedestrian, bicycle, transit choices/services.The Board should A) provide its comment
on transportation issues which are related to plans, proposals, & initiatives under consideration by
the City, and B) provide the public a forum for submitting advice, review, and comment on transportation-related
issues that are directly- or indirectly-related to the City's plans, etc.
2) Issue: Address safety and operational issues affecting different transportation modes, e.g. bicycles-automobile,
automobile-railroad.The Board should seek to provide both its own technical input, to the extent possible,
as well as public input, regarding the methods, means, and impacts of options proposed to resolve safety
and operational problems.
3) Issue: implementing sustainable/environmentally-friendly transportation options.As noted above, the
Board should serve to be the interface between the technical/professional staff (in this case, but not
always, the City) and the stakeholders (usually the citizenry, or some section of it) in order to enhance
understanding and acceptance of proposals addressing the issue at question.

Formal education: BA in Sociology, MS in Student Affairs in Higher Education, and currently working on my dissertation for
my PhD in Higher Education and Student Affairs Leadership. Additionally, I have completed a Level I and Level II Town-Gown
Relationship Certificate through the International Town Gown Association.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Education to increase use of alternative transportation. This includes the continued work around educating
folks how to access different forms of transportation, how to combine different modes of transportation,
and helping folks see how they do not need to rely on a personal vehicle for transportation and could
still have emergency transportation options (Uber/Lyft, Zip Car, etc.). This could include education
around the true cost of owning and using a personal vehicle versus alternative transportation options,
along with the healthy benefits (both individually and for our planet).
2) Safety. We do have a lot of people who are choosing to utilize alternative transportation options, and
it's our collective responsibility to ensure folks can do so safely. This would include the continued
work of researching best practices, testing our own next-practices in small parts of the community to
collect data on effectiveness, and continued collection of feedback from our community members.
3) Effective use of resources, including land, personnel, and financial. How can we strategically use and
stretch our limited resources to impact the most people AND to ensure we're serving our most marginalized
populations? What data are collecting that informs our use of resources? How are we acting on our assessment
efforts to improve services and most effectively utilize our resources?

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS
WHEREAS, vacancies currently exist on various boards and commissions due to the
resignation of previous board members; and
WHEREAS, the City Council desires to make appointments to fill those vacancies on the
various boards and commissions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
