SUBJECT
First Reading of Ordinance No. 095, 2020, Appropriating Unanticipated Philanthropic Revenue Received by
City Give for Transfer to the FC Moves Wayfinding Project.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate unanticipated philanthropic revenue in the General Fund to FC
Moves, Planning, Development and Transportation to place approximately 100 permanent bicycle wayfinding
signs across 4-5 existing low stress routes. The identified locations generally lower traffic and speed, and/or
have dedicated bicycle infrastructure.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
Since adoption of the 2014 Fort Collins’ Bicycle Master Plan, the City has been working to complete a low-
stress bicycle network through the installation of arterial crossing improvements and striping enhancements.
As community members seek social distancing recreation and transportation mobility options, showcasing
these family-friendly routes and the connections they provide, will help maintain the increased demand for
bicycling while also offering alternatives to trails.
The grant funding will be used to support the installation of approximately 100 permanent bicycle wayfinding
signs across 4-5 existing low-stress bikeways. Funding will also be used to support the installation of
temporary wayfinding, such as pavement stencils, along numerous low stress bikeways, supplementing gaps
in the City’s signed bikeway network.
Finally, the grant award will be used to pay neighborhood bicycle ambassadors to install the temporary
wayfinding and help with other creative strategies to promote use of these routes, including promotions,
giveaways, and the printing of RideSpot cards.
PeopleForBikes is a 501(c)3 nonprofit organization, based in Boulder, CO, that provides funding for this type of
project that builds momentum for bicycling in communities across the U.S. These projects include bike paths
and rail trails, as well as mountain bike trails, bike parks, BMX facilities, and large-scale bicycle advocacy
initiatives. PeopleForBikes specifically designated its donation for the purposes identified above.
The City Manager recommends the appropriation described herein after determining that this appropriation is
available as previously unappropriated from the General Fund. Further, the appropriation will not cause the
total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated
revenues to be received in the General Fund during this fiscal year. Staff also recommends the transfer
described herein.

CITY FINANCIAL IMPACTS
This Ordinance appropriates $20,000 of unanticipated grant revenue to supplement other low-stress network
projects and promotion underway that are planned for 2020. The total project budget for the wayfinding
enhancements is not expected to exceed $20,000.
The funds have been received and accepted per City Give Administrative and Financial Policy.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED PHILANTHROPIC REVENUE RECEIVED BY
CITY GIVE FOR TRANSFER TO THE FC MOVES WAYFINDING PROJECT
WHEREAS, the City of Fort Collins’ General Fund received unanticipated philanthropic
revenue in the amount of $20,000 from PeopleForBikes, a 501(c)(3) nonprofit; and
WHEREAS, this funding, was given for the specific purpose of supporting the Fort
Collins’ Bicycle Master Plan through completion of a low-stress bicycle network throughout the
City, including: the installation of arterial crossing improvements; striping enhancements; and
funding for neighborhood bicycle ambassadors to install approximately 100 wayfinding signs
throughout the City (the “FC Moves Wayfinding Project”); and
WHEREAS, the City Manager and City staff recommend that this money be transferred
from the general fund to the Transportation Fund and appropriated for FC Moves, Planning,
Development and Transportation for the FC Moves Wayfinding Project; and
WHEREAS, this appropriation benefits public health, safety and welfare of the citizens
of Fort Collins and serves the public purpose of reducing traffic congestion, promoting safe
health and exercise, and providing residents with alternate modes of transportation throughout
the City; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the
total amount of such supplemental appropriations, in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, the City Manager has recommended the appropriation described herein and
determined that these appropriations are available and previously unappropriated from the
General Fund and will not cause the total amount appropriated in the General Fund to exceed the
current estimate of actual and anticipated revenues to be received in these funds during the fiscal
year; and
WHEREAS, Article V, Section 10, of the City Charter authorizes the City Council to
transfer by ordinance any unexpended and unencumbered appropriated amount or portion thereof
from one fund or capital project account to another fund or capital project account, provided that
the purpose for which the transferred funds are to be expended remains unchanged; and
WHEREAS, the City Manager has recommended the transfer described herein and
determined that the purpose for which the transferred funds are to be expended remains
unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:

Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated philanthropic
revenue in the General Fund the sum of TWENTY THOUSAND DOLLARS ($20,000) for
transfer to the Transportation Services Fund and appropriated therein for the FC Moves
Wayfinding project.
Introduced, considered favorably on first reading, and ordered published this 4th day of
August, A.D. 2020, and to be presented for final passage on the 18th day of August, A.D. 2020.
