Second Reading of Ordinance No. 043, 2020, Adopting Revisions to the Master Street Plan.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on March 3, 2020, amends the Master Street Plan.
The Master Street Plan (MSP) map serves as the official source for identification of street alignments and
classifications for the City. The map shows both existing and future street locations. Updates to the map are
done either through a request from a developer proposal or City initiated, based on changing plans, functions
or information. The requests are City-initiated, and include amendments to the street system, add potential
roundabout locations to the map, and update the potential railroad grade-separated crossing locations. These
requested changes are in addition to the changes approved on January 14, 2020, for Montava.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

First Reading of Ordinance No. 043, 2020, Adopting Revisions to the Master Street Plan.
EXECUTIVE SUMMARY
This purpose of this item is to seek City Council approval of proposed amendments to the Master Street Plan.
The Master Street Plan (MSP) map serves as the official source for identification of street alignments and
classifications for the City. The map shows both existing and future street locations. Updates to the map are
done either through a request from a developer proposal or City initiated, based on changing plans, functions or
information. The requests are City-initiated, and include amendments to the street system, add potential
roundabout locations to the map, and update the potential railroad grade-separated crossing locations. These
requested changes are in addition to the changes approved on January 14, 2020, for Montava.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
Street Amendments
The proposed amendments include street changes to the map. The bulk of the changes are updates to streets
classification as detailed in Table 1. Street reclassifications are being proposed for the following reasons:
To match the existing configuration (LaPorte, Remington, Taft, Mulberry, Laurel, Suniga)
Updating based on function and land use (Howes, Landings, City Park)
Updating based on anticipated need (Trilby, Strauss Cabin, Horsetooth)
Updating based on adopted plans (West Elizabeth)
Additionally, the future traffic interchange at Vine Drive and I-25 (shown on the map in the past) has been
removed. The Colorado Department of Transportation (CDOT) has recently rebuilt the Vine Drive bridge over I-
25, with the clear intent of that location not being an interchange in the future.
Potential Roundabout Locations
Staff determined that there would be value in showing potential locations for future roundabouts on the MSP
map. Showing these locations helps with planning for intersection projects and to provide the development
community guidance if they are developing near one of these locations. The twenty locations identified on the
map are where intersection changes may be needed, and where a single lane roundabout is an excellent
candidate for intersection control. (see Table 1) The location criteria used include the following:

Somewhat similar approach volumes, and/or high left turning volumes
Likely to see some level of change, areas of growth
Not significantly limited in space that would preclude the appropriate size roundabout
Safety concerns that could be addressed with a roundabout
Could likely be accommodated with a single lane roundabout (Annual Average Daily Traffic (AADT) not higher
than 20-25k and/or circulating volumes <1,000 vehicles/hour)
That are likely to need some type of operational change.
As needs arise, or developments are proposed, the final determination for intersection configuration will be made
based on a more detailed review. The locations shown on the map are not intended to be definitive as there are
also other locations that may be good candidates for a roundabout based on aesthetics, place making,
pedestrian comfort, development request, etc., those will be considered on a case-by-case basis.

Update to Potential Railroad Grade-separated Locations
In 2016 the City conducted a Railroad Crossing Prioritization Study to evaluate existing at-grade railroad
crossings that are candidates for reconstruction as grade separated crossings. The Study considers a wide
variety of data to develop recommendations, including traffic congestion and safety, constructability, emergency
response, adjacent land use impacts, and multimodal factors. That Study identified seven top priority locations
(out of 22 arterial roadway railroad crossings). This update aligns the MSP map with the results of the Study.
Table 2 shows the 2016 locations being added to the maps and the existing locations being removed (or
remaining).

CITY FINANCIAL IMPACTS
The Master Street Plan is used in part to develop the Transportation Capital Expansion Fee (TCEF). The
changes being proposed have limited to no impact on that program, as revenue from TCEF is only used to
expand the system concurrently with development.
BOARD / COMMISSION RECOMMENDATION
At its January 15, 2020, meeting, the Transportation Board reviewed this amendment and recommended Council
approve the amendments. A letter of support from the Transportation Board and meeting minutes are attached.

The proposed updates presented to Council include one change from what was recommended by the
Transportation Board. A proposed reclassification to Mountain Ave. was removed from consideration after the
Transportation Board action. City staff will be conducting a Concept Study for Mountain Ave. over the next
several months, staff will wait for the results of that study to finalize any classification updates for Mountain Ave.
PUBLIC OUTREACH
Staff presented the proposed changes to the Chamber of Commerce Local Legislative Affairs Committee. These
changes were also presented to the public at the Transportation Projects Fair on February 27, 2020.

ORDINANCE NO. 043, 2020
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE CITY’S MASTER STREET PLAN
WHEREAS, the Master Street Plan is a component of the Transportation Master Plan that
is part of City Plan; and
WHEREAS, the proposed amendments to the Master Street Plan are for the purpose of
conforming the Master Street Plan to existing street configurations, adopted policy plans, land uses
and functions, and anticipated street needs; and
WHEREAS, on January 15, 2020, the City’s Transportation Board recommended that City
Council approve the proposed changes to the Master Street Plan; and
WHEREAS, City Council finds that updating the Master Street Plan to address existing
configuration, current plans, needs, and functions of the City’s street system is in the best interest
of the City and its citizens to promote the general health, safety, and welfare.
NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the City Council finds that the Master Street Plan is in need of the
proposed amendment to conform to existing streets, adopted policy plans, land uses and functions,
and anticipated street needs.
Section 3. That the City Council finds that the proposed amendment will promote the
public welfare and will be consistent with the visions, goals, principles, and policies of City Plan
and the elements thereof.
Section 4. That the Master Street Plan is hereby amended so as to appear as shown on
Exhibit “A” and City staff is directed to make such changes to the Master Street Plan.
Introduced, considered favorably on first reading, and ordered published this 3rd day of
March, A.D. 2020, and to be presented for final passage on the 7th day of April, A.D. 2020.
