EXECUTIVE SUMMARY The purpose of this item is to seek City Council approval of an amendment to an Intergovernmental Agreement (IGA) between the City of Fort Collins and Larimer County for funding of the Larimer County Conservation Corps (LCCC) Water and Energy Program. The City of Fort Collins Utilities has partnered with the LCCC since 2010 with tremendous success. LCCC crews have supported local resource conservation by providing home efficiency assessments to customers of Fort Collins Utilities and Loveland Water and Power. By the end of the 2019 spring season, LCCC crews assessed over 3,500 homes in Fort Collins and enabled these customers to save on their utility bills. Due to its success, the Program is now part of Utilities Affordability Portfolio and provides a mechanism for low to moderate income customers to control home energy use and costs. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION The mission of the Program supported by the IGA is to positively impact the local community and the environment by promoting energy and water conservation. The Program has implemented a workforce development model of training young adults in the efficiency industry while addressing local low-income population’s accessibility to conservation measures and education. This Program is an important component within a portfolio of programs and services which support progress towards Fort Collins’ Energy Policy, Climate Action Plan and Water Conservation Plan goals. Fort Collins Utilities has partnered with the LCCC since 2010. Home efficiency assessments include a on-site assessment, energy and water saving retrofits and customer education. By the end of the 2019 spring season, LCCC crews assessed over 3,500 homes in Fort Collins, saving customers over $115,000 annually by reducing energy and water use (1,500,000 kilowatt-hours, and over 20 million gallons of water annually). The Program is a proven model serving the interests of the City, the County, and citizens to provide services efficiently and cost-effectively, and to minimize overhead expenditures for administration. The Program is also a successful example of collaboration between Fort Collins Utilities, Loveland Water and Power and Larimer County. Larimer County also brings funding from both State and Federal sources through the Conservation Corps. Utilities funds are only used to serve Fort Collins electric and water customers. If approved, the proposed IGA amendment will: Agenda Item 12 Item # 12 Page 2 (1) add details to the 2020 Program cycle deliverables and update the City’s financial contribution for 2020; and (2) authorize the City Manager to approve future amendments to the IGA (through the expiration of its term in 2023) that meet the criteria set forth in City Code Section 1-22. CITY FINANCIAL IMPACTS The IGA commits Fort Collins Utilities to contribute $133,096 from January through May 2020, based on the LCCC meeting requirements for the minimum number of assessments. Utilities has budgeted funds within the Energy Services and Water Conservation Divisions for the provision of efficiency audits and directly installed efficiency equipment. No additional funding or appropriation is required. Future agreements for services from LCCC will be dependent upon efficiency funding appropriations. PUBLIC OUTREACH Fort Collins Utilities has presented results of efficiency programs annually to Energy Board, of which, the LCCC has a significant part. Staff has not done any further public outreach as it was determined that the implementation of this ongoing program was a business decision to achieve goals identified in the Council- adopted Energy Policy and Climate Action Plans. ATTACHMENTS 1. 2019 IGA (PDF) ATTACHMENT 1 -1- RESOLUTION 2020-026 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING AN AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT WITH LARIMER COUNTY, COLORADO FOR THE LARIMER COUNTY CONSERVATION CORPS ENERGY AND WATER PROGRAM WHEREAS, on January 2, 2019, the Fort Collins City Council approved Resolution 2019-02 renewing an intergovernmental agreement with Larimer County (the “2019 IGA”) to extend the City’s support of the Larimer County Conservation Corps (“LCCC”) to serve additional Fort Collins Utilities customers, along with subsequent annual extensions through 2023; and WHEREAS, since 2010, the City has partnered with the County to enhance local resource conservation programming through the LCCC (the “Program”); and WHEREAS, the Program is an important community component that supports the City’s Energy Policy, Climate Action Plan, and Water Conservation Plan goals; and WHEREAS, Fort Collins Utility Services has identified clarifications needed in the 2019 IGA for the 2020 LCCC Program cycle, including stating specific installation goals in the scope of services and increasing the City’s contribution to $133,096, which contribution has been budgeted and appropriated in the City’s 2020 budget process; and WHEREAS, the City Council determines it to be in the best interests of the City to approve an amended Scope of Services and Payment Schedule for the 2019 IGA for the 2020 Program cycle, and, in furtherance of efficient management of similar modifications over the remaining life of the 2019 IGA, to amend the 2019 IGA to expressly authorize the City Manager to approve subsequent amendments to the 2019 IGA that meet the criteria set forth in City Code §1-22. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. Section 2. That Exhibits A (“Scope of Services”) and B (“Payment Schedule”) to the 2019 intergovernmental agreement with Larimer County in support of the Larimer County Conservation Corps Energy and Water Program (2019 IGA), are hereby replaced with the amended “Exhibit A” and “Exhibit B” in substantially the forms attached hereto, with such modifications and additional terms and conditions not inconsistent with this Resolution as the City Manager, in consultation with the City Attorney, determines to be necessary and appropriate to protect the interests of the City or effectuate the purposes of this Resolution (the “First Amendment”), with the City to provide funds in the amended amount of $133,096 from existing appropriations approved for the 2019 IGA. -2- Section 3. That the First Amendment to the 2019 IGA as approved by this Resolution shall also include the following addition to paragraph “21. Appropriation of Funds”: …The City Manager is authorized to approve subsequent amendments to this IGA through its expiration in 2023 that meet the criteria set forth in City Code §1-22 subject to the availability of funds budgeted and appropriated by City Council for calendar year 2021 and subsequent calendar years. Section 4. That the City Manager is hereby authorized to approve and execute the First Amendment to the 2019 IGA with such modifications and additional terms and conditions not inconsistent with this Resolution as the City Manager, in consultation with the City Attorney, determines to be necessary and appropriate to protect the interests of the City or effectuate the purposes of this Resolution. Passed and adopted at an adjourned meeting of the Council of the City of Fort Collins this 31st day of March, A.D. 2020. _________________________________ Mayor ATTEST: _____________________________ City Clerk AGREEMENT FOR EMPLOYMENT AND TRAINING SERVICES Exhibit A: Scope of Services (as amended for 2020 Program Year) BACKGROUND The Larimer County Conservation Corps (LCCC) has existed for twenty years in our local community. During this tenure, LCCC has specifically focused on providing workforce development programming for young adults, focusing on conservation. Since 2008, the LCCC– Water & Energy Program has implemented a workforce development model of training young adults in the efficiency industry while addressing the community’s low-income population’s accessibility to energy and water conservation equipment and education. LCCC is excited that the City of Fort Collins Utilities (Utilities) sees the value of this partnership with the LCCC – Water & Energy Program to meet the needs of Fort Collins’ residents and further expose the next generation of young adult workers to careers in the utility industry in Northern Colorado. This Exhibit A addresses the objectives of the Water & Energy Program, the scope of services, training, roles and responsibilities, and benefits of this partnership. OBJECTIVE Implement the LCCC – Water & Energy Program within Fort Collins in Q1 and Q2 2020 to assess and further complete energy and water savings product installations for between 325 to 425 residences through service-learning opportunities for Corpsmember development. The program will target low to moderate income communities for participation; however, any Fort Collins Utilities water and/or electric customers are eligible to participate. In addition, LCCC- Water & Energy Program will also provide conservation education, tips, and rebate opportunities to the resident’s home during the assessment. The LCCC is solely responsible for program oversight and implementation of targeted goals. SCOPE OF SERVICES Outreach and assessments Target marketing efforts to low-income residents and partners that serve such populations to drive assessments and participation in the program. Schedule home efficiency assessment, verifying that homes are served by Utilities. Source appropriate materials for direct installation as identified in the equipment requirements below. LCCC crews will perform in-home assessment by educate residents about conservation techniques, installing efficiency equipment and promoting additional Utility services, if interested. Gather data from assessments to compile energy and water conservation measures installed and associated savings (e.g. kilowatt-hours saved, and gallons). Gather demographic information from participants to align with income guidelines for County services. Auditor/Staff A. Train 6-8 Corpsmember in home efficiency assessments and conservation equipment installation. B. Encourage Corpsmember to seek professional development opportunities through peer mentoring, networking within industry, or facilitating group activities. EXHIBIT A C. Work with internal and external partners including the City of Fort Collins Utilities to help Corpsmember better understand the utilities industry and future career opportunities through networking, shadowing, informational interviews, and site visits. D. Provide monthly reports on residential assessment data to Utilities E. Send materials satisfaction survey 1 months following each assessment (link to survey to be provided by Utilities), F. Complete a final report summarizing all activities and results within 30 days of program completion. G. Upon program completion, Corpsmember will present their findings to utility staff or boards at a quarterly meeting. H. At Utilities discretion, either provide materials for direct installation into the assessed homes or for products not provided, Utilities will reimburse LCCC for materials that LCCC has purchased and installed. Materials include, as appropriate, LEDs, Smart thermostats, carbon monoxide detectors, clotheslines, toilets, high efficiency showerheads and faucet aerators. 2. Assist with marketing efforts in seeking households through agency materials, community partners, online or other means. 3. Identify a liaison to the Water & Energy Program Coordinator with a focus on Corpsmember development. Examples of activities could include networking, shadowing, informational interviews, sitting on an industry panel for questions and answers, or site visits of the crew in the field. 4. Offer written feedback upon completion of the program. BENEFITS When the 2019-2020 LCCC Water & Energy Program is complete, the Fort Collins community will collectively have between 350 and 425 residences assessed and retrofitted with basic efficiency products. The program will be targeting low income populations for participation but may provide services to any Utilities water and/or electric customer. Benefits also include timely, accurate and usable data, and a willing and able workforce able to act as a feeder program for utility opportunities to better train and employ the next generation of utility workers. PROGRAM COSTS Program costs are summarized below. LCCC will not incur additional programs costs without written prior approval. Provider shall submit itemized invoices for payment. The City will make payments within thirty (30) days after receiving a properly documented invoice from Provider.
