EXECUTIVE SUMMARY The purpose of this item is it to approve expenditures from the Art in Public Places Reserve Account to commission Earthscape to create an artist-designed play structure for the Streets Park Project. The expenditures of $50,000 will be for design, materials, signage, fabrication, installation, and contingency for Earthscape to create a playground structure developed with the design team and artist Mario Miguel Echevarria. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION Section 23-303 of City Code, which was added in 1995, established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places (APP) Program, in accordance with the APP Guidelines adopted by the Council in Ordinance No. 20, 1995. In 2012, City Council permanently adopted the APP Program, and reenacted City Code Chapter 23, Article IX, with certain modifications. The Streets Park is being developed as a neighborhood park in an existing green space at the site of the Streets Facility. Artist Mario Miguel Echevarria worked with the Project Team and design-build firm Earthscape to develop the concept for the art play structure at the site. The art play structure will be placed as a focal point to the playground area at the park. The artist was selected through a Request for Qualifications (RFQ) process. Mario Miguel Echevarria met with the Northside Neighborhood Advisory Committee to develop concepts for art as part of the Lincoln Corridor Plan neighborhood projects. The artist presented ideas that included a play structure for the new neighborhood park that would celebrate the sugar beet history of the site and community. The site is near the Tres Colonias neighborhoods, three historic neighborhoods where immigrant workers of the sugar industry lived. The iconic sugar beet play structure will create diverse experiences for different age ranges. The playground will include a giant sugar beet shaped structure, log climbers and other thematic play elements around beets, including; sugar crystal carvings and sugar cubes. The proposed art play structure will be included in the Fort Collins Museum of Discovery exhibit, Once Upon A Playground, which is a pictorial history of play spaces. The sugar beet play structure will be on display and Agenda Item 19 Item # 19 Page 2 allow the public to interact and play on it for the duration of the exhibit before moving to the park site in Spring of 2019, after the park is completed. The public will continue the interaction with the giant sugar beet when the park opens in 2019. CITY FINANCIAL IMPACTS The funds for this item have been appropriated in the APP Reserve Account in the Cultural Services and Facilities Fund. The APP Program also has available appropriated maintenance funds for the long-term care of the subject artwork along with the rest of the APP art collection. The Streets Park Project APP budget is $50,000 to be used for design, materials, fabrication, installation, and contingency for this artwork. Park Planning and Development is also contributing funds to fabricate and install this play structure. BOARD / COMMISSION RECOMMENDATION AT its October 17, 2018 meeting, the Art in Public Places Board reviewed the design concept and budget for this project and recommended for City Council approval. PUBLIC OUTREACH The selected artist collaborates with the project team to develop concepts for the artwork based on the goals of the project and input from the team. The final design and budget are reviewed and approved by the project team and then the APP Board, who then recommends the project to City Council for approval. The Park Planning and Development Department is currently showing images of the proposed art play structure on their website. Park Planning and Development also shared information on the art project at two community Open Houses. The APP Program will partner to continue to promote this project. The community will be able to interact with the sugar beet play structure while it is on display at the Fort Collins Museum of Discovery before it is placed at the park site. ATTACHMENTS 1. Vine Drive. The park theme correlates to the old Great Western Sugar Factory that was once on the proposed park and current Streets Facility site. Artist Mario Miguel Echevarria worked with the Project Team and design-build firm Earthscape to develop the concept for the art play structure at the site. The park will have a restroom, picnic pavilion, open turf field, basketball court, pollinator garden, moveable rail benches and playground with large artistic sculptural play sugar beet. ATTACHMENT 2 -1- RESOLUTION 2018-117 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN ART PROJECT FOR THE STREETS PARK PROJECT AND APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE THE ART PROJECT PURSUANT TO THE ART IN PUBLIC PLACES PROGRAM WHEREAS, the City is in the process of developing a neighborhood park called the “Streets Park” (“the Project”); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account for use in the acquisition, installation and maintenance of works of art in accordance with the Art in Public Places Guidelines adopted by the City Council in Ordinance No. 047, 1998 (the “Guidelines”); and WHEREAS, Artist Mario Miguel Echevarria was selected from a Request for Qualifications process to complete an art project at the Project site (“the Art Project”); and WHEREAS, the Art Project will be an art play structure shaped in the form of a giant sugar beet, incorporates thematic play elements related to beets, and is intended to celebrate the sugar beet history of the area near the park where immigrant workers of the sugar industry worked and lived; and WHEREAS, the Art in Public Places Board (the “Board”) approved the design concept of the Art Project and recommended Council approval at the Board’s October 17, 2018, regular meeting; and WHEREAS, the funds for this Art Project have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund; and WHEREAS, the budget for this Art Project, including design, materials, fabrication, delivery, and contingency is $50,000; and WHEREAS, Section 23-308 of the City Code requires that the Board’s recommendation concerning the use of funds for the Art Project be presented for Council review and approval as the cost of the art exceeds $30,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals above. -2- Section 2. That the City Council hereby approves the use of previously appropriated funds in an amount not to exceed $50,000 from the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund for the Art Project described herein for inclusion in the Streets Park Project, the conceptual design for which was reviewed and approved by the Art in Public Places Board on October 17, 2018.
