CALL TO ORDER.
1. Fort Collins Connexion Update. (staff: Colman Keane, Erin Shanley; 15 minute staff presentation;
45 minute discussion)
This item will be discussed at the Adjourned Meeting beginning at 6:00 p.m.
The purpose of this item is to provide Council an update on the Broadband Plan work to date. The
presentation will cover the following areas: City Broadband Strategic Objective, Broadband History,
Governance & Operational Authority, Bonds, Key Positions Filled, RFP Releases/Awards,
Construction Timeline, Guiding Principles, Customer Service and Code Updates.
2. Broadband and Art in Public Places. (staff: Ginny Sawyer; 10 minute staff presentation; 30 minute
discussion)
The purpose of this work session is to follow-up on Ordinance No. 056, 2018 which required outreach
to consider whether the Art in Public Places (APP) Ordinance needs to be amended to address future
Broadband System projects and to present any recommended amendments to Council before the end
of 2018. This review should include consideration of a contribution amount capped at .5% of the
Broadband System’s anticipated annual operating revenues once the system is in full operation as
well as considerations for all underground capital projects.

3. Building Energy Scoring. (staff: John Phelan, Kirk Longstein; 15 minute staff presentation; 30 minute
discussion)
The purpose of this item is to present draft recommendations for a Building Energy Scoring (BES)
program and to seek feedback from Council regarding a BES ordinance. The discussion will focus on
definitions of building energy scoring, benchmarking, reporting and transparency, on the year-long
process of community engagement and on the staff recommendations.
Staff is recommending Council Adoption of an Ordinance, which will focus on requirements on building
owners to provide information. It would not specify performance levels or upgrades.
The ordinance would:
Require building owners to benchmark and report energy performance data to the City;
Require the data be made available to the public;
Define a phased implementation based on building size and sector;
Define exemptions to the requirements, and
Define compliance mechanism(s).
