Resolution 2017-046 Making Appointments to Various Boards, Commissions, and Committees of the City of
Fort Collins
EXECUTIVE SUMMARY
The purpose of this item is to appoint individuals to fill vacancies that currently exist on the Energy Board, The
General Employee’s Retirement Committee (GERP), the Senior Advisory Board and the Youth Advisory Board
due to resignations of board members and vacancies created by December 31, 2016, and May 31, 2017,
expiration of terms. Applications were solicited during the first quarter of 2017. Council teams interviewed
applicants during April and May. This Resolution appoints individuals to fill current and upcoming vacancies.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Section 2 of this Resolution makes two appointments to the Energy Board due to the resignations of Lori
Nitzel and Phillip Friedman, two appointments to the General Employee’s Retirement Committee (GERP)
which were not filled during the 2016 recruitment period and three appointments to the Senior Advisory Board
due to the resignation of Gosha Croiter and Rich Feller and a vacancy due to term expiration on December
31, 2016. Terms for these appointments will begin immediately. Names of those individuals recommended to
fill current vacancies have been inserted in the Resolution with the expiration date following the names.
Section 3 of this Resolution makes appointments to fill upcoming expired terms on the Youth Advisory Board,
May 31, 2017. Names of those individuals recommended to fill upcoming vacancies have been inserted in the
Resolution with the expiration date following the names.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The top priority of this board should be to identify areas where the most CO2 emissions occur in the
city and advise City Council on effective reductions as outlined in the City's Energy Policy. Energy
Board members should draw on their individual expertise and experience to provide insight into solutions
and implementation.
2) Based on my area of expertise I believe it is imperative that the City implement and enforce new building
codes that require energy efficient building practices. This board should provide examples of how this
is being accomplished in other parts of the U. S. and around the world.
3) To review potential changes in the Energy Policy and provide advice to council moving forward.

Recent and/or relevant work experience (please include dates) I've summarized the 2013 and 2015 oil-and-gas
related spill data from the COGCC and will publish these findings within the next two months. I have experience
relaying highly technical energy policy jargon to the public. For example, I presented the above mentioned work
at the Front Range Student Ecology Symposium in 2014 and 2016. I recently attended the 2016 CSU 21st Century Energy
Recent and/or relevant volunteer experience (please include dates) I organized an ongoing self defense seminar
that start on Dec. 2, 2016. Although all were encouraged to attend, the seminar was geared towards women and
minorities. I also mentor aspiring graduate students, one of which started in 2014 and is ongoing. I've helped
undergraduate students design and conduct scientific experiments, create resumes and apply to graduate school.

Why do you want to become a member of this particular board or commission? I am a Ph.D student
Colorado State University studying hydraulic fracturing and oil-and-gas related policy. I thought my expertise
could be of value to the city of Fort Collins. I am interested in taking an active role in our local energy policy.

I am able to communicate complex issues to multiple stakeholders. I've spent the last four years studying hydraulic fracturing
and the hazards associate with the extraction of natural gas. I am interested in helping transition our community from oil
based to solar and wind based.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Transitioning to clean energy such as solar and wind will be a pivotal issue in light of sustainability
and climate change mitigation goals. Market-driven solar and wind energy costs are competitive with
oil and gas prices. Encouraging businesses to invest and carry out production of wind and solar and
infrastructure in Fort Collins should be a top goal of the Energy Board. Providing incentives for residents
to switch to wind and solar is also an area that the board can have a positive impact on our sustainability
goals while also encouraging economic growth.
2) The Energy Board should insure proper oversight of energy development. In my research of produced-water
spills, I've found there is approximately one oil-and-gas related spill a day in Weld County. The main
reason cited as the cause of a spill is human error. Clean energy sources can pose hazards as well.
Wind, for example, can have a negative impact on migrating birds. More oversight is needed for proper
maintenance of energy-related hazards to ensure the health of our citizens and the preservation of our
natural resources. All potential impacts of energy development need to be addressed.
3) Working with multiple stakeholders to ensure we provide economic growth while protecting human and environmental
health is a key issue that needs to be addressed for the future of Fort Collins. Colorado has a long
history of oil-and-gas exploration. Those stakeholders can have differing perspectives than others interested
in clean energy sources. Residential stakeholders want affordable energy while also needing protection
of property values and natural resources, like water sources. Working with multiple stakeholders will
define our energy priorities and drive our goals for the future.

My research has shown that lack of oversight is correlated with more spills of produced water. Due to
this finding, I would advocate for more oversight for drilling practices and management of waste.

believe this board or commission should address each issue?
1) Maintaining the solvency and long term viability of the program given revenue and expense trends. How
to address it? View and discuss the factual information. I don't know if there are any potential pitfalls
like those we've seen in private corporate pension plans but if so, this committee should be a preliminary
sounding board for exploration of possible actions.
2) Simply maintain objective oversight of procedures and management.
3) Highlight and discuss any potential needs or opportunities to provide information to stakeholders.

I served on the Retirement Committee for eight years and saw and participated in committee activities. In those years I
found the committee to be focused and concerned about the retirement issues facing the committee, retirees and the city.

My skills are in the area of working with people. I am a trained mediator along with powssesing certification in group
facilitation. I understand the volatile nature of working with people on importnt and sensitive matters and making appropriate

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Retirement is an earned benefit that is important to the survival and financial health retires and workers
yet to retire that must be protected. There is an attitude in the country that defined benefit plans
are a thing of the past and should not be supported. I want to help keep the plan solvent and serving
the interests of the members and the City.
2) Fairness and perceived fairness are most important aspects of any plan or organization. The Retirement
Committee is a lynch pin to bridge between the City and members.
3) It is important employees are aware of the level of retirement benefit they have and what additional
efforts they need to make to support the retirement they expect.Younger members have a while before
they will collect and older members are running out of time to change much. The Retirement Committee
needs to make every effort to have employees understand current and future retirement needs.

I have worked in the senior care industry since 2009 with much passion and engagement. I have a depth of knowledge from
my volunteer groups and from my experiences as the "face of hospice" for the hundreds of families with whom I worked. I
have an affiliation for seniors and those who love them. I am a professional networker and speaker and sing professionally

believe this board or commission should address each issue?
1) Health Care. Are seniors advocated for? Are the care institutions recognizing family member and care
givers as part of the plan of care? What conversations need to happen for everyone involved in a seniors'
care to be recognized as valued and a welcomed part of the plan?
2) Transitional care: are communication systems in place to help seniors navigate from home to hospital
to care setting, back to home? The Passport to Care initiative will help with this. It's important
that the Sharing the Care campaign gets the recognition it needs to keep our seniors safe.
3) Affordable Housing: this issue is of course not only related to seniors, but to our geographic area
in general. But the lack of affordable housing in No Co does impact our seniors, as does transportation
issues and cost of living. These are all lumped into Quality of Life issues.

to help Fort Collin's seniors and to give back to the community. They told me it is very helpful to a healthcare leader
in order to give them a broader perspective and make them aware of issues for Fort Collins seniors that they otherwise would

Throughout my Economics undergraduate and Master in Health Administration programs I utilized Excel and statistical analysis
very frequently. I have continued using these skills in my current position and extended my capabilities further with a
thorough grasp of the Visual Basic programming language and a basic grasp of a handful of other programming language such

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Shortage of healthcare staff in long-term care. The Long-term care field is often seen as unattractive
to newly graduating nurses and CNAs, but it is the field that is most in need. This has been a chronic
problem in years past, but it is becoming particularly difficult in recent times due to low-unemployment
rates and aggressive hiring by hospitals and clinics. By sponsoring career fairs and reaching out to
students in the classroom, we could expose them to the entire spectrum of senior care from home health
to skilled nursing to hospice, we can help
2) Impending financial crisis senior care. The Centers for Medicare and Medicaid are looking for ways to
reduce their spending, while at the same time the proportion of seniors over the age of 65 is exploding.
10,000 people are reaching age 65 and that the cost of healthcare care increases exponentially as people
age. There are several cost-effective solutions that should be explored, including looking at subsidization
of low-cost, high-value services to be provided to seniors such as in-home care, end-of-life counseling,
and community financial planners for seniors.
3) Perhaps the most important issue of all facing seniors, in the Front Range and elsewhere, is loneliness.
Satisfaction surveys given to seniors living both in facilities and at home consistently show that seniors
do not feel they are getting the emotional connection and socialization that they need. This is a problem
that will require a multi-faceted approach, including improvements in transportation infrastructure,
volunteer participation, and community awareness of events, necessitating collaboration with other organizations
such as Senior Alternatives in Transportation.

Since I am currently on the board, I attend all the Youth Board meetings. These have been an amazing experience since I've
been able to work on exciting projects and collaborate with other community members and organizations.

Last summer, I attended the Colorado Student Leaders Institute and last Fall I attended the LEEPAAC Leadership Conference.
Both of these taught me different leadership and communication techniques. I'm also involved with city organizations that
give me experience working in different parts of FC.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The lack of youth using public transportation is something that I believe is an issue. Lots of students
at my school and at CSU use MAX, which is great, but I think that other bus routes are not utilized
to their full potential. A way to address this issue is to disuse possibilities with representative
s from the transportation board. I think getting the schools involved with supporting the use of public
busing would get more use from students.
2) Drug use in schools is a problem that I see everyday at school. i think that raising awareness of the
harmful affects is not enough because most students already know drugs are bad. Having more programs
available for students with drug addictions and more in depth prevention programs would help more people.
As a board we could find ideas and send out surveys on what the community thinks is best. We could also
talk to professionals and ask them to help with programs.
3) As I get older, I see less and less teens involved with the community. I think it is important for teens
to learn the importance of volunteer service and being involved with their community. A way that the
Youth Board could help is by promoting volunteering. We could find opportunities and put of flyers around
the schools and local businesses. We could work on service projects ourselves and create an event to
promote community service.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Drugs: I think we need better SRO training, because right now people do drugs at a place called â the
park,â which is right outside the school, and nobody says anything to those kids. We should have better
drug education from a younger age. We need to try to remove drugs from schools rather than turn a blind
eye. This will make a positive change academically, and socially for many of those kids, which will
end up benefiting not only the school, but also the society.
2) Bullying: I believe that bullying is a large problem in the world, and we have seen our fair share of
it in Fort Collins. There have been two suicides this year, one for bullying, and another that may have
also been related to bullying, and that is enough. We shouldn't wait for more to happen before acting. I
think that there should be more prevention methods taught at school. When I took health, we learned a
little bit about bullying, but we only spent around 20 minutes on it! That simply isn't enough.
We have assemblies in school about other things, so we should also have assemblies in school related
to bullying since it is such a big problem, and so many people are victims of it.
3) Healthy Living: Although Colorado has the least obesity among all of the states in the US, that doesn't
mean we shouldn't continue to prioritize being active and eating healthy. I think that we should require
more physical activity in schools. Requiring one semester of PE in high school is a step in the right
direction, but more PE/Sports classes should be required for those not participating in physical activities
(sports) outside of school. There should also be more education and awareness on healthy eating. If the
US started eating healthy, it could not only help obesity, but it can actually help solve the global food
crisis! A healthy community is the best community, so we should start encouraging being healthy
through eating and physical activity.

Although I am involved in multiple sports and extracurriculars and even another board, I'd prioritize
this commission before them most if not all of the time. I'm not part of anything that would force

Although I have not talked to anyone on the board, I have talked with Mayor Troxell about it. I job shadowed him last fall
and he informed me of some of the projects the board has done in the past. This inspired me to research the program more

I am a certified Peer Minister, which means I am quite empathetic. I have been on other leadership teams before, and I have
always found ways to communicate positively. Furthermore, I pride myself on being great at communication, public speaking

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Homelessness is a serious issue facing the youth in Fort Collins. Through a program at my high school,
we are working on a project to impact the homeless student population in Poudre School District. We
created a survey which truly showed how much homelessness is affecting our youth. There were some individuals
who know those who move from hotel to hotel, or some who cannot get clean clothing because they do not
have access to basic amenities. I think the best way for the board to address this issue is to talk
of what is already in place, work with those institutions and then implement what is still needed. The
Youth Advisory Board could create a low or no cost washer and dryer accessible to those who are in need,
or a tutoring program for youth experiencing transitional housing.
2) Although it is illegal for marijuana to be used for recreational purposes under the age of 21 in Colorado,
it still occurs. The drug can have detrimental effects on youth who use it, and can affect the schooling
and overall wellbeing of the youth in our community. I think that the board could create a campaign
about the long-terms dangers of marijuana and talk of other ways to get the word out. It seems that
younger and younger kids are being exposed to the drug and bringing in information and trying to combat
the problem early on may be valuable to the community. The best way to address this issue is to talk
about it, and attempt to solve the issue piece by piece.
3) A final issue that I think is especially important to the community is bullying, more specifically cyberbullying.
I believe that this issue can be the worst in the middle school years, as youth of that age are just
finding out who they are. Insecurity is very prevalent, which can lead to bullying of others. The fact
that children are getting social media and smartphones earlier brings cyberbullying into the picture.
The best way for the board to fight this problem may again be a campaign. Starting young, maybe even
in the late elementary school years, may help this problem early on. Ideas about positive body image
and being enough should be key components. A survey about the amount of youth that feel bullied may
also help gather data and see where the board could turn next.

MAKING APPOINTMENTS TO VARIOUS BOARDS, COMMISSIONS,
AND COMMITTEES OF THE CITY OF FORT COLLINS
WHEREAS, vacancies currently exist on various boards, commissions, and committees
of the City due to resignations by board members and vacancies created through expiration of the
terms of certain current members on December 31, 2016, and May 31, 2017; and
