SUBJECT
Resolution 2019-054 Making Appointments to the Platte River Power Authority Board and the Boxelder Basin
Regional Stormwater Authority Board.
EXECUTIVE SUMMARY
The purpose of this item is for Council to consider making assignments to the Platte River Power Authority
Board and the Boxelder Basin Regional Stormwater Authority Board.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Pursuant to an intergovernmental agreement establishing the Platte River Power Authority (PRPA), the City is
entitled to representation on the eight-member Board of Directors of PRPA by its Mayor and a second
appointee to be designated by City Council.
Pursuant to an intergovernmental agreement establishing the Boxelder Basin Regional Stormwater Authority
(“BBRSA”), the City is entitled to appoint one representative to the five-member BBRSA Board of Directors,
and to jointly appoint with Larimer County a second representative.
Currently, Mayor Pro Tem Horak has been appointed to serve as the representative on both of these Boards.
With the swearing in of new Councilmember Emily Gorgol to the District 6 Council seat, the term of office for
Mayor Pro Tem Horak will end and, according to Resolution 2017-049, the PRPA assignment will pass on to
the new Councilmember elected unless Council acts to make a new appointment.
This item gives Council the opportunity to discuss and determine whether to make appointments to these two
board positions, until such time as Council considers and adopts new, updated appointments to outside boards
and commissions.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE PLATTE RIVER POWER AUTHORITY BOARD
AND THE BOXELDER BASIN REGIONAL STORMWATER AUTHORITY BOARD
WHEREAS, pursuant to the intergovernmental agreement establishing the Platte River
Power Authority (“PRPA”), the City is entitled to representation on the eight-member Board of
Directors of PRPA by its mayor and a second appointee, to be designated by the City Council; and
WHEREAS, pursuant to the intergovernmental agreement establishing the Boxelder Basin
Regional Stormwater Authority (“BBRSA”), the City is entitled to appoint one representative to
the five-member BBRSA Board of Directors, and to jointly appoint with Larimer County a second
representative; and
WHEREAS, the City Council has previously designated former Mayor Pro Tem Gerry
Horak to serve as the City’s appointed representative to the PRPA Board; and
WHEREAS, the City Council has also previously designated former Mayor Pro Tem Gerry
Horak to serve as the City’s representative on the BBRSA Board; and
WHEREAS, with the swearing in of new Councilmember Emily Gorgol to the District 6
Council seat, the term of office of Gerry Horak on the City Council has ended; and
WHEREAS, pursuant to Resolution 2017-049, making Council appointments during the
past two-year Council term (including the appointment of Gerry Horak to the PRPA Board), “[i]n
the event any individual appointee leaves office before Council acts to make a new appointment,
the new incumbent in that individual Council seat shall be deemed to have assumed his or her
predecessor’s appointments;” and
WHEREAS, until such time as Council considers and adopts new, updated appointments
to outside boards and commissions, the Council has determined that it is in the best interests of the
City to make intentional designations to these two board positions; and
WHEREAS, in light of the foregoing, the Council has determined to make the
appointments set forth below, effective immediately, until such time as the Council takes new
action on appointments to these Board positions.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, as follows:
Section 1. That ________________ is hereby appointed to serve as the City’s
representative on the Platte River Power Authority Board (in addition to the Mayor), effective
immediately, until such time as the Council acts to modify this appointment.

Section 2. That ____________ is hereby appointed to serve as the City’s
representative on the Boxelder Basin Regional Stormwater Authority Board, effective
immediately, until such time as the Council acts to modify this appointment.
Passed and adopted at a special meeting of the Council of the City of Fort Collins this 23rd
day of April, A.D. 2019.
