Resolution 2019-034 Establishing an Ad Hoc Committee to Review Total Compensation for City Council
Employees.
EXECUTIVE SUMMARY
The purpose of this item is to establish an ad hoc committee to review total compensation practices for Council
direct report employees. Council may also choose to appoint Councilmembers to the committee.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
City Council is committed to compensating employees in a manner which is market based, competitive and
understandable. The goal as an employer is to attract, retain, engage, develop and reward a diverse and
competitive workforce to meet the needs of the community now and in the future.
Council has expressed some interest in considering appointment of Councilmembers to an ad hoc committee to
review and discuss the processes and practices related to total compensation for Council direct reports. The
committee’s purpose would be to review the market definition, benchmark cities, data collection and analysis
methodology with respect to salary, retirement, vacation and other aspects of total compensation. If formed with
the Council’s approval, the recommendations of the ad hoc committee will be brought forward at a future City
Council meeting.

Purpose of Committee:
Review, discuss and recommend a total compensation strategy or policy for
Council employees.
Background:
• City Council is committed to compensating employees in a manner that is market-based,
competitive, and understandable.
• The overarching goal is to attract, retain, engage, develop and reward diverse and highly-
qualified employees to those positions that report directly to the City Council.
• A few Councilmembers have expressed interest in establishing an ad hoc Council committee
to review and discuss processes and practices related to total compensation for those
positions that report directly to the City Council.

• It is anticipated that the committee will meet eight to ten times once
appointed to discuss market definition, benchmark cities, data collection
and analysis methodology regarding salary, retirement, vacation and
other aspects of total compensation.
• The recommendations of the ad hoc committee will be brought forward
at a future City Council meeting.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING AN AD HOC COMMITTEE TO REVIEW TOTAL
COMPENSATION FOR CITY COUNCIL EMPLOYEES
WHEREAS, City Council is committed to compensating employees in a manner that is
market-based, competitive, and understandable; and
WHEREAS, as an employer, the City Council’s goal is to attract, retain, engage, develop
and reward diverse and highly-qualified employees to those positions that report directly to the
City Council; and
WHEREAS, several City Councilmembers have expressed interest in establishing an ad
hoc Council committee to review and discuss processes and practices related to total
compensation for those positions that report directly to the City Council; and
WHEREAS, the purpose of the ad hoc committee is to review the market definition,
benchmark cities, data collection and analysis methodology regarding salary, retirement,
vacation and other aspects of total compensation; and
WHEREAS, because there are many options and considerations in reviewing these
topics, City Council desires to appoint three Councilmembers to an ad hoc committee to review,
discuss and recommend whether the Council should adopt a total compensation strategy or
policy for City Council adoption, and what such a policy should contain.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS:
Section 1. That the City Council hereby establishes an ad hoc Employee
Compensation Committee to review, discuss and recommend a total compensation strategy
including the market definition, benchmark cities, data collection and analysis methodology
regarding salary, retirement, vacation and other aspects of total compensation to be applied to its
direct report employees.
Section 2. That the City Council hereby appoints Councilmembers ______________,
_______________________ and _________________ to the ad hoc Employee Compensation
Committee.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 5th
day of March, A.D. 2019.
