City Plan - Vision & Big Ideas. (staff: Cameron Gloss; 15 minute staff presentation; 45 minute discussion) The purpose of this item is to update Council on the main ideas and concepts proposed in the 2019 City Plan update. Staff will focus primarily on the draft policy elements that are new, revised, or reemphasized in the document compared to the current iteration of City Plan. Staff will outline the key implementation actions and strategies recommended to support the proposed policy direction. Staff will also share an update on ongoing targeted outreach held since the last Council Work Session in December 2018. 2. Regional Wasteshed Intergovernmental Agreement and Ordinance for Construction Debris Recycling. (staff: Honore Depew; 15 minute staff presentation; 45 minute discussion) The purpose of this item is to discuss an Intergovernmental Agreement (IGA) with Larimer County and other regional partners for solid waste infrastructure proposed in a 2018-adopted Larimer County Master Plan, and to review an ordinance directing all mixed loads of construction and demolition debris to a future County-owned sorting facility. The Solid Waste Infrastructure Master Plan lays out a road map that can help Fort Collins meet its adopted landfill reduction goals. The Larimer County Solid Waste Enterprise Fund has the financial ability to build more than $50 million worth of new facilities without tax revenue or financial contributions from Fort Collins. City of Fort Collins Page 2 The IGA outlines how participating communities can work together to enable infrastructure development by adopting policies and programs in support of waste material recovery facilities. 3. Pilot Program Allowing E-bikes on Paved Trails. (staff: Tessa Greegor, Paul Sizemore; 15 minute staff presentation; 45 minute discussion) The purpose of this item is to seek direction from Council on a proposal to implement a one-year pilot period to allow Class 1 and Class 2 electric-assist bicycles (e-bikes) on City paved trails. This proposal was initiated by recommendations from the City’s Transportation Board and Bicycle Advisory Committee in response to the growing popularity of e-bikes and their potential benefits, and Colorado’s adoption of new e-bike regulations in 2017, which allow Class 1 and Class 2 e-bikes on bicycle and pedestrian paths unless otherwise prohibited by the local jurisdiction (currently the case in Fort Collins). Most other Colorado jurisdictions now allow e-bikes on their trail systems. Following the recommendations from the Transportation Board and Bicycle Advisory Committee, staff formed a cross-departmental team to investigate the relevant issues, determine how other cities are managing e-bikes, develop a proposed framework for an e-bike pilot program, and gain input from associated boards and commissions. The proposed pilot program was presented to nine City boards, commissions and committees; seven have passed recommendations in favor of the implementation of a one-year pilot program to allow e-bikes on paved trails, and the remaining two are expected to take action in early February.  OTHER BUSINESS.  ADJOURNMENT.
