Resolution 2019-014 Making an Appointment to Fill a Vacancy for Councilmember for District 1.
EXECUTIVE SUMMARY
The purpose of this item is for Council to make an appointment to fill the vacant District 1 Council seat.
Councilmember Bob Overbeck tendered his resignation from the Council effective January 1, 2019, as a result
of his recent election to the office of Larimer County Assessor.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Council interviewed eight applicants at its work session on January 2, 2019. The applicants interviewed
included:
• Nathaniel Budd
• Danielle Buttke
• E. John Clarke
• Richard Cress
• Jerry Gavaldon
• Susan Gutowsky
• Jessica Hazlett
• Joseph Somodi, III
The applications for all applicants are attached (Attachments 1-9). A summary of the interviews is also
attached (Attachment 10). Additionally, the video of the interviews can be found at:

On December 18, Council adopted Resolution 2018-129 (Attachment 11), establishing the process for
selection and appointment. Formal notice of the interview date of January 2, 2019 was not provided, although
some of the applicants had been in contact with the City Clerk and were informed of the scheduled interviews.
Two applicants were not informed due to a staff oversight; one of the two applicants did attend and participate
in interviews on January 2, 2019; one did not (Christopher Staten). This was discussed by Council leadership,
and there has been no support indicated for changing from the interview process Council approved in order to
conduct an additional interview. Among the related considerations are:

• Council’s December 18 Resolution adopting the process that would be used to fill the vacancy included the
date Council would be doing interviews;
• The District 1 Vacancy webpage included an information memo and timeline that both included the date
Council would be doing interviews;
• Mr. Staten may choose to provide comments to Council at the January 15, 2019 meeting; and
• Mr. Staten can run for the District 1 seat as part of the April 2019 election.
Despite not receiving an interview, Mr. Staten did submit an application and Council may still wish to consider
his application as part of the January 15, 2019 process.
Public comment is being collected through the following methods:
• Feedback Form on the City’s website
• Emails to Council
• Facebook and Nextdoor
• Written letters
Responses received using the Feedback Form on the City’s website through January 9, 2019 are attached
(Attachment 12). Feedback received by email through January 9, 2019 is also attached (Attachment 13).
No written feedback has been received. Feedback received after January 9, 2019 will be provided in read-
before packets on January 15, 2019. The public will also have a chance to provide feedback as part of public
participation at the January 15, 2019 meeting.
The Mayor has indicated that he will ask Council to use a series of motions to focus the selection process, and
then will ask for a motion to adopt the Resolution. The Resolution contains a blank for Council to insert the
appointee’s name.
If no applicant receives a majority vote, Council may wish to postpone the item to a later date for further
consideration. If an appointment is made, the oath of office will be administered to the new appointee at an
adjourned meeting on January 22, 2019.

Summary of District 1 Vacancy Interviews
E. John Clarke
Mr. Clarke stated he was previously appointed to Council and served as a County Commissioner and he
would be able to move forward with his existing experience in the interim prior to the election. He stated
he has no intention to run for the Council seat in April.
Mr. Clarke discussed his 48 years in Fort Collins and the unique development opportunities in District 1.
He stated he intends to blend with the existing Council for the next few months which will allow the April
election to proceed with a level playing field.
Jerry Gavaldon
Mr. Gavaldon discussed his history as a native of Fort Collins and stated his knowledge of the community
and City politics will enable him to hit the ground running. He stated District 1 has growth, constraints,
and infrastructure opportunities and stated his experience as an HOA president has shown his ability to
collaborate with others.
Mr. Gavaldon stated he would hold frequent listening sessions as a Council member and would always
make his phone number and email available.
Councilmember Summers asked Mr. Gavaldon about Council's impact on economic development. Mr.
Gavaldon replied economic development is the key driver in the community and it should be balanced
with other priorities. He stated Council is the leader in creating a strong economic policy.
Councilmember Martinez asked Mr. Gavaldon what he feels are the most important budget items for the
City and about his opinion on the Keep Fort Collins Great ballot initiative. Mr. Gavaldon replied he has
supported Keep Fort Collins Great; however, he will question whether the proper priorities exist.
Councilmember Stephens asked Mr. Gavaldon how he would deal with an unsatisfied citizen. Mr.
Gavaldon replied he would communicate and listen to the citizen and reach out to staff to enlist their
assistance.
Danielle Buttke
Ms. Buttke stated she has lived in Fort Collins for 7 years and has a strong commitment to community
service. She stated serving through government is one of the most unique opportunities to have long-
lasting and significant impacts on policies that will shape the future. Because she is on active duty, she is
occasionally deployed and therefore cannot run for the office long-term.
Ms. Buttke discussed the impact of climate change on more frequent and severe storms, which therefore
affects our daily lives. She discussed the ways in which local government can affect change and detailed
how her education and background can assist her in serving and evaluating data. She discussed her
family's history in agriculture and noted the importance of addressing the balance between that history
in the community and growth.

Councilmember Summers asked Ms. Buttke to describe the role of economic development in the City.
Ms. Buttke replied the triple bottom line is mutually dependent and innovation has allowed Fort Collins
to become the economic leader of the area. Innovation is needed to address environmental and social
sustainability and those two aspects cannot be addressed without economic sustainability.
Councilmember Martinez asked Ms. Buttke to discuss affordable housing. Ms. Buttke replied she is very
interested in some of the options outlined by City Plan and stated the City has done a good job to ensure
low-income housing is integrated throughout the community. She suggested examining other
communities which have used innovative approaches such as additional dwelling units or tiny house
communities. She also discussed the importance of addressing more alternate forms of transportation.
Councilmember Martinez asked how Council should go about providing affordable housing options. Ms.
Buttke replied building codes and zoning are ways to not necessarily pay for affordable housing, but to
incentivize housing that can address the needs.
Councilmember Stephens asked Ms. Buttke to address some of the unique issues affecting District 1. Ms.
Buttke replied the challenging differences of opinion as to how yet-to-be-developed parcels should be
used, meeting transportation and social service needs, and natural resource issues all face the area.
Susan Gutowsky
Ms. Gutowsky stated she and her family have lived in the same house in Fort Collins for nearly 40 years,
and while growth is inevitable, it can be managed. She stated District 1 is unique and she views this
opportunity as a way to continue her service. She discussed the similarities between her service on the
School Board and Council. She stated her skill set in areas such as diplomacy, collaboration, consensus
building, dealing with people, and having realistic expectations of time commitments will allow her to dig
in and begin Council work.
Ms. Gutowsky stated she would plan to run for the Council seat in April and as she has previously run two
successful campaigns, she is aware of what that takes. She stated partnerships and sharing resources are
essential and she has huge respect for the assistance of staff.
Councilmember Summers asked Ms. Gutowsky to describe the role of economic development in the City.
Ms. Gutowsky replied the emphasis on vocational education is going to feed the City's workforce. She
also noted an excellent school system attracts home buyers thereby positively impacting economic
development.
Councilmember Stephens asked Ms. Gutowsky to describe the unique challenges of District 1. Ms.
Gutowsky replied the diversity of the district, traffic and congestion, and ensuring good development are
unique aspects of District 1.
Councilmember Martinez asked Ms. Gutowsky to address affordable living in Fort Collins. Ms. Gutowsky
replied City leaders have done an excellent job at being visionary; however, Fort Collins is not affordable.
She discussed the importance of sustainability and commended the City's efforts to provide broadband
service.

Jessica Hazlett
Ms. Hazlett stated she is a recent graduate of the City Works 101 class and stated the small businesses in
the Old Town area of District 1 are vital to the community. She discussed forming a group called the
Volunteer Fight Club noting the importance of social media and public engagement.
Councilmember Summers asked Ms. Hazlett to describe the role of economic development in the City.
Ms. Hazlett replied partnerships with the Chamber of Commerce and the Small Business Development
Center would be critical as would ensuring small businesses continue to thrive.
Councilmember Stephens asked Ms. Hazlett to describe some of the unique challenges facing District 1.
Ms. Hazlett replied homelessness and mental health issues are unique issues facing Old Town.
Nathaniel Budd
Mr. Budd stated he is extremely passionate about Fort Collins since he attended college at CSU. He
discussed his experience as Vice President of the Neighbor-to-Neighbor organization which deals with
homelessness and as President of the Gardens on Spring Creek Board. He stated it is important to ensure
individuals with the largest future in the community have a strong voice.
Mr. Budd stated his previous experience in running for Council has allowed him to begin engaging with
the public and stated it is important for Council to engage in a robust dialogue to foster the right types of
questions to be answered. He stated staff members are truly experts and he would hope to leverage his
access to them to help answer important community questions.
Councilmember Summers asked Mr. Budd to describe the role of economic development in the City. Mr.
Budd replied economic development will need to play a critical role in Fort Collins' future. He discussed
the importance of utilizing regional advantages in providing job opportunities.
Councilmember Martinez asked Mr. Budd to address homelessness and multi-cultural issues in District 1.
Mr. Budd replied the City has done a good job in utilizing the Land Bank and incentivizing affordable
housing stock. He noted housing affordability is not a transient issue and stated long-term community
residents are beginning to feel squeezed out of the City.
Councilmember Stephens asked Mr. Budd to describe unique challenges facing District 1. Mr. Budd
replied the Vine and Lemay intersection, mix of utility services, annexation of the Mulberry corridor,
transportation issues, and identifying areas of opportunity for higher density development are unique
issues of District 1.
Joseph Somodi III
Mr. Somodi stated the people of the community have motivated him to want to serve in a more
meaningful way, including residents who are experiencing homelessness, seeking affordable child care
and housing, and who are working to overcome mental health issues. He stated accurate representation
means knowing the challenges of the community and discussed his 20 years of diverse small business

experience. He stated he has strong negotiation skills, is passionate about crafting responsible budgets,
is hungry to expand knowledge and make decisions that will lead to a healthy and thriving community.
Mr. Somodi stated he has already declared his intent to run for the Council seat in April and has already
begun public engagement. He stated he is on the Board of the Family Center, La Familia, is working with
Imagine Zero, a suicide prevention organization, and remains connected with the Human Relations
Commission since he left his position in 2017.
Councilmember Summers asked Mr. Somodi to describe the role of economic development in the City.
Mr. Somodi replied Council needs to make some bold decisions and noted there is clearly a gap in the
community needs. He stated high-density zoning needs to be further researched as it can help with
affordable housing, decrease stress on transportation, is environmentally friendly, and helps small
businesses thrive. He discussed the importance of ensuring small businesses continue to thrive and
ensuring Fort Collins is desirable for long-term careers.
Councilmember Stephens asked Mr. Somodi to address unique issues with District 1. Mr. Somodi replied
growth is a great opportunity and discussed the way the new whitewater park was developed to ensure
environmental and economic success.
Councilmember Martinez asked how Mr. Somodi views the planned Police training facility and how he
feels about making Police Services a higher budget priority. Mr. Somodi replied the Keep Fort Collins
Great tax does allow for a great deal of necessary police programming; however, it is necessary to
compensate for the City's growth. He stated the new Police training facility makes the area more
attractive to new talent. He stated he has no negative feelings about the Police force; however, he is
concerned about ensuring the size of the force and facilities are adequate for the population.
Richard Cress
Mr. Cress stated the timing is correct for him to take on this position as he has recently retired and moved
full-time to Fort Collins. He discussed his history of owning a small business and interacting with others.
Councilmember Summers asked Mr. Cress to describe the role of economic development in the City. Mr.
Cress replied Fort Collins is in a great place economically and has grown quite intelligently. He suggested
District 1 may eventually be too large for one Council representative.
Councilmember Stephens asked Mr. Cress to describe unique issues facing District 1. Mr. Cress replied
controlled growth is a main issue but commended the work of the City thus far.
Councilmember Martinez asked Mr. Cress to describe ways to improve relationships with CSU, Poudre
School District, and Larimer County. Mr. Cress replied the City seems to have a good relationship with the
County and CSU and it is important to keep those relationships viable.

good of the entire city, it is also important that this vacancy be filled by someone who is
articulate, knowledgeable, and intelligent. This seat will be re-filled in April by an elected
Council member. I appreciate the perspective that the replacement you select will have
an incumbent's advantage and therefore I like the idea of selecting a temporary council
member who is not planning to run for the seat in April. For these reasons, Danielle
Buttke is unquestionably the most qualified and appropriate replacement for the District

58 I think it's important to have a forward-thinking City Council. Fort Collins has benefited
greatly from it's progressive decision making over the last 20 or so years and I want to
see that continue. I also think it's important to have people on the City Council that will
work to achieve the Fort Collins Climate Action Plan. Finally, I believe a focus of the City
Council should be to promote economic and cultural diversity in Fort Collins.
59 I'd like to express my support for Joe Somodi despite the fact I do not live in Fort Collins.
However I have known Joe for almost a decade and I believe his unique lens on life
would enhance any community and its governing council. He is constantly a steady force
when forces around seem to be chaotic - as it often does in today's highly polarized and
opinionated society. He listens - deeply - to all sides and can clearly see the real issues
at hand. He allows people to feel heard and thus appreciated and valued. While I don't

2 Sorry don't have the time for 9 sets of pros and cons. I thought Susan Gutowsky looked
like the strongest candidate in terms of experience and ability to consider all facets of
issues before making a decision.
3 All that interviewed come with different strengths but to best fill Bob Overbeck's seat,
Danielle Buttke fits the bill. She seems to be the most closely aligned with Councilman
Overbeck's views and leadership style, which is what the voters chose in 2017. The rest
of the candidates if they so choose can run in April to win District 1's favors.
5 Nathaniel Budd already won over 43% of the District 1 voters in a previous election
against the incumbent, Bob Overbeck. I would respectfully encourage you to give this
young man the opportunity to serve the remainder of Bob's term. He reached out to
most of my neighbors, unlike any of the other applicants. We do not want Mr. Somodi or
another who has only lived here for four years representing District 1. Nor do I want Mr.
Clarke who did not respond directly to questions last night and appears to rest on his
laurels. As for the other applicants, several come to the table with special interests or
narrow experience. I am certain one applicant cares about education, but we need a
representative with broader experiences, not just years serving on a particular board.
Your decision should not be based on who gets along with you or knows you. It should
be based on who will best represent the varied interests of this large district. At least Mr.
Budd can connect with the younger folks in this city and perhaps encourage them to be
more involved and get out and vote.

6 Based on my personal interactions with Jerry Gavaldon, he does not possess the
qualities or characteristics that are needed to perform successfully as a City
Councilmember. As a service provider in this community I have witnessed and endured
the "Wrath of Jerry". He has let me know that I'm worthless on many occassions because
he didn't approve of how I addressed him. The title "Sir", is generally found to be
professional and respectful, but apparently Mr. Gavaldon does not agree. While he visits
our business on a monthly basis, I may personally provide service to him 1-2 times per
year and he expects me to remember exactly what he wants and how to specifically
address him. His behavior is completely unreasonable and disrespectful.
7 I think Nathaniel Budd ran a very strong campaign to represent District One (my district)
in 2017. He made a sincere effort to connect with voters, and he has reasonable,
measured policy positions and vision for Fort Collins. He will bring a diverse perspective
to Council and I believe will represent District One well. In the 2017 election I thought
that Bob Overbeck was disinterested in his own re-election and did not try to court my
vote; I strongly believe he only won re-election due to name recognition. I'm also
interested in John Clarke's proposal to serve in the interim so that the April election will
be an even playing field among all candidates. If Mr. Budd is not appointed, then I
support Mr. Clarke's appointment specifically due to his commitment not to run for the
permanent seat in April.
10 Only Nate Budd has a name that is familiar to me and was someone who I could
recognize as a caring and interested citizen. I know Nate ran in a recent election for
District 1 and it seemed to be a fairly tight race with Bob Overbeck. Nate made sure to
engage with citizens throughout his election efforts and seemed to really care about
District 1. Bob had popular support at the time, but it seems natural that Nate could step
in with his absence.
11 I value experience in public service and the community, as this appointee will not have a
lot of time for "training wheels" in order to effectively serve during their time on the
council. While some are involved in community projects, I can only find one who is
currently a public servant: Susan Gutowsky. I believe that is her greatest strength in this
case.
12 I would be fine giving most of these candidates the opportunity. Personally I have
whittled the list down to: Danielle Buttke, Susan Gutowsky and Nathaniel Budd (in no
particular order) based on the characteristics/attributes I listed above. Thank you for
your service and consideration.
13 Nate Budd was a very good canidate and was supported by the realtor community
previously. He would be a good candidate for proper growth and sound business
decisions.

15 For most of the candidates, I feel they are passionate for the City of Fort Collins, well
spoken, and have an understanding of the role of City Council. I feel Nate Budd stood
out as a leader from the rest with his direct and knowledgeable response to the
questions. He knows the interworking of the city and what it is currently facing.
17 Jessica Hazlett has my vote. It would be great to have some new, fresh ideas on the
council
19 I appreciate John Clarke's offer to sit on City Council to "level the playing field" for the
candidates who plan to run for the seat in April. This may help the candidates running for
the seat but works against the voters of District 1. Having candidates on the Council for a
few months gives voters the chance to see how the candidate interacts with constituents
and the other City Council members. Appointing Council Members who do not plan to
run for the seat in April is inefficient. Voters need all the information possible to make
their selection for City Council. Please consider not appointing John Clarke, Danielle
Buttke and any other applicant who stated they do not plan to run for the seat. Susan
Gutowsky has the a great deal of community and education experience. She has run for
office and services on the PSD Board. She is accustomed to interacting with the public.
20 I believe Jessica Hazlett has her finger on the pulse of this city. She is young, civil-service
minded, a musician, and supporter of the arts. Her limited experience is a positive, in my
opinion, and I expect her learning curve will be short. I am very excited to have her
represent our district and city.

21 John Clarke has written numerous op-eds in the local paper and while he managed to
say very little in his interview, he clearly does not exhibit the philosophy or policy
perspectives that Overbeck was elected to bring to council and therefore would not be
an appropriate choice. Jerry Gavaldon also does not exhibit the philosophy and policy
perspectives of District 1 voters and he was not able to express himself articulately. He
intends to run for the seat in April. He would not be an appropriate choice. Danielle
Buttke was able to clearly and eloquently express a perspective and policy agenda that
is similar to that of Bob Overbeck. Her science background would be indispensable. She
has stated she will not run for the seat in April. She is the best choice for this seat. Susan
Gutowsky would also be a good second choice. Her philosophy and policy perspectives
would appear to align with that of the district and she has experience in an elected office.
Since she intends to run in April she would not be the best choice. Jessica Hazlett did not
express perspectives on the issues of neighborhood quality of life and environmental
quality that would seem to align with District 1. Her prior comments to council on
homelessness do not align with the concerns of many in the neighborhood. These
perspectives and her intention to run in April make her a poor choice. Nathaniel Budd
was rejected by the voters of District 1 and has espoused positions that are not aligned
with the District or the best long-term interests of city residents. He intends to run in April
and would be a poor choice as an appointed council member. Joseph Somodi
expressed an unfounded belief that density is the answer to housing affordability. This
perspective is at odds with neighborhood continuity and livability. He stated that he has
already begun to campaign for the April election, he should not be selected. Christopher
Staten was not interviewed (an apparent no-show?) but his application materials state
that he wants to "manage the city's brand" to attract business opportunities. This city
does not need to attract more people. Growth is our most pressing problem. His
intention to run is unknown, but his policy perspective is not aligned with District 1, he
would not be a good choice. Richard Cress seemed to just see this as "something to
do…" His opening statement and responses to questions were almost flippant. He did
not express any relevant interest in any of the many issues facing the city. He would not
be an appropriate selection.
22 I am a candidate in the April 2 election for the District 1 council seat. I did not participate
in the interim app't process because my voter registration was in Park County until last
March because I was an elected official serving 10 years on a metropolitan district.
Given two qualified candidates who are willing to serve only for the interim 2.5 months, I
think the residents would be best served it you select one of these two. This would allow
the District 1 election to be an even playing field with no advantage to any one person,
and no disadvantage to the others. It is reasonable to assume that your selection will
signal a judgement that one person is the "best" and others less so. Lets the voters make
this judgement in light of two qualified candidates with no aspirations of entering the

24 Jerry Gavaldon has the best work ethic, he is a long time resident and is always willing to
help Fort Collins residents. He doesn't hesitate to get involved with city projects and
looks for what's best for the residents and city government. Jerry is very trustworthy and
is well known in the community.
26 After watching the interviews, I decided that Danielle Butke would be excellent as the
interim. She is savvy and will not be a candidate. If she is not selected, I would select
either Susan Gutowsky or Nate Budd. Both bring experiences well-related to governing
and, while they have particular areas of interest and expertise, they view the whole
exceedingly well. I've known and worked with both on various projects and would feel
comfortable their decision-making processes. Both have the highest integrity. Nate
brings the connection with CSU and community non-profits. Susan brings a PSD
perspective as teacher and board member. John Clarke has served the community well,
but I'd like a fresh perspective. The others should be thanked for stepping up, but each
seemed to have a particular focus. I prefer those who have broader perspectives. I
should note that we live in the GMA, are retired, and for many years had a business
housed in Fort Collins. Fort Collins provided us the best life we could have imagined.
27 Jessica Hazlett would be an amazing person to fill the role. She is not only passionate
about anything she puts heart heart into, she also keeps her word and follows through.

consistently demonstrated that he is committed to the betterment of individuals as well
communities both large and small. He is a deep listener with exceptional compassion,
never backs down from a challenge, is a creative problem solver, and a lover of life and
humanity from all walks. I believe he is the right voice for right now. His 20 Years of Small
Business Experience make him the best choice, and I know him to be thorough and
pragmatic in his decision making. Ever since Joe moved to Fort Collins, he has been
deeply connected and dedicated to the diverse and rich fabric of the community.
36 Joseph Somodi III is the absolute personification of the traits I mentioned above. I came
to know Joe through his spouse who has been a dear friend of mine for almost 40 years.
Joe accepted me as a client when I hired him to help me train/prepare mentally and
physically for a 500-mile European hike in 2016. I was so impressed by his
professionalism and the highly effective, practical plan he developed for me. Joe is an
intelligent, kind, and strong leader who has quickly come to understand the joys and the
challenges of Front Range living. I remember when Joe and his family chose Fort Collins
as their home. It was a thoughtful and deliberate choice, based not only on what the city
could provide to them, but also for the energy and commitment he and his family were
excited to bring to Fort Collins. Although new to Colorado, Joe is adaptable, considerate,
and no-nonsense. He'll bring fresh ideas and an understanding of urban and suburban
living to the Council. His natural charm will make him well-suited to represent values of a
diverse Fort Collins community. I highly recommend him to you for District 1 City
Councilmember.

I'm a CPA in town at Plante Moran. I have known Joe now for 2 years. He's a neighbor
and a good friend. Joe always asks amazing questions, is an excellent listener, does his
research, and welcomes all points of views! Please choose Joseph Somodi! He's the
right choice for right now!

does his homework. He follows through with an issue until it is resolved. As president of
the HOA, he is in charge of notifying hundreds of residents of issues in a timely manner,
and presides over the annual HOA meetings thoroughly yet concisely. In my experience
he has been fair and responsible. I believe his thoroughness and hard work would be an
asset to the Fort Collins city council. His ability to hear and understand multiple
viewpoints speaks to his ability to contribute to the council.

65 I will only give feedback on those I know. Nate Budd - balanced candidate, was an
excellent choice when he ran 2 years ago. Very thoughtful on decisions. John Clarke -
great experience, but has he been out of the loop for too long? Jerry Gavaldon - activist,
very narrow view of the City. Doesn't seem too smart, either. Susan Gutowski - could be
a good choice, but not too sure on her experience with city politics. Don't know the rest,
which, since I do keep an eye on city politics, says they are not involved, which is not a
good thing. I want someone knowledgeable of council's duties & past experiences.
66 I would highly recommend Sue Gutowsky as I have known her for a long time as a friend,
neighbor, fellow educator, PSD School Board member, and one who is active in political
events. I have always respected her as a person and as someone I can trust to be fair to
others, listens to diverse viewpoints, has plenty of energy for the task, has shown her
expertise serving on the School Board, and one who could easily step into the position
without a steep learning curve. Sue easily fills all the attributes I listed above. I do not
perceive any limitations choosing Sue as a Council member.

City Council, Happy New Year, and I hope this note finds you well. This is Dr. Patrick
Rishe (www.patrickrishe.com), and I'm a Professor of Economics and the Director of the
Sports Business Program at Washington University in St. Louis...a Top 20 university
nationally. I also write for Forbes, have run a sports consulting practice since 2000, and
am the recent author of a book on leadership and strategy in the sports industry...which

recently learned that my friend of nearly 25 years, Joe Somodi, is running for the
vacated seat in District 1. Mr. Somodi and I became acquainted in college at Binghamton

community, as it appears to be a wonderful place to live/work/play. But I'd be even

I am writing to you as someone who has personally worked beside Susan Gutowsky. I am a fan of her dedication to any requested task and her
willingness to serve others. Susan has been an active Board Member for Project Smile since the origination of our organization, several of those years
while she was still working on the school board. She is an able and dependable leader and gave great support to the mission and activities surrounding
our work at Project Smile.
Our Board Members are asked to help out in many different ways and at many different functions. She was comfortable working with kids and their
parents as well as sponsors and donors to our cause. We counted on her to volunteer at our dental/vision screenings, helping putting together the
"goodie bags" of dental supplies for the school kids and working to organize and participate in our fundraiser events.

It is with mixed feelings that I write you a letter of support for Susan Gutowsky as she seeks to fill the
vacated Fort Collins City Council District 1 seat. Should the PSD Board of Education lose Susan for
the remainder of her term, we will find ourselves in a pinch to replace her thoughtful leadership, her
meaningful experience, and her eloquent demeanor. However, I would ultimately feel quite good
should she be given the opportunity to continue her life-long commitment to serving our
community. Susan is deeply caring, passionate, and willing to advocate and lead.
I recently nominated Susan for a McGuffey Award through the Colorado Association of School
Boards (CASB) which she did receive. As part of what I wrote for the nomination, and which was
read out loud in front of the entire Regional Conference, I stated, “In those seven years on the PSD
Board, Susan has modeled a dignified eloquence at all the right times, a thoughtful but determined
attitude that has helped drive improvements across the District, a passion for networking and
creating community connections to the school district, and a willingness to step forward and take on
board leadership.” I think these comments capture Susan’s role on our elected school board. I fully
expect Susan will bring these attributes to the Fort Collins City Council in a way that will contribute
to collaborative engagement, provide positive bearing and thoughtful words in the course of
discussions, and add to the overall decision making process.
Over the course of Susan’s terms on the PSD School Board, she has been central to some important
changes to the system. An example of this was when she championed the idea of adding
“Connections” as one of the District’s four major themes within it’s stated Ends. This deceptively
simple end has turned out to be truly novel and innovative and is changing the way the District
works to educate students in ways that are proving to be quite impactful. This is the type of work I
will expect the Fort Collins City Council to benefit from with Susan Gutowsky’s membership.

I am writing in support of Susan Gutowsky’s interest in filling the vacant position for District 1 on the
City Council. I believe Susan has the interest and abilities to significantly contribute to the work of
the City Council.
I met Susan approximately 3 years ago when we both participated in a day-long strategic planning
session for the Poudre School District and the Poudre School District Foundation. It was apparent
early on that she has a sincere interest in making our community better. Her comments throughout
that day struck me as involved, engaged, and intently looking for better ways for the Foundation and
School District to work together.
In April of 2018, I was hired as the Executive Director of the Poudre School District Foundation and
have since worked more directly with Susan in her various roles with our organization. Susan is an
ex-officio member of the Foundation’s Board, the Chairperson of the Excellence In Education Awards
event hosted by the Foundation to provide recognition for outstanding educators, and a member of
the Board of Education.
Our Foundation is in the middle of re-envisioning our “big why” and we have navigated countless
conversations related to “the way we have always done” v. “what should we do now”. These
conversations aren’t usually easy for board members and some become entrenched in one way or
the other, while other members may hide and wait to see how the conversation turns out. Not
Susan. On many occasions I have witnessed her politely sharing her opinion as to why we used to do
things a certain way and then share why things in the “new way” may make sense. She has the vision
to be able to blend the good from the past with the potential for the future. I truly value the
leadership ability to value the past, envision the future, and then invite others to see potential. She
has this ability in spades.
Because of our work together, we have had several discussions around creating opportunities for
those that could use a hand up (not a handout). I believe her to be truly entrenched in her desire to
utilize her efforts and abilities to help others succeed. Another trait of hers that I admire.
Susan is friendly (even in disagreement), passionate about our community, gracious to others, and
committed to making a difference in our community through her involvement. I imagine her
interests, abilities, and skills would be a welcome addition to the City Council. Her abilities to
communicate and collaborate may prove even more valuable to this City Council, given that the
remainder of the term is only a few short months.

Susan when she was running for the School Board and she reached out to me in an effort to
gain information about the needs of Hispanic and Immigrant children in our community. I
grew up in Fort Collins, attended PSD schools, worked at the Family Center for 4 years as a
parent educator for Spanish speaking parents and have worked as an Immigration Attorney in
Fort Collins for the past 16 years. I am a volunteer in PSD schools and with several
community organizations. I am a parent, property and business owner, and my immediate and
extended family live in Fort Collins. I was encouraged when Susan reached out to me at the
beginning of her tenure with PSD and she did not disappoint me during her time on the
Board.
Susan has a deep knowledge of the Fort Collins community and a heartfelt desire to serve that
community. She takes the time to educate herself and seeks the input of constituents and
stakeholders in the issues that come before her. As our city grows and we see an influx of
newcomers, it is important that someone speak for the members of our community with a less
powerful voice, and I believe that Susan is that person. I know that you share a desire to see
the benefits of living in this beautiful city extend to all of our residents and having Susan on
the Board will help you to ensure that we all thrive as our city continues to grow and change,
and that no members of our community are left behind.
I also believe that it is important that the membership of the Board reflect the residents of our

Dear Fort Collins City Leaders,
It is with great enthusiasm that I take a moment to share my thoughts with you about
Susan Gutowsky as you consider her application to serve on the Fort Collins City
Council. I have had the honor of knowing Susan for many years as an educator and
as a school board member and her impressive service compels me to connect with
you on her behalf.
No doubt you receive numerous emails singing the praises of what makes each
candidate the best choice and I am sure they are all accurate. Fort Collins is an
exceptional place to live filled with many visionary and thoughtful leaders.
Let me tell you what makes Susan different. Susan has the most pure agenda you
could ever desire from someone serving in public office; she only wants to make Fort
Collins a better place for people to thrive and to enjoy a great quality of life that is
accessible to all. Susan does not seek office to fight for her own isolated priorities,
she seeks office so she can listen and represent the priorities of the community.
Susan is not motivated by power, she is motivated by purpose. Susan's 8 years
on the Poudre School District School Board are proof positive that she is a thoughtful
listener, fair in her decision making, tenacious in her dedication, and steadfastly
committed to the greater good.
We are living in uncertain and decisive times. Unfortunately, people have become
cynical about the integrity of leaders and are reluctant to believe that their voice truly
matters even in Fort Collins where we have wonderful representation. In Susan
Gutowsky you will have a council member who will open doors and who will help to
enhance the communities faith and trust in government. Susan's presence on city
council will provide inspiration to her fellow council members and hope to her
community. The Fort Collins community will know that their voice matters.
I am so glad that Susan with her vast talents, impressive knowledge, and
compassionate heart knocked on your door. Please welcome her in as a member of
City Council.

RESOLUTION 2019-014
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN APPOINTMENT TO FILL A
VACANCY FOR COUNCILMEMBER FOR DISTRICT 1
ON THE FORT COLLINS COUNCIL
WHEREAS, a vacancy for Council District 1 was created by the resignation of
Councilmember Bob Overbeck effective January 1, 2019; and
WHEREAS, the Charter of the City of Fort Collins provides that the City Council shall
fill such vacancy by appointment within forty-five days, and that the appointed Councilmember
shall serve until the next regular election, when District 1 voters will elect a Council
representative for a four-year term; and
WHEREAS, the Council has carefully considered a number of applications received from
qualified District 1 residents to fill such vacancy and has interviewed such applicants; and
WHEREAS, the City Council desires to appoint _____________ to fill said vacancy on
the Fort Collins City Council to serve until the District 1 voters elect a representative at the April
2, 2019, regular municipal election, and the elected individual has taken office.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that _______ is hereby appointed to fill the vacancy created by the resignation
of Councilmember Bob Overbeck and to serve as District 1 Councilmember on the Fort Collins
City Council until an elected representative for District 1 has taken office following the April 2,
2019, regular municipal election.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
15th day of January, A.D. 2019.
