SUBJECT
Resolution 2019-021 Making Council Liaison, Council Committee and City Representative Appointments to Fill
Vacancies Left by the Resignation of Former Councilmember Bob Overbeck.
EXECUTIVE SUMMARY
The purpose of this item is to fill the vacant Councilmember Liaison roles for Boards and Commissions/Council
Committees and other organization assignments to various authorities, boards and committees due to the
resignation of former Councilmember Bob Overbeck.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
This item is for Council to appoint replacements for former Councilmember Bob Overbeck to various board and
commission liaison assignments and Council committees and other representative roles. Most, if not all, of
these appointments were made on May 23, 2017, through Resolution 2017-049. Councilmember Overbeck
submitted a letter of resignation on Friday, December 7, 2018, effective January 1, 2019, having been elected
to serve as Larimer County Assessor beginning on January 8, 2019.
This Resolution appoints Councilmember Susan Gutowsky to serve in the role as Council Liaison to the
following boards and commissions: Golf Board, Human Relations Commission, Natural Resources Advisory
Board, and the Parking Advisory Board.
This Resolution also appoints Councilmember Susan Gutowsky to serve in the role as Council Representative
to the following Council Committees: Election Code Committee, Legislative Review Committee and Library
Trustee Selection Committee.
In addition, the Resolution appoints Councilmember Susan Gutowsky to serve in the role as the alternate
Council Representative to the Downtown Development Authority and the North Front Range Metropolitan
Planning Council (MPO).
This Resolution also appoints a replacement Councilmember on the Colorado Municipal League Policy
Committee. A blank has been left to be filled in with the name of the appointed Coucilmember.

MAKING COUNCIL LIAISON, COUNCIL COMMITTEE AND CITY REPRESENTATIVE
APPOINTMENTS TO FILL VACANCIES LEFT BY THE RESIGNATION OF FORMER
COUNCILMEMBER BOB OVERBECK
WHEREAS, on December 7, 2018, former Councilmember Bob Overbeck submitted a
letter of resignation effective January 1, 2019, and upon his resignation vacated appointments as
Council Liaison to the Golf Board, Human Relations Commission, Natural Resources Advisory
Board, and the Parking Advisory Board for the City of Fort Collins; and
WHEREAS, former Councilmember Bob Overbeck also had been on the Election Code
Committee and the Legislative Review Committee, and was the appointed Council
Representative on the Library Trustee Selection Committee, the Colorado Municipal League
Policy Committee, the Poudre Heritage Alliance Board, the Colorado Municipal League Policy
Committee, and was the appointed alternate on the Downtown Development Authority Board
and North Front Range Metropolitan Planning Council (MPO) for the City of Fort Collins; and
WHEREAS, on January 2, 2019, the Council adopted Resolution 2019-005, appointing
Councilmember Ross Cunniff to the Poudre Heritage Alliance Board; and
WHEREAS, the City Council desires to make replacement appointments to serve as
Council Liaison to the Golf Board, Human Relations Commission, Natural Resources Advisory
Board, and the Parking Advisory Board for the City of Fort Collins; and
WHEREAS, the City Council desires to make replacement appointments to serve on the
Election Code Committee, the Legislative Review Committee, the Library Trustee Selection
Committee and the alternate on the Downtown Development Authority Board, the Colorado
Municipal League Policy Committee and North Front Range Metropolitan Planning Council
(MPO) for the City of Fort Collins; and
WHEREAS, on January 15, 2019, Council adopted Resolution 2019-014, appointing
Susan Gutowsky to serve in the District 1 Council seat vacated by Bob Overbeck.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS, as follows:
Section 1. That Councilmember Susan Gutowsky is hereby appointed to serve in the
following Council Liaison, Committee and representative appointments:
- Council Liaison to Golf Board
- Council Liaison to Human Relations Commission
- Council Liaison to Natural Resources Advisory Board
- Council Liaison to Parking Advisory Board
- Election Code Committee

- Legislative Review Committee
- Library Trustee Selection Committee
- alternate on the Downtown Development Authority Board
- alternate on the North Front Range Metropolitan Planning Council (MPO).
Section 2. That ________________ is hereby appointed to serve as the Council’s
representative on the Colorado Municipal League Policy Committee.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 5th
day of February, A.D. 2019.
