Daggett, Legal SUBJECT Resolution 2019-018 Making Appointments to the Air Quality Advisory Board, Commission on Disability, and the Cultural Resources Board of the City of Fort Collins. EXECUTIVE SUMMARY The purpose of this item is to appoint individuals to fill vacancies that currently exist on the Air Quality Advisory Board, the Commission on Disability and the Cultural Resources Board due to resignations of boardmembers and vacancies created upon expiration of terms of members on December 31, 2018. Applications were solicited in December and January. Council teams interviewed applicants on January 17, 2019. This Resolution appoints individuals to fill current vacancies and expiring terms. Staff continues to seek applicants for the Building Review Board and the Parking Advisory Board. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION This Resolution makes appointments to fill vacancies from resignations and expired terms. Jakob Lindaas is being recommended for appointment to the Air Quality Advisory Board to fulfill the position left vacant by the resignation of Christopher Wood on January 29, 2019. Terry Schlicting is being recommended for appointment to the Commission on Disability to fulfill the position made vacant by the resignation of Rustin Hughes on January 10, 2019. Jennifer Zidon is being recommended for appointment to the Cultural Resources Board to fulfill the position made vacant due to the resignation of Stephen Sorenson in August 2018. These terms will begin immediately on February 5, 2019. Names of those individuals recommended to fill vacancies and expired terms have been inserted in the Resolution with the expiration date following the names. ATTACHMENTS 1. I would like to apply my knowledge of air quality science towards making Fort Collins an even better, healthier, and more welcoming place to live. Additionally, I am interested in learning about the interface between science and public policy. Yes No If yes, please share your experience: I've spoken to Arsineh Hecobian, whom I know personally and professionally through my work in the CSU Department of Atmospheric Science. She told me a little bit about the types of activities undertaken by the Air Quality Advisory Board and piqued List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this board or commission: Via my graduate research in the atmospheric sciences, I have a comprehensive understanding of the science behind several major air quality issues. I am adept at analysis and visualization of diverse datasets, and effectively communicating complex insights. I have active interests in creating healthier and happier communities, and in improving the interaction between ATTACHMENT 1 Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Exceeding the ozone standard during summer is the specific air quality issue that most significantly affects Fort Collins. The Air Quality Advisory Board and City of Fort Collins have rightfully spent a lot of time and effort in this area. I would like to see discussion on more interdisciplinary solutions to reducing emissions, such as encouraging fewer VOC emissions and less water use by planting different types of vegetation and/or xeroscaping in residential lawns and even greater support for biking and public transportation in the community as a means to reduce traffic emissions. 2) The Air Quality Advisory Board might place focus on how the city might best communicate its air quality initiatives to the general population. The City runs very innovative air quality-related programs such as the Healthy Homes initiative and the lawn equipment rebate program. While many of these programs are accessible to both homeowners and renters, I see an opportunity for the AQAB to brainstorm ways for the City to reach out to renters, specifically students and young people. One way to do this is to leverage graduate student networks to disseminate relevant information and opportunities. 3) Climate action on air quality is an issue the Air Quality Advisory Board should place continued focus on. Specifically I think that Fort Collins needs to continue to be proactive in setting, following, and reviewing climate action goals, and to continuously improve the rationale for doing so. I am particularly concerned with the impacts future more frequent or intense wildfires might have on Fort Collins, and to be concerned with the confluence of growing population and local economy (meaning more anthropogenic emissions) with hotter summers, likely magnifying our existing ozone problem. I have been a member of the commission on disability, For over a decade and I would like to continue serving. I am very passionate about issues that affect community members with disabilities here in Fort Collins. Yes No If yes, please share your experience: As stated earlier, I have been a member of this commission for over a decade. List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this board or commission: As I stated earlier, i have first hand experiences with the challenges that community members with disabilities face on a regular basis. I have been a wheelchair user my entire life. I also have worked in the field of social justice for well over a decade now. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Public transportation- To begin with, the public transportation paradigm must shift from something that is utilized based onsocial class, which at times I feel is the lens with which it is viewed. Public transportation is the conduit that facilitatesaccess for all. We have made great strides in the last decade with the addition of the Max and expanded night service butmany gaps remain, especially transportation on a regional level. Population growth is coming whether we like it or not andwe must have infrastructure in place to support it. 2) Mental Health/Medical care- This is a topic that we often discuss but rarely come to a consensus on how to address theissue. There are a variety of issues surrounding the barriers related to access of mental healthcare, but until we cancome together acknowledging individual viewpoints while also recognizing that this is not something to be swept underthe rug. This is also an issue that affects everyone and it needs to seen from that lens. 3) Cost of living/affordable housing- as stated above, I don't want our community to become exclusive to those who canallocate outside resources for procurement. Our jobs need to sufficiently support a reasonable quality of life. This acontinued issue that I have observed in hiring processes at CSU. I have served on search committees where highlyqualified candidates are identified and offered positions only to have to turn them down due to affordability and access tohousing. I am a fierce advocate for arts & culture and believe that it is a great driver of our local economy. I have been an artist and an arts administrator in Fort Collins for 15 years. I have a unique mix of education and experience to inform this board. Have you attended a meeting of the board or commission you are applying to or talked to anyone currently on the board? Yes No If yes, please share your experience: I have attended two board meetings in the past. I have not talked at these meetings but rather just observed. I have also spoken to Jack Rogers of the Lincoln Center regarding this open position. He has been encouraging and knows that I am interested List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this board or commission: Strategic Development, Community Partnerships, Program Development/Implementation, Community Engagement, Written Commun Verbal Communication, HR and Training, Project Management, Non-profit Management, Business to Business Partnerships, Social Media, Word/Excel, Power Point, Grant Writing and Research, Donor Relations, Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Under the FOCO Creates initiative the master plan states a "need to focus on equality, inclusion, and access both for artists/creatives and the community as a whole." I believe inclusion is extremely important to a cultural resources board supported by tax dollars. All citizens are paying into these programs and should benefit as many people as possible regardless of age or ability. The board should address this issue by encouraging and funding creative programs that support marginalized and disenfranchised populations, especially reaching out to schools/communities serving these populations. 2) Also the FOCO Creates Initiative states that "there should be arts and learning experiences for residents of all ages." Art and being creative is a human characteristic and a basic need. There are countless benefits from being creative and feeding that human need in individuals of all ages. With all these benefits, it is important to offer these creative experiences to all of our citizens. The board should be open to all programs and projects the serve our community members throughout their lives. Having programs that benefit only a certain demographic hinders the progress of a whole society. 3) Finally, "there should be more arts opportunities in every neighborhood." Knowing that creativity has a wide variety of benefits not only for the individual but also for a community, providing arts opportunity in every neighborhood would not only benefit the individual person but it would also benefit our community as a whole making those neighborhoods safer, giving its citizens pride in their community, and overall creating a sense of belonging. Supporting arts opportunities in a wide variety of neighborhoods through the Fort Fund Grant or other grants will benefit all of Fort Collins.
