SUBJECT
Resolution 2019-011 Making Appointments to Various Boards, Commissions, and Committee of the City of
Fort Collins.
EXECUTIVE SUMMARY
The purpose of this item is to appoint individuals to fill vacancies that currently exist on various City boards,
commissions, and committees due to resignations of board members and vacancies created upon expiration of
terms of members. Applications were solicited during the fall into January. Council teams interviewed
applicants in January. This Resolution appoints individuals to fill current vacancies and expiring terms. Staff
continues to seek applicants for the Building Review Board and the Parking Advisory Board.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
This Resolution makes 10 appointments to 6 boards, commissions and a committee to fill vacancies from
resignations and expired terms. These terms will begin immediately on January 15, 2019. Names of those
individuals recommended to fill vacancies and expired terms have been inserted in the Resolution with the
expiration date following the names.

had in the past with FCPD have been professional, thorough, and respectful. This board seems like a way that
I can give back to both FCPD and Fort Collins residents as I strive to become more active in our community.

I am very enthusiastic about learning new things and this has helped my career in IT Program Management. I have quite a
few management certificates, but basically what it boils down to is my love of learning. On a more personal level, I am
very conscious of using a balance of empathy, logic, and objectivity when assessing a situation. I use mindfulness training

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Assessing whether the current police policies and procedures remain relevant and appropriate as the
city grows. It is possible that some of the laws and practices are antiquated if they have not changed
with our changing city. This issue should be addressed by making sure to get input from the FCPD staff,
looking at how other cities have handled similar growth, and possibly getting Fort Collins citizen input.
2) How the FCPD and the city itself are handling a higher homeless population. Addressing this issue correctly
will take collaboration among quite a few departments and -- similar to the process above -- input and
research from a broad spectrum of sources.
3) Ensuring that the training and well-being of the FCPD staff are appropriate with the growing and changing
population of our city. A well-prepared and healthy police force will benefit the community on so many
levels. To address this need, feedback should be solicited from the staff itself -- especially any transplants
from other cities to see what has worked and not worked elsewhere. As you can tell from all of my answers,
I think that communication and experience are valuable assets to solve problems.

college degrees include a Bachelor of Social Work and a Masters of Public Administration. I have worked with the elderly
and mental health communities.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Ethics and Integrity. Law Enforcement officers are and should be held to a high standard regarding professional
conduct. Faith in the ability and willingness to enforce the law equally to every member of the community
must be maintained. Law Enforcement officials who act outside of the law or enforce the law unequally
undermine the faith of the community and hamper the publics willingness to actively participate in the
law enforcement process.
2) Use of Force. Very few professions have the ability to cause serious bodily injury or death while in
the performance of their duties. Split second decisions on the use of force are an everyday part ofthe
job. Review of use of force instances is necessary to ensure the policies and procedures were followed
properly. Review is also needed to provide continual feedback on the use of force policy and procedures
themselves and identify where improvements should be made.
3) Training. Law Enforcement training should be in a state of continual improvement. Training to a static
standard that does not evolve soon becomes outdated. Review of incidents is crucial to not only identity
if proper policies and procedures were followed but to also identify if the training was adequate toapply
the policies and procedures correctly.

with ultimate regard to integrity of evidence.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Analytical Accuracy. A significant issue plaguing investigations on police violence and excessive use
of force is the difficulty to retroactively analyze the alleged situation. The board should recommend
to the FCPD to continue using body cameras for all active duty officers, and also to change the way
reports are gathered from the officers and victims. Official reports should be collected at least twice;
once immediately following the incident, then twice by a third party, such as this Board. Additionally,
questions should be phrased to ask "what went wrong?" instead of "what happened?".
2) Public Confidence and Transparency. With increasing coverage of police brutality crimes, the public's
waning confidence in police departments is becoming apparent. This is contrasted with a growing body
of vocal devoted supporters of police departments. The Board should not only promote transparency for
internal investigations, but should make It's evidence and deliberations public. Demonstrating the Board's
logic and analysis will help drown out the politicized groups and present clarity to the public when
such investigations are underway.
3) Bias. The ability for someone to critique a situation, especially post-hoc, is marred by personal bias.
This poses an incredible challenge in accurately and objectively analyzing excessive force investigations.
The Board must diversify if it hasn't already, and maintain diversity by selecting members with varying
backgrounds, training, and history. A diversified Board will ensure that individuals' biases are not
compounded by having members that are of the same background and experience. This will improve Analytical
Accuracy and Public Confidence in the FCPD.

1) 1) Ensuring that GERP remains viable and available to each of us that are enrolled in the program. Address
this by working with finance staff and City Counsel.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) I consider efforts to address Racism, such as the recent "Cracking the Codes" forum and workshop at
the Old Town Library, to be quite important to the health of our community. That it was quite well
attended would seem to indicate that workshops, or other similar non-confrontational opportunities for
dialog, would be well received and possibly quite effective at increasing community awareness of these
complex issues. A similar and very powerful event occurred at the Senior center in May 2017, titled
"Beyond Partisan Politics: Bridging Divides through Authentic Engagement & Storytelling".
2) I don't claim any particular expertise, but I support the need for similar educational efforts to address
prejudice involving any and all of the various personal characteristics listed in the Duties paragraph.
Of particular concern based on recently publicized events, I would list immigration status, ethnicity
and religious identity, although Fort Collins may be ahead of the curve on these issues. In any event,

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Generational Prejudice:The constant flow of new, younger residents in the area around campus at times
clash with the rooted elder community. The avenues of communication between these two groups can be
burdened with false assumptions and prejudice from both sides. Finding ambassadors within each community
that can bring forth the concerns of each group can influence the way they communicate and problem solve
in an effort to establish common ground.
2) Minority Representation:I believe a large part of our minority groups go under represented and unheard
in community discussions and everyday life due to fear arisen from our current political climate. Bringing
their voice forward and empowering them to be proud of the city they call home will relief some of the
anxiety that accompanies being considered "other".
3) Mental Health Awareness:Those with mental wellness concerns are often outcast and avoid assistance that
is specifically available to them. Organizing efforts to actively publicize the program targeted towards
individuals like these can prevent these illness' from leading to homelessness, violence, and suicide.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The disenfranchisement of the working poor in our community. Researching other communities that have
the same issues with a strong community of financially well off versus those who work hard and still
can't make ends meet.
2) Reaching out to transgender and queer youth who are at a higher risk of self harm. Partnering with
the Poudre School District to come up with programs and outreach so people know they are cared about
and also access to health care.
3) Making our community a welcome place for people who are undocumented. There are several people at CSU
(I'm one of them) that developed training for staff so they could better understand and serve our students
who are undocumented. I'd like to help with training City staff on the same topic.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you

1) What women can and cannot be: A youth focused problem. The thorough upbringing and development of our
youth is integral to the future of our city. As a woman that has lived in Fort Collins since age 12,
I have felt the pressures of fitting into a certain stereotype. We need to understand that by educating
and empowering young woman, we are investing in our future- whether that be tomorrow or 20 years from
now. I would propose a thorough review of available educational programs for young women. We could partner
with school boards and the youth commission for mutually beneficial projects.
2) Women in business: The Powerhouse that is professional women. Working my way from the ground up in two
professions has taught me resilience in the workplace. Powerful women are often seen as "bossy". When
do you hear of a man being referred to as "bossy"? The perception that meekness is expected from women
in the workplace. We must empower women in business to face challenges in the workplace with gusto and
resilience. I would suggest showcasing female leaders in our city and asking them to tell their stories.
There is power in our stories. We could host a lecture series, or podcast series.
3) Collaboration is key. I believe this is true for so many issues in today's society. I would suggest
hosting an open forum for women of all ages, races and sexual identities to share with us what they
find to be relevant issues facing women in Fort Collins today. I cannot claim to know what all women
are going through. But I am inspired by who they are and the stories that have created them. An open
forum would allow this commission a true insight into the mind of our fellow female citizens so we can
work on the issues that are important not only to us- but to them.

1) Development of new open space (natural areas) with a growing population: The Nature in the City program
addresses this issue and the board should continue to promote and support it
2) Engaging residents in conservation practices: The Board should support education programs to promote
xeriscaping, planting native species for wildlife (especially pollinators), and collecting rainwater
to use for irrigation. Residents need to be made aware of existing incentive programs and new incentive
programs should be established. The Board should supporting funding for these education and incentive
programs
3) Climate change: I've been impressed with the efforts of the city and its climate action plan. However,
when I recently attended the Innovation Summit, I was surprised at the lack of diversity in attendees.

1) Ensuring that the natural resources we really upon for clean air, clean water, and natural area are
adequate for our current and future needs. That we maintain aspirational yet achievable goals and visions
of how we live and interact with the resources and natural communities that we depended upon. This NRAB,
by aiding and advising the City government, can help to make sure that projects addressing environmental
and natural resource issues attempt to address human needs while vigorously promoting environmental
safety and protection.
2) To take a proactive stance on advocating for increased focus on future and current environmental issues
facing Fort Collins and surrounding communities. I will help the board evaluate current and future city
planning and provide rigorous critiquing to improve upon and push for making our community less polluting,
more healthy, and help lessen impacts from future development. The NRAB will continue to work with other
boards and commissions to improve effectiveness in Fort Collins' responses to the natural resource challenges
facing our community.
3) To help engage with and build an informed and passionate citizenry around the environmental impacts

does a great job of encouraging and advising city staff and council to build upon programs like CAP

1) I think efforts to keep seniors in their homes for as long as possible is number one. We must find creative
ways to educate people on exactly how expensive long-term care facilities are and how much worse it
will get as baby boomers live longer due to healthcare advances. Getting a discussion going on alternatives
to traditional nursing homes is where I would start.
2) I think helping seniors who are poor and alone to understand retirement benefits and manage doctor's
visits/prescriptions is number two. A start could be to get some information available on a youtube
channel, then provide in-person demonstrations, perhaps monthly at the senior center and libraries,
to show folks how to access this information. I would borrow from the wealth of information out there
from Kaiser and AARP but tailor it to our local community.
3) I think keeping seniors free of elder abuse and maintaining their autonomy/independence as much as possible
should be number three. I would suggest something like a mentor/mentee program where people could volunteer
to watch out for people, say ten years younger than them. If a senior can be dependent on another senior
for something like a ride around town, it is more dignified and puts them less at risk than being stuck
with a resentful child or underpaid nurse assistant at the nursing home.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Public transportation: I would love to see eco-friendly/green transportation implemented to a larger
degree in our town. Ideally, working towards electric/solar powered bus or train system. We have the
perfect grid to place a stop every .5 miles--ensuring the most anyone has to walk to a station would
be .25 miles. I would love more routes, stops and times added to this. For pedestrians, having all-way
pedestrian crossing can decrease pedestrian-vehicle accidents.
2) Creating a larger bike culture, and restricting traffic in Fort Collins would be a great place to start.
I love how cities like Amsterdam, Copenhagen and Barcelona, have created a more interactive and community-based
city by utilizing bike culture. Barcelona has blocked access to traffic (emergency vehicles excluded)
which could create more "citizen spaces" for community and less traffic. Foco residents currently don't
have the option to either take public transportation or may have safety concerns regarding biking. Addressing
both these could create less pollution and reduce traffic.
3) Access to Denver (dreaming big!): I think it would be amazing to begin partnerships with the entire
Front Range to start dreaming bigger for how we could implement effective and environmentally-healthy
options for commuters. The Bustang is a great start but working towards a greater move to find options
to Denver, Boulder, and potentially mountain access (1-70).

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO VARIOUS BOARDS, COMMISSIONS
AND COMMITTEE OF THE CITY OF FORT COLLINS
WHEREAS, vacancies currently exist on various boards, commissions, of the City due to
resignations by board members and vacancies will be created due to the expiration of the terms
of certain current members; and
WHEREAS, the City Council desires to make appointments to fill the vacancies that exist
on the various boards, commissions, and authorities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
