SUBJECT
First Reading of Ordinance No. 003, 2019, Appropriating Unanticipated Grant Revenue in the General Fund
for the Purchase of New Recycling Equipment at the Timberline Recycling Center.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate grant funds to purchase a new cardboard compactor unit for the
City’s public drop-off site, Timberline Recycling Center (TRC), as well as a new cover for an existing baler to
protect it from weather conditions.
No matching funds are required to use $23,689 in funds awarded by Colorado Department of Public Health
and the Environment from the Resource Recovery & Economic Opportunity (RREO) Grant. The City will buy
two new pieces of equipment to improve the operational efficiency of the TRC; $20,729 will replace an aging
compactor used for cardboard recycling; $2,960 will purchase a cover for an existing cardboard baler,
providing greater protection from snow/rain.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The City of Fort Collins operates a public recycling drop off site used by 360 people a day, on average; it is
open seven days per week. The facility was moved, after 14 years, to a new location that opened in August
2016 as the Timberline Recycling Center (fcgov.com/TRC <https://www.fcgov.com/recycling/dropoff.php>).
The collection containers and equipment at the TRC relocated from the previous site include: nine roll-off bins;
and, three compactor units; two compactors are used for cardboard (OCC) and the third is for low-grade paper.
The compactors, now 16-years old, experience considerable daily use and, despite regular maintenance, are
getting worn. A grant recently received from CDPHE will pay for one of the compactors to be replaced and
help the City to continue to meet the recycling needs of a growing community.
In addition, the City will use part of the grant revenue to purchase a protective cover to install on a downstroke
baler purchased by the City in November 2017 for use in baling film plastic. This prefabricated cover will
protect the out-of-doors baler from the elements.
The grant agreement requires use of funds for allowable expenditures by June 30, 2019.
CITY FINANCIAL IMPACTS
The City will contribute in-kind services (oversight and administration of work to install new equipment,
welding, and electrical hook-up), however there are no matching funds required. New machinery will

experience fewer breakdowns than the 16-year-old compactor that is being replaced; fewer repairs will save
money as well as lost down-time that affect the customers’ convenience and use of the Timberline Recycling
Center. The City will purchase and install the new compactor (and a new baler cover) using the entire amount
no later than June 15, 2019.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE
GENERAL FUND FOR THE PURCHASE OF NEW RECYCLING
EQUIPMENT AT THE TIMBERLINE RECYCLING CENTER
WHEREAS, the City has been awarded a Colorado Department of Public Health and
Environment Resource Recovery & Economic Opportunity Grant in the amount of $23,689 for
the Timberline Recycling Center (“TRC”); and
WHEREAS, grant proceeds of $20,729 will be used to purchase a new cardboard
compactor unit to replace a 16-year old unit at the TRC, and $2,960 will be used to purchase a
cover for a film-plastic baler at the TRC; and
WHEREAS, the grant does not require any matching funds from the City; and
WHEREAS, this appropriation benefits public health, safety, and welfare of the citizens
of Fort Collins and serves the public purpose of helping to meet the recycling and sustainability
needs of the citizens of Fort Collins; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the
total amount of such supplemental appropriations, in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, the City Manager has recommended the appropriation described herein and
determined that this appropriation is available and previously unappropriated from the General
Fund and will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated revenue in the
General Fund the sum of TWENTY-THREE THOUSAND SIX HUNDRED EIGHTY-NINE
DOLLARS ($23,689) for expenditure in the General Fund to purchase a new cardboard
compactor unit for the City’s public drop-off site, Timberline Recycling Center (TRC), as well as
a new cover for an existing baler to protect it from weather conditions.

Introduced, considered favorably on first reading, and ordered published this 15th day of
January, A.D. 2019, and to be presented for final passage on the 5th day of February, A.D. 2019.
