EXECUTIVE SUMMARY This Ordinance, unanimously adopted on First Reading on December 4, 2018, appropriates Transportation funds that have been received for work for other City departments and outside entities. EXECUTIVE SUMMARY The purpose of this item is to appropriate Transportation funds that have been received for work for other City departments and outside entities. The original budgeted amount was based upon current known project scope which has increased over the course of the year. Revenues have been or will be received for work completed; this appropriation of $750,000 is required to keep the Transportation fund within budget. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. BACKGROUND / DISCUSSION The Planning, Development and Transportation Work for Others is a self-supported program for all “Work for Others” activities within Streets, Traffic and Engineering. Expenses are tracked and billed out to other City departments, Poudre School District, Colorado State University, Colorado Department of Transportation, Larimer County, developers and other public agencies. The original budget of $2,445,322 was an estimate based on scheduled projects. Additional unanticipated projects were added in 2018. Also the Streets Department is anticipating traffic control and patching projects for other departments at a level similar to 2017. Additional appropriation of $750,000 is needed to cover labor, material and equipment costs that will be recovered upon completion of the various projects. This request appropriates funds from Streets unanticipated revenues in the amount of $750,000 CITY FINANCIAL IMPACTS This Ordinance appropriates $750,000 of Transportation Fund Revenues for work completed for various City departments and outside entities. The funds will only be expended if work is requested and revenues received. If at the end of 2018, the funds have not been expended, they will revert back to the Transportation Fund balance. ATTACHMENT 1 COPY -1- ORDINANCE NO. 145, 2018 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION FUND FOR WORK FOR OTHERS PROGRAM EXPENSES WHEREAS, the Planning, Development Transportation Department currently implements a “Work for Others” program, which is a self-supported program that provides convenient and cost effective services for other City departments and entities such as Poudre School District, Colorado State University, Larimer County and other developers and public agencies; and WHEREAS, the original budget for the Work for Others program was $2,445,322, which was based on an estimate of scheduled projects; and WHEREAS, additional unanticipated projects were added in 2018 and the Streets Department is anticipating traffic control and patching projects for other departments at a level similar to 2017; and WHEREAS, based on the above, the Streets Department wishes to appropriate an additional $750,000 from the Transportation Fund to cover labor, material and equipment costs that will be recovered upon completion of the various projects; and WHEREAS, this appropriation benefits the public because it allows the City to provide labor, material and equipment for patching, sweeping and minor capital construction to other City departments and stakeholders; and WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year. WHEREAS, the City Manager has recommended the appropriation described herein and determined that this appropriation is available and previously unappropriated from the Transportation Work for Others Fund and will not cause the total amount appropriated in the Transportation Work for Others Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year; and NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. -2- Section 2. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Fund Work for Others Program the sum of SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($750,000) for the Work for Others Program Expenses and appropriated therein.
