Resolution 2019-076 Adopting the 2019-2021 City Council Priorities.
EXECUTIVE SUMMARY
The purpose of this item is to consider formal adoption of City Council’s priorities for 2019-2021.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Every two years, following a Council election, the newly seated City Council sits for a planning retreat to
identify priorities and confirm strategic direction. Priorities are identified for specific focus and action by the
organization on items that fit within the broader context of the City’s Vision, Mission, Strategic Plan and
ensuring world class service provision 24 hours a day, 365 days a year. Following the April 2, 2019 election,
City Council held their retreat over a two-day period on May 3 and 4. Through a process of priority
identification and selection, Council emerged with 20 priorities for its 2019-2021 term. Further Council
discussion and refinement was done as part of a June 11 work session, as shown on Attachment 1.
Incorporating feedback from the work session, the below priorities are sorted by outcome area and provide a
broad, though not necessarily all encompassing, purpose statement for each priority. Italicized priorities have
been identified as needing a work session to help establish or clarify purpose and initial actions.
Neighborhood Livability and Social Health
• Low income benefits/rebates streamlining and consolidation
o Continue to simplify access to and participation in the variety of income-qualified benefits and
rebates the City offers. Explore elimination of redundant application and verification
requirements as well as potential impacts of setting a single income level which qualifies
residents for all programs.
• Equity and Inclusion
o Implement the usage of an equity lens, including staff and Council training, develop indicators
and metrics and consider a resolution regarding anti-discrimination.
• Optimization of alleys outside of downtown
o Develop strategy for identifying and improving alleys outside of the downtown core, to
maintain and ensure basic functionality, appearance and safety. Additionally, explore how to
fully utilize their potential and create opportunity through additional public spaces and enable
access for accessory dwelling units or affordable housing options.

• Mobile home park preservation and resident protections
o Develop policies/programs to preserve mobile home parks as a source of affordable housing
and enhance resident protections, particularly around issues of utility gouging and eviction.
• Affordable and achievable housing strategies
o Engage the community and a cross-section of stakeholders to create dialogue and continue
efforts around affordable housing.
Economic Health
• Affordable and accessible childcare
o Continue to identify barriers and needs related to increasing the supply of affordable childcare,
looking at a variety of solutions including development incentives and flexibility to ensure that
childcare is not a career and lifestyle limiting factor in Fort Collins.
• Undergrounding of electric infrastructure (transmission and distribution)
o Understand current status and develop strategy to complete undergrounding of all electric
system infrastructure within Fort Collins to improve reliability and community aesthetics,
including Platte River’s and other utilities’ transmission lines and the remaining distribution
lines owned by Light & Power to provide for a more dynamic power grid.
• Strategies that create community jobs
o Engage with and assist/convene community partners to address opportunities for those who
are underemployed or non-college bound with the use of an equity lens. Consider strategies to
help reduce the mismatch between available jobs and skills in the workforce.
• Small business plan
o Develop strategies that can advance the City’s stated goals of incubating, expanding, and
retaining existing employers. Assist in ongoing efforts underway by community organizations
and continue focus on innovation and start-ups.
Transportation
• Encourage and Increase Transfort Use/Additional Bus Rapid Transit (BRT) corridors
o Understand existing barriers to use and develop strategies that expand and make easier the
use of Transfort. Continue efforts underway to construct and add additional BRT corridor
projects to the system.
Culture and Recreation
• Equitable participation in culture and recreation programs
o Understand current state of participation in cultural and recreation programming and
subsequently make adjustments to current practices to improve equitable participation through
potentially expanded programming and targeted support.
• Park refresh/future needs
o Complete assessment of current and future needs of neighborhood parks, with the use of an
equity lens and explore funding options that include private and public partnerships to secure
resources for timely refresh of parks.

Environmental Health
• Reduce plastic pollution
o Understand current state and prevalence of plastic pollution within Fort Collins and expand
educational efforts and develop strategies to reduce or eliminate plastic pollution in Fort
Collins. Continue to track advances in treatment technology for reducing or eliminating
microplastics from water supplies (drinking, stormwater, wastewater, and instream).
• Protect and enhance instream river flows
o Continue to improve and protect the ecological condition, aesthetic quality, and resiliency of
the Poudre River and its watershed/tributaries.
• Improved air quality
o Continue to reduce the impacts and prevalence of radon and ozone within the City through
regional collaboration, reduction in ground level ozone, and expanded education. Improve
understanding of microparticulates (particulate matter 2.5 microns or less in diameter) in
Fort Collins and any disparate impacts they may be influencing.
• Mitigate impacts of oil and gas encroachment into Growth Management Area
o Understand current and potential surface impacts of oil and gas production within the
growth management areas and consider strategies to mitigate those impacts. Evaluate the
impact and needed/desired changes as a result of Senate Bill 19-181 through a robust
public engagement process
High Performing Government
• Effective, innovative, and high-performing board
o Equip City Council with the resources, training and tools to be a highly effective, innovative,
and high-performing governing body in conjunction with the City’s Leadership System.
• Reimagine community engagement
o Continue to improve open government, community engagement and communication efforts to
ensure transparency and informed decisions by engaging a representative and inclusive
cross-section of the community.
• City financial sustainability
o Increase understanding of revenue trends to inform revenue diversification, appropriate City
fees, and efforts to increase tax generation within Fort Collins.
• Reimagine boards and commissions
o Better structure the board and commission system to set up success into the future, align with
Outcome Areas and allow for integrated perspectives. Explore models that allow for greater
use of Ad Hoc meetings, diverse stakeholders and additional community participation.
Upon adoption of these priorities, staff will begin to take initial actions and formulate plans on all of these
priorities. Progress, like in previous terms, will be reported using the Council Priority Dashboard, which is
provided to Council on a quarterly basis (September, December, March, and June). For those priorities with
clarifying work sessions needed, the intended outcomes will likely evolve over time as the Council provides
specific direction on each one.
CITY FINANCIAL IMPACTS
This item is not expected to have a financial impact on the City. Individual priorities may require appropriations
or budget requests that will be considered at a later time.

RESOLUTION 2019-076
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE 2019-2021 CITY COUNCIL PRIORITIES
WHEREAS, the Fort Collins City Council met at a Council Retreat on May 3 and 4,
2019, to initiate and discuss plans for their new Council term; and
WHEREAS, at the Retreat, Council worked to develop Council priorities to guide the
work of the City organization over the next two years (“Council Priorities”); and
WHEREAS, the Council Priorities supplement the City’s Strategic Plan, City Plan and
other adopted plans and policies and the funding priorities embodied in the adopted budget for
2019-2020; and
WHEREAS, the Council is committed to continuing longstanding and important City
efforts around climate action, smart cities, broadband, community policing, and engaging
Larimer County around addressing key infrastructure with the City’s Growth Management Area;
and
WHEREAS, City Council may amend the list of retreat priorities from time to time,
based on community needs, available resources, and new opportunities.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS, that the Council hereby adopts as its priorities for action during the 2019-2021
Council term the following initiatives within the seven Key Outcome Areas to supplement
approved Strategic Plan, Budgeting for Outcomes and other approved programs and plans:
1. Neighborhood Livability & Social Health:
a. Low income benefits/rebates streamlining and consolidation;
b. Equity and inclusion;
c. Optimization of alleys outside downtown;
d. Mobile home park preservation and resident protections; and
e. Affordable and achievable housing strategies.
2. Economic Health:
