SUBJECT
Resolution 2019-032 Making Appointments to the Building Review Board, Downtown Development Authority,
and the Natural Resources Advisory Board of the City of Fort Collins.
EXECUTIVE SUMMARY
The purpose of this item is to appoint individuals to fill vacancies that currently exist on the Building Review
Board, the Downtown Development Authority and the Natural Resources Advisory Board. During the annual
fall recruitment, a vacancy remained on the Building Review Board. The vacancy on the Downtown
Development Authority is due to the death of Justin Larson. The vacancy on the Natural Resources Board is
due to the resignation of Ling Wang.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
This Resolution makes appointments to fill current board vacancies. Eric Richards is being recommended for
appointment to the Building Review Board to fill the position left vacant by Rick Reider who term limited off the
board on December 31, 2018. Due to the untimely death of Justin Larson on January 25, 2019, a vacancy was
created on the Downtown Development Authority. On December 19, 2018, Councilmember Ray Martinez and
Mayor Pro Tem Gerry Horak held interviews and each recommended Rebecca Hill to be appointed in the
event of an opening. On February 12, 2019, Lisa Wang submitted her resignation from the Natural Resources
Advisory Board due to family commitments. On December 18, 2018, Councilmember Bob Overbeck and
Mayor Wade Troxell interviewed applicants for Natural Resources Advisory Board and each recommended
Kevin Krause to step into a vacancy that might occur during 2019.
These terms will begin immediately on March 5, 2019. Names of those individuals recommended to fill
vacancies have been inserted in the Resolution with the expiration date following the names.

I spoke with a former board member, Justin Montgomery. He was able to help describe some of the activities and requirements
of the board. Through listening to Justin and asking him questions, I feel that I would be able to help as an active member
of this board given the skills and training I have received as an engineer. Justin strongly encouraged me to apply for this

I currently work and have for the past 12 years as a structural engineer. As a part of my work, I am licensed as a professional
engineer in the state of Colorado. My work requires me to read and correctly apply the building codes on a daily basis.
I also serve on the Structural Engineer's association of Colorado Wind Committee which helps to determine the correct wind

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) I believe the first important issue facing this board is the increasing cost of housing in our city.
I feel it is important for us as a community to be open to integrating alternative building materials
and practices that may help keep building costs down. In addition to this, I feel we should be open
to alternative materials and practices that will aide and further our goals of making our buildings
more sustainable. I feel this board could review and help integrate alternative building practices in
a safe and conscious manner that will benefit our citizens for years to come.
2) I feel it is important for this board to work diligently to protect the safety and well being of our
citizens by ensuring that contractors are properly licensed and acting in the best interest of their
clients. I feel the board should work to uphold a high standard of quality regarding the contractors
and builders who are working in our community.
3) I feel it is important for this board to work to protect the safety and well-being of our citizenry
through the proper use of our modern-day building codes. It is important for our building officials,
design professionals and contractors serving the citizens of our community know their responsibilities
as dictated by the building code and that they work to ensure our built environment is designed and
constructed in a safe and correct manner. I feel this board plays in important role in helping to uphold
and ensure a high level of quality of our built environment.

I interact regularly with contractors who are using my plans to construct buildings within the City
of Fort Collins. On occasion, my company is contracted directly with a contractor to perform structural
engineering services for them. This could be considered a conflict of interest if I were to be asked

to give back to this amazing community in which I live, and have found serving on a board as a good way for me
to do this. I have served on the Water Board for the last 8 years and am now term limited.

Economics, Finance ( I teach agricultural finance), serving on the water board has given me a solid understanding of city
utilities which likely would come in handy on this board.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Basic Economics - decisions around the best way to allocate scarce resources
2) Being proactive and thinking about population growth and the future needs of the community
3) Aging infrastructure - I saw this first hand as part of the water board and how they needed to find
ways to prioritize pipe replacement and other essential needs of the community. I imagine that there
are many more needs around aging infrastructure that the DDA needs to think about.

a member of the Natural Resources Advisory Board because I am passionate about supporting sustainability, and
otherwise promoting the thoughtful use of natural resources locally and globally.

Yes, I have attended Natural Resources Advisory Board meetings and given public comment related to the City of Fort Collins
Oil & Gas related code changes, dark sky initiative, and otherwise expressing support for forward-thinking sustainability

To me, sustainability is top of mind across decisions and how I live life. Whether it's replacing car trips with bike
trips, eating less meat and locally, reducing consumption (and waste)-including energy usage, I always look for opportunities
and use data/findings that become available to guide such actions. I advocate for bicycling and EV adoption, sustainable

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Waste reduction & recycling: It is well known that the Larimer County landfill will soon reach capacity
and next steps are underway. However, current practices are not sustainable in terms of the amount of
waste each household and business produce, and the lack of recycling compliance. I believe the board
can assist in considering new ways to promote awareness to the problems being solved and the collective
opportunities of doing so. Highlighting metrics and bringing the community on board to improve them
could be something worth testing in new ways. I support implementing composting ASAP.
2) Air quality: Fort Collins continues to receive an F rating from the American Lung Association and is
not in compliance with EPA guidelines. While this problem is regional, there are opportunities in the
City. The board can help promote more a aggressive bike and multi-modal transportation plan to reduce
single-occupant vehicle usage and associated emissions, as well as consider new ways to reduce small
engine emission contributions, further support the 100% renewable energy opportunity, and more. Again,
I believe the board should advocate for new ways to raise awareness to bolster more support
3) Water usage and planning: This is another complex issue and much has been done to, over time, reduce
water use per household/capita. However, with so many known risks and challenges, it must continue to
stay top of mind. I believe the board can contribute to supporting additional initiatives and providing
feedback to Council and Staff from a citizen perspective related to this scarce, touchy, unpredictable
resource in our region.

RESOLUTION 2019-032
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE BUILDING REVIEW BOARD,
DOWNTOWN DEVELOPMENT AUTHORITY, AND THE NATURAL
RESOURCES ADVISORY BOARD OF THE CITY OF FORT COLLINS
WHEREAS, vacancies currently exist on the Building Review Board, the Downtown
Development Authority, and the Natural Resources Advisory Board of the City due to vacancies
created by an expiration of the term, death and resignation of certain members;
WHEREAS, the City Council desires to make appointments to fill the vacancies that exist
on the various boards, commissions, and authorities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the following named persons are hereby appointed to fill current
vacancies on the boards, commissions, and authorities hereinafter indicated, with terms to begin
immediately and to expire as set forth after each name:
