SUBJECT
Resolution 2015-032 Supporting the Grant Application for a Local Parks and Outdoor Recreation Grant from
the State Board of Great Outdoors Colorado Trust Fund and the Completion of Enhancements to the Old Town
Square Renovation.
EXECUTIVE SUMMARY
The purpose of this item is to express City Council support for a grant application by the Downtown
Development Authority (DDA). The City, in cooperation with the DDA is applying for a Great Outdoors
Colorado (GOCO) Local Parks and Outdoor Recreation Grant. The City is eligible to sponsor the DDA for this
grant application and GOCO requires this resolution expressing City Council support to be submitted as part of
the grant application package. No additional City funding is needed for this grant.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
GOCO requires a resolution indicating the City’s support for the Old Town Square Renovation project since the
City will be sponsoring the DDA’s grant request. The DDA will be supplying matching funds for the grant. No
additional City funds will be used on the project outside of the $1,000,000 from General Improvement District
No. 1 funds already budgeted and appropriated for 2015.
If the grant is successful, the City will enter into a grant agreement with GOCO and an intergovernmental
agreement with the DDA obligating the DDA to meet GOCO’s requirements for this project. The Authority will
provide grant matching funds for the development of the Old Town Square Renovation, ensure the land for the
project is owned by the DDA, and agree that the project will be maintained in a high quality condition.
CITY FINANCIAL IMPACTS
The project continues the strong and effective partnerships between the City and the DDA. Design,
construction, operation and maintenance funding for the enhancements will be in the DDA’s budgets.

The DDA Board supports this resolution (Attachment 1).

Why Resolution Is Required
• Eligible entities (municipalities, counties, and parks and
recreation special districts) may sponsor an application on
behalf school districts or other governmental entities (i.e.
DDA).
• Sponsored projects must have “reasonable public access”,
“maintenance capability”, and “control of property for 25
years”.
• Great Outdoors Colorado requires that Local Parks and
Outdoor Recreation (LPOR) Grant applications include a
supporting resolution from the municipality.
• Municipality can submit two grant applications per cycle,
only one other City application is going forward in the 2015
Spring grant cycle.
Application Process
• Application Due to GOCO March 4, 2015
• Award Announcement Date mid-June 2015
• If the grant is successful:
a) City will enter into a grant agreement with GOCO
b) DDA will enter into an intergovernmental
agreement with the City obligating the DDA to

SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND OUTDOOR
RECREATION GRANT FROM THE STATE BOARD OF GREAT OUTDOORS
COLORADO TRUST FUND AND THE COMPLETION OF ENHANCEMENTS TO THE
OLD TOWN SQUARE RENOVATION
WHEREAS, the City, in partnership with the Downtown Development Authority (DDA),
is applying for a Local Parks and Outdoor Recreation Grant from the State Board of the Great
Outdoors Colorado Trust Fund (“GOCO”) for enhancements to the Old Town Square
Renovation (the “Project”); and
WHEREAS, GOCO’s local parks and outdoor recreation projects must be proposed
through a partnership between a local government and a governmental entity, as local
governments are the only entities eligible to apply for GOCO local government grants; and
WHEREAS, the amount of $1,000,000 has been designated for the Project from General
Improvement District No. 1 funds; and
WHEREAS, the DDA has contributed $2,000,000 to the Project; and
WHEREAS, as part of its grant application process, GOCO requires that the governing
body of any entity applying for grant funds pass a resolution to show that it is aware of and
supports the application, and recognizes the financial and other obligations the grant creates; and
WHEREAS, should the City receive a GOCO grant for the Project, staff will ask the City
Council, by a separate resolution, to authorize the City to enter into a grant agreement with
GOCO and to enter into an intergovernmental agreement with the DDA.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS, as follows:
Section 1. That the City Council strongly supports the application for the GOCO
local parks and outdoor recreation grant for the Project and the DDA will provide any required
matching funds for the Project, so that no additional City funds will be spent on the Project.
Section 2. That if the grant is awarded, the City Council strongly supports the
completion of the Project.
Section 3. That the City Council has authorized the expenditure of funds necessary to
meet the terms and obligations of any grant awarded within the DDA’s 2015 budget.
Section 4. That the Project site is owned by the DDA and it is the DDA’s and City’s
intent that it will be owned by either the DDA or its successor entity, the City of Fort Collins, for
the next 25 years.

Section 5. That the DDA and City recognize that, as the recipient of a GOCO local
government grant, the Project site must provide reasonable public access.
Section 6. That, should the City receive a GOCO grant and the DDA complete the
Project as planned, the DDA and City intend that they will continue to maintain the
enhancements to the Old Town Square Renovation in a high quality condition and will
appropriate funds for maintenance in their annual budgets, subject to the discretion of future City
Councils.
